Gobind Singh on what Malaysia must do to shift to tech-driven future

KUALA LUMPUR: The rapid evolution of technology demands more than just innovation, Digital Minister Gobind Singh Deo said. It also requires regulatory frameworks that align with the modern age to enable the nation's transition to a technology-driven future. "The question is: how do we get people to adopt new technology? It really boils down to creating awareness," Gobind said during the Asean-GCC Economic Forum 2025. "One way to achieve this is by discussing concepts like smart cities, where we can show people how doing things differently can impact their lives and improve outcomes." Outdated Laws Hindering Innovation Gobind highlighted a pressing issue of the legal frameworks governing certain technologies are often outdated and fail to accommodate new advancements. He gives an example of autonomous vehicles which face significant roadblocks under current laws that require a licensed driver for a vehicle to be insured. "Without a licensed driver, challenges arise such as the inability to obtain insurance coverage. This creates a conflict with the law, as a driverless vehicle would technically be considered illegal on public roads," he explained. Such limitations are not unique to autonomous vehicles as other industries face similar barriers where existing legislation restricts the adoption of transformative technologies. Gobind stressed the need to modernise these laws. "Many existing policies and laws were not designed to accommodate new technologies. Reforming such laws is essential to enable the adoption of innovative solutions." A Unified Vision for Technological Progress Gobind said the ministry is working towards creating smarter, AI-driven cities that can improve the quality of life for its citizens especially with the establishment of the National AI Office in December that marked a significant step forward. "Building smarter cities requires collaboration between governments, industries, and communities. It also requires data—lots of it," Gobind said. He acknowledged that the government must digitise its vast repositories of data, create systems for sharing information, and establish integrated frameworks to ensure solutions work seamlessly. Focus Areas: Healthcare, Transport and Beyond The ministry has also identified key sectors where technology can have a transformative impact, including healthcare, transportation, and government services. In healthcare, for instance, Gobind envisioned a future where hospital wait times are drastically reduced through the integration of digital systems while similarly in transportation, he emphasised the importance of managing traffic systems and ensuring timely public transport. "These examples show how adopting technology can make cities smarter and daily life more efficient," Gobind said. However, he cautioned that progress in these areas hinges on addressing legal and regulatory barriers. Role of Legislative Reform in Tech Revolution Meanwhile, Gobind reiterated that legislative reform is a cornerstone of Malaysia's digital transformation strategy. "As we explore the development of autonomous vehicle networks, it's clear that we need to address regulatory conflicts. "The first step is to evaluate the technology itself and identify where the current legal framework may be inadequate or in conflict with these advancements," he said. The ministry's efforts are not just about enabling technology but also ensuring that its benefits are felt across society. By aligning regulations with the realities of modern innovation, the government aims to create an environment where technology can thrive. With its focus on next-generation technology and smart city development, Malaysia is poised to become a leader in technological innovation but Gobind cautioned that achieving this vision requires a clear strategy, robust legislative support, and active collaboration between stakeholders.

Bengaluru: Indigenous technology is the way forward for India, Madhya Pradesh Chief Minister Mohan Yadav said on Wednesday during a visit to Bharat Earth Movers Limited (BEML) in Bengaluru. Yadav, who was at the facility to flag off BEML's 2,100th metro coach, also handed over a formal letter for the allocation of 60.063 hectares in Madhya Pradesh for the establishment of a new BEML manufacturing unit. Indigenous technology or Indigenous Technological Knowledge (ITK) refers to the traditional skills, innovations, and practices developed by native communities over generations. Rooted in local resources and culture, it addresses the specific needs of these communities through time-tested, sustainable methods. 'We often look towards foreign countries, but efforts like these within India are what truly drive the nation forward. I have been told that BEML also plays a major role in the manufacturing of BrahMos and other types of missiles,' he told journalists after the flag-off. Yadav noted that this was his second visit to Bengaluru after assuming office as chief minister. Shantanu Roy, Chairman and Managing Director of BEML, received the land allotment letter from the Madhya Pradesh CM for the establishment of a rolling stock manufacturing unit in the Umeria Raisen district of the state. The 2,100th metro coach, built for the Mumbai Metropolitan Region Development Authority (MMRDA) through the Delhi Metro Rail Corporation (DMRC), represents the latest in driverless technology, complying with Grade of Automation 4 (GoA4) standards. Equipped for Unattended Train Operation (UTO), the coach includes state-of-the-art safety systems and smart features designed to meet global standards. BEML's metro journey began with the Railway Supply Institute (RSI) project for the Delhi Metro in the early 2000s.

