Bahrain's Revenue Bureau Uncovers 71 VAT Violations in Six Months

The National Bureau for Revenue (NBR) carried out 724 inspection visits across local markets in Bahrain during the first half of 2025, as part of its ongoing efforts to strengthen compliance with Value Added Tax (VAT) and Excise Tax regulations. In a statement, the NBR said these visits aim to protect consumer rights, combat tax evasion, and ensure that businesses apply VAT and excise rules properly. As a result of the inspections, the Bureau recorded 71 violations related to VAT laws, leading to administrative fines. The most common offense was the failure to comply with VAT invoicing requirements. Other violations included: Displaying prices without including VAT Not showing a valid VAT registration certificate Not issuing VAT invoices Issuing VAT invoices for goods or services that are not subject to VAT In terms of excise tax enforcement, the NBR identified 8 violations for possessing excise goods without paying the required tax. Legal actions and penalties were applied accordingly. Additionally, the inspections uncovered 8 suspected cases of VAT and excise tax evasion. Legal procedures are currently underway. The penalties for VAT evasion can include up to five years in prison and fines up to three times the evaded amount. For excise tax evasion, penalties can reach one year in prison and fines double the unpaid tax. The NBR emphasized the importance of complying with tax regulations and urged the public to report any violations. Bahrain is close to deporting 10,000 illegal expatriates as part of its intensive inspection visits and joint campaigns carried out across the country since last year. The latest statistics released by the Labour Market Regulatory Authority (LMRA) indicate an upward trajectory with an increase in the number of campaigns, detention and deportation in its ongoing crackdown on irregular workers. A total of 1,167 inspection visits and joint campaigns were conducted from June 29 to July 12, resulting in the detention of 19 violating and irregular workers, and deportation of 242 expats. The labour watchdog said, in a statement yesterday, that various shops across the four governorates were covered. Besides the 1,146 inspection visits, 21 joint campaigns were conducted – 10 in the Southern Governorate, seven in the Muharraq Governorate, three in the Northern Governorate and one in the Capital Governorate. Overall since January last year, 82,941 inspection visits and 1,172 joint campaigns have been conducted, resulting in the identification of 3,245 violations and the deportation of 9,873 irregular workers. People are being urged to report illegal labour practices and violations via the website by calling 17506055 or via the government's suggestions and complaints system, Tawasul. In recent years, Bahrain has enforced tough new regulations to prevent the misuse of tourist visas and to ensure those seeking employment arrive with proper work permits issued by their employers. These measures also aim to provide job opportunities for Bahrainis and reduce unemployment by supporting citizens as the first choice for employers. LMRA chief executive Nibras Talib earlier told MPs that the introduction of the new rules has had a huge impact, with the incidence of tourist or visit visas being converted into work permits dropping by more than 87 per cent. Under the new rules, a visit visa can no longer be converted into a work or dependent visa without a sponsor. However, visit visas with a sponsor can be transferred to a work or dependent visa for a revised fee of BD250, instead of the previous BD60, only if it is for the same sponsor. Bahrain's total population reached 1,588,670, according to last year's statistics. Bahrainis are 739,736 (46.6pc) while non-Bahrainis are 848,934 (53.4pc). MANAMA, July 15: The Labour Market Regulatory Authority of Bahrain (LMRA) has announced the completion of 1,167 inspection campaigns and site visits across the Kingdom between June 29 and July 12, 2025. The operation led to the detention of 19 irregular workers and the deportation of 242 individuals found in violation of labour and residency regulations. According to the LMRA, the inspections uncovered a range of legal breaches related to the Labour Market Regulatory Law and Bahrain's Residency Law. Appropriate legal action has been initiated against those found in violation. A total of 1,146 inspections were carried out at various commercial establishments across all four governorates, supplemented by 21 joint campaigns. These included one in the Capital Governorate, seven in Muharraq, three in the Northern Governorate, and ten in the Southern Governorate. The coordinated efforts were conducted in collaboration with several government entities, including the Ministry of Interior—represented by the Nationality, Passports and Residence Affairs (NPRA), the relevant police directorates, and the Coast Guard—as well as the Ministry of Industry and Commerce and the Social Insurance Organization. The LMRA reiterated its commitment to ongoing collaboration with government bodies to intensify inspections across the Kingdom, emphasizing the importance of safeguarding the stability, competitiveness, and legal integrity of the labour market. The authority stressed that such enforcement actions are crucial to preserving Bahrain's economic and social security. The LMRA also renewed its call for public cooperation in reporting illegal labour practices. Citizens and residents are encouraged to report violations through the online form available at by calling the LMRA call centre at 17506055, or by using the government's Tawasul platform for suggestions and complaints.

The Southern Governorate is committed to strengthening communication, prompt responsiveness, and community partnership, in line with the directives of His Majesty King Hamad bin Isa Al Khalifa and the support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. This was emphasised by His Highness Shaikh Khalifa bin Ali Al Khalifa, Governor of the Southern Governorate, who noted that as part of its digital transformation efforts, the Governorate issued a mid-year report indicating it received approximately 1,209 inquiries and requests by the end of June 2025 across security, service, and social sectors. HH Shaikh Khalifa bin Ali said that these were submitted through various channels, including phone calls, the Southern Governorate app, email, the national 'Tawasul' platform, and the Governorate Council. The requests were categorised as 42% service-related, 37% social, and 21% security.
