Defence testing lab to come up at Sidco estate in Trichy

1 2 Trichy: Tamil Nadu Industrial Development Corporation (Tidco) has finalised a 1.4 acre site inside Thuvakudi Small Industries development Corporation (Sidco) industrial estate near NIT Trichy to develop Advancing Mechanical & Material Defence Testing lab at an outlay of Rs 50 crore. The integrated testing facility will function under public-private collaboration involving major public sector companies including BEML and HAL to engage in high-end testing and certification of materials for aerospace and defence companies in the state. Proposed under Defence Testing Infrastructure Scheme (DTIS), the lab, named System Testing and Research in Advanced Material (STREAM) foundation, will have comprehensive infrastructure comprising at least 40 testing machinery on 13,000 square feet floor space. As the state govt already has a built-up space of 3,000 square feet in Thuvakudi Sidco complex, Tidco has simultaneously launched procurement procedures to buy material testing equipment while expanding the built-up space. "The aerospace and defence testing lab will decentralize the investment and boost Tamil Nadu's leadership in defence and aerospace sector. Once the facility becomes operational, testing requirements will be satisfied locally, said Tidco officials. "The material testing lab in Thuvakudi is set to play an important role in the state's industrial ecosystem. Skill development service for workers will be provided at the lab. Volume of production done by local companies will certainly increase. Initially, around 30-40 people will be employed in the testing lab," Angayasamy Subbiah, managing partner, Vaidheswaran industries, an industry partner of the proposed STREAM Lab, said. The proposed common testing facility will provide quality certification and validation services for local industries to manufacture products for major defence and aerospace companies. "Not only defence and aerospace, even ancillary units of Bhel Trichy will benefit since material grade and quality testing is a key component in manufacturing," N Kanagasabapathy, coordinator, Bhel small-scale industries (Bhelsia), said. The integrated testing lab is set to become operational by December. Tidco said that the lab will run as a non-profit company, generating revenue only to sustain the operations and maintenance.

Two weeks ago, Tamil Nadu govt officials announced that the state was going to soon release a policy on warehousing with a focus on the delta districts. Currently the state govt is consulting multiple stakeholders. "The policy aims to establish warehousing clusters in tier-2 and tier-3 cities that could seamlessly integrate with TN's industrial development plan," says Roy. "Mappedu is expected to be completed by 2027 following which the second phase would be constructed," says Roy. "We are in advanced stages of land acquisition near Coimbatore." The state's warehousing capacity is between 10-15 million sqft with large third-party logistics clusters in Chennai and Coimbatore. Chennai alone contributes more than 5 million sqft of warehousing volume, and Coimbatore contributes another 2 million sqft. The fragmented warehousing market in tier-2 and tier-3 cities is yet unaccounted for. With the new policy, govt would streamline the registration process, which would allow it to monitor the available space and gaps. "The focus of the warehousing policy is to capture the untapped potential of cities such as Hosur, Trichy, Madurai, Tuticorin etc," says Arun Roy. The policy focuses on the delta region because it is the hub for perishables, . "The region has a huge potential for development of cold storage facilities for domestic as well as export-oriented supply chain," says Arun Roy. Logistics experts say that apart from attracting new investments, the policy will also cater to existing investors. "Given TN's strong agricultural and horticultural base, developing infrastructure with temperature control and storage segregation that are integrated with downstream industries will greatly reduce wastage and improve value realisation for our farmers," says R Dinesh, chairman, TVS Supply Chain Solutions. Also, he adds, warehouses near manufacturing clusters should "align with production clusters and their supply chain needs". What will help is the development of a key transshipment hub in neighbouring Kerala. "India's first deepwater transshipment port at Vizhinjam is being built by Adani. Once fully operational, containers that are headed to Colombo for transshipment can be routed to Vizhinjam. This opens up a big warehousing opportunity for both north and south TN particularly Tuticorin, Tirunelveli and Kanyakumari," says Rejyson Samuel, director & CEO, Sandook Logistics.