The session that was held in the national capital on Wednesday was conducted under the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological, and Cultural Cooperation and focused on advancing collaborative projects in sectors of mutual interest. The co-chairs of the session signed a protocol highlighting these projects and reviewed the outcomes of the previous 7th session. India and Russia discussed initiatives to strengthen economic ties and affirmed their commitment to expanding investment collaboration. The session was followed by the 2nd Edition of the India-Russia Investment Forum, organised in collaboration with Invest India, the Indian Chamber of Commerce (ICC), and the Ministry of Economic Development of the Russian Federation, the release stated. The forum saw active participation from over 80 businesses, including entrepreneurs, financial institutions, cargo companies, business chambers, and officials from both countries. The session was co-chaired by Amardeep Singh Bhatia, Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, from India, and Vladimir Ilichev, Deputy Minister of the Ministry for Economic Development of the Russian Federation, from Russia. Both sides reiterated the importance of continued cooperation in investment and trade to strengthen their economic partnership. Russia has been a longstanding and time-tested partner for India. The development of India-Russia relations has been a key pillar of India's foreign policy. Since the signing of the "Declaration on the India-Russia Strategic Partnership" in October 2000 (during the visit of President Putin), India-Russia ties have acquired a qualitatively new character with enhanced levels of cooperation in almost all areas, including political, security, defence, trade and economy, science & technology, culture, and people-to-people ties. UAE and Italy Forge Investment Ties in AI, Healthcare, and Minerals The UAE Ministry of Investment has signed three Memoranda of Understanding (MoUs) with Italy to strengthen investment cooperation in pharmaceuticals, minerals, data centers, and artificial intelligence (AI). These agreements aim to drive innovation, enhance technology integration, and facilitate knowledge transfer across key industries, reinforcing the long-standing economic ties between the two nations. The MoUs were signed by Mohamed Hassan Alsuwaidi, UAE Minister of Investment, and Adolfo Urso, Italian Minister of Enterprises and Made in Italy. They build on the UAE-Italy Economic, Industrial, Technological, and Financial Cooperation Agreement (1984) and the Investment Promotion and Protection Agreement (1995), further advancing bilateral relations. Mohamed Hassan Alsuwaidi highlighted the importance of these agreements in strengthening economic collaboration and fostering sustainable growth. He emphasized that these partnerships will accelerate progress in healthcare, energy transition, and digital transformation, supporting innovation-driven economic diversification. Adolfo Urso underscored the strategic significance of these MoUs in enhancing cooperation between Italy and the UAE, creating new opportunities in pharmaceuticals, mineral development, and AI-driven digital infrastructure. The MoU on pharmaceutical investments will focus on healthcare, biotechnology, and pharmaceuticals, with both nations collaborating on vaccine production, regulatory policy development, and R&D in critical medical areas such as oncology, cardiovascular diseases, and rare diseases. AI-driven research, automation in manufacturing, and strategic alliances with leading pharmaceutical companies will also be explored. In the minerals sector, a five-year MoU will promote sustainable mining, mineral exploration, processing, and recycling. The agreement encourages investment opportunities, workforce development, and responsible mineral sector governance, leveraging government support to connect businesses and expand economic partnerships. The digital infrastructure MoU focuses on advancing AI and data center investments, including the development of green data centers with a future capacity target of up to 2GW. The partnership will also explore 'Virtual Data Embassies' to ensure secure digital continuity and cross-border data resilience. Companies such as MGX, G42, Khazna, and ENI will play a crucial role in expanding AI capabilities, attracting global cloud service providers, and enhancing digital education through scholarships and expert exchange programs. Beyond Italy, the UAE is also strengthening global AI collaborations, including a recent AI-focused partnership with France. These strategic initiatives reflect the UAE's commitment to leading in AI innovation, digital transformation, and sustainable economic development. The UAE and Italy have seen growing trade relations, with non-oil trade surging over the past decade. Italian exports to the UAE reached $7.22 billion in 2023, increasing by 22% in early 2024. UAE exports to Italy totaled $1.57 billion, while more than 600 Italian companies currently operate in the UAE. These MoUs will further enhance economic growth, support technological advancements, and solidify UAE-Italy trade and investment relations for the future.