Thoothukudi's furniture park remains largely unoccupied three years after its launch

Three years since the launch of India's first International Furniture Park in Thoothukudi, only three companies have opted to set up their factories at the site. Investors have cited infrastructure challenges and the absence of specific services for the lukewarm response. The park spans around 1,150 acres within the SIPCOT in Meelavittan area of Thoothukudi. During the foundation stone laying ceremony, the government had said the site was expected to be fully operational in eight to 10 years, attracting an investment of up to ₹4,500 crore and providing employment to an estimated 3.5 lakh people. Currently, three private firms and the Tamil Nadu Industrial Development Corporation (TIDCO) have opted to use the site. Together, the three private firms have acquired only around 126 acres of the total area of the park. TIDCO has acquired around 10 acres for a trade facilitation and commercial centre. Among the three units, Crest Lashing and Packaging Private Limited, a Chennai-based firm specialising in wooden boxed furniture, interior panels, and wooden pallets, has begun production, while the others are under construction. The slow pace of the park's development has raised concern among the investors. At the time of announcement, the park's first phase was expected to be fully operational in five years, with an investment of ₹1,500 crore to ₹1,800 crore and generating employment to around 1.5 lakh people. M.V. Venaktesan, managing director of Crest Lashing and Packaging Private Limited, acknowledged that the site needed more promotional activity from the government to reach a large number of potential investors. 'Since we were the first to begin production, the process to acquire electricity and water connections was tedious. Till now, SIPCOT has not provided a drainage connection,' he said. He added that the government had already invested a large amount of money for roads and other facilities within the SIPCOT, but there had been a delay in promoting the site to support its full-scale development. Prasad, a furniture importer from Thoothukudi, said: 'We import more than we export. So, it is not feasible in the long run for a furniture establishment [to set up a unit] due to cost, craftsmanship, and other challenges.' He added that there was a lot of initial excitement around the project, 'but that enthusiasm has faded over time.' P. Kathirvel, national organising secretary of the Indian National Trade Union Congress (INTUC), said that since the time of announcement the furniture park had not seen any major development. It was promised that the park would create mass employment opportunities, but currently only small firms, with 100 to 150 workers, are operating on the site. 'Many furniture items are imported from China, Indonesia, and other countries, where the price of the products are comparatively less than of those manufactured in Tamil Nadu,' he added. Mr. Kathirvel said the successful operation of the furniture park in Thoothukudi remained an uncertainty, as the site lacked many of the essential facilities needed for its development. 'Steps being taken' However, addressing these concerns, an official from SIPCOT, Thoothukudi, said work was under way to enhance electricity and water facilities. He confirmed that 12 acres had been allocated to the Tamil Nadu Generation and Distribution Corporation to set up a substation and said the water facility would be completed within a few months. The official added that the government had also been taking various measures to promote the furniture park.

The preparation of city logistics plans for Chennai and Coimbatore has been under way, said Sandeep Nanduri, Managing Director, Tamil Nadu Industrial Development Corporation (TIDCO). At a session on State Logistics Policy, organised by TIDCO in collaboration with the Madras Chamber of Commerce and Industry (MCCI), Mr. Sandeep made an elaborate presentation, according to which the multi-modal logistics park (Phase 1), coming up at Mappedu, near Chennai, will become operational by 2027. 'The MMLP Coimbatore land acquisition is in advanced stages,' he said at a session on State Logistics Policy that was organised by Tamil Nadu Industrial Development Corporation (TIDCO) in collaboration with the Madras Chamber of Commerce and Industry (MCCI). Container Corporation of India Ltd (CONCOR) will be setting up a net zero ambient cold storage warehouse at Sriperumbudur, near Chennai. 'We chose this area mainly because we had land there and that's the electronics corridor of Tamil Nadu. We have a 1.30 lakh sq ft of warehouse space at Sriperumbudur. The tenders will be coming out soon,' said Area Head – III, CONCOR. 'Our target is by next April, we should have it ready. The investment will be substantial at around Rs.60 crore. We are in talks with MNCs in Sriperumbudur,' she said at the sidelines of Tamil Nadu industries secretary V Arun Roy said, 'While current logistics infrastructure is satisfactory, a lot more needs to be done to improve this, including addressing congestion in roads, reducing transit time from industrial clusters to the ports, improving ports and addressing gaps in cold chain infrastructure,' he said. Ramkumar Shankar, Managing Director of Chemplast Sanmar Ltd and President of the Madras Chamber of Commerce and Industry, said: 'Right now, the MCCI is working on a study on the existing Chennai Airport. There are lot of good things that have come up at the airport and changes too. There are certain constraints on the passenger end, but we are also focusing on the cargo side as well in the study. We will present the findings to the government four weeks from now,' he added. Member Secretary, Chennai Unified Metropolitan Transport Authority (CUMTA), gave examples of problem statements and what strategies could be used. One problem statement was movement of air parcel cargo to airport gets complex using LCV and delivery vans causing congestion during peak hours and impacting passenger movement. He suggested that utilization of Metrorail network can be a strategy.
