SC gives Telangana speaker 3 months to decide on disqualification of MLAs who defected to Congress

The Supreme Court on Thursday directed the Telangana Assembly speaker to decide within three months on the disqualification of ten MLAs who defected from the Bharat Rashtra Samithi to the Congress in 2024, reported Live Law. The Bharat Rashtra Samithi had appealed to Speaker Gaddam Prasad Kumar to disqualify the 10 MLAs in March-April 2024. A bench of Chief Justice of India BR Gavai and Justice AG Masih noted that the speaker had not even issued a notice on the disqualification petitions for nearly seven months. The court pointed out that Kumar could not keep the petitions pending for the term of the Assembly, as the delay would benefit the defectors. The speaker is expected to act in an 'expeditious manner' in such matters, said the bench, adding that a delay in handling the petitions would defeat the purpose of the tenth schedule of the Constitution. The tenth schedule states that a member of the House shall be disqualified if, after getting elected, they give up the membership of their party or join another political party. The court also pointed out that the role of the speaker is not immune to judicial review, Live Law reported. If political defections are not curbed, it has the potential to disrupt democracy, Bar and Bench quoted the court as saying. The bench also set aside a Telangana High Court ruling that courts cannot impose a time limit on the speaker to decide on disqualifications. In September, a single judge of the High Court had ordered the speaker's office to fix a schedule within four weeks to hear disqualification petitions against the ten MLAs. However, this order was overturned in November by a division bench, which said the speaker should act within a 'reasonable time' without setting a specific deadline. The Bharat Rashtra Samithi, which is the main Opposition party in the Telangana Assembly, challenged the decision in the Supreme Court in January. Those who had defected to Congress after winning from a Bharat Rashtra Samithi ticket in the 2023 Telangana Assembly elections are: Danam Nagender, Kadiyam Srihari, Tellam Venkat Rao, Pocharam Srinivas Reddy, Kale Yadaiah, M Sanjay Kumar, Krishnamohan Reddy, Mahipal Reddy, Prakash Goud and Arekapudi Gandhi.

SC directs Telangana Speaker to decide on disqualification petitions against 10 MLAs within three months

The Supreme Court on Thursday (July 31, 2025), in a judgment, directed the Telangana Assembly Speaker to decide the disqualification petitions against 10 MLAs who shifted allegiance to the ruling Congress party in the State, as early as possible, and not exceed three months at any cost. The judgment was delivered by a Bench headed by Chief Justice of India B.R. Gavai. The court ordered the Speaker should draw adverse inference against any MLA who tries to delay the disqualification proceedings. The apex court urged the Parliament to review the disqualification proceedings under the Tenth Schedule of the Constitution, saying Assembly Speakers tend to delay the process due to latent political considerations and to protect the MLAs under question, posing a danger to the democratic framework. The disqualification petitions were filed the Bharat Rashtriya Samiti (BRS) before the Telangana Assembly Speaker in March-April 2024. Danam Nagender, Kadiyam Srihari, Tellam Venkat Rao, Pocharam Srinivas Reddy, Kale Yadaiah, M. Sanjay Kumar, Krishnamohan Reddy, Mahipal Reddy, Prakash Goud, and Arekapudi Gandhi, originally elected on BRS ticket switched to Congress. The BRS moved Supreme Court in January citing the lack of action from the Speaker and Legislature Secretary, noting that even preliminary notices were not issued to the defected MLAs.

Armed with caste report, Revanth Reddy govt plans BC quota, benefits for 14 Muslim groups

The Revanth Reddy-led Congress government in Telangana is considering a proposal to streamline the quota benefits for 14 Muslim groups, which include about 3 lakh Shia families, under the Backward Classes (BC) reservation regime based on their social, educational and economic backwardness. These 14 socially and economically backward Muslim groups had been given 4% reservation for government jobs and education under a separate category BC (E), which restricts quota benefits for them. Also, due to legal issues over allegations of religion-based quota and lack of awareness in the Muslim community, it has 'not been implemented properly', sources said. The Revanth Reddy government's social, economic, educational, employment and political caste (SEEPC) survey, whose report was made public in February this year, found that the Muslim community accounts for about 12.58% of Telangana's population, of which BC Muslims make up 10.08% and OC (Other Castes) Muslims about 2.5%. This is down from 12.69% Muslim population in the state as per the 2011 population Census. The expert committee which reviewed the caste survey report found that a number of Muslim women, especially in Old City of Hyderabad, did not wish to interact with the enumerators in the absence of their families' male members and did not share information about their households, occupation, livelihood, which might have led to about '1-2% under-reporting of the Muslim count', sources said. The survey report stated that the BCs — including the Muslim caste groups — form 56.33% of the state's population. Based on these findings, the Telangana Assembly passed two key legislation in March, increasing the BC reservation from 27% to 42% in government jobs, educational institutions and urban and rural local body polls. The Bills were then sent to Telangana Governor Jishnu Dev Varma for his assent, who has referred them to President Droupadi Murmu. The Telangana government's advisor on the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), minorities welfare, Mohammed Ali Shabbir, told The Indian Express that as per the caste survey report, of the state's nearly 12.58% Muslim population, 2.5% are above the poverty line and could be considered as 'well off'. 'The report states that 10.08% of Muslims in the state are socially and economically backward. Like many BC communities, these Muslim groups require support in employment, education, political representation at micro level, and financial assistance to improve their livelihood chances. Occupation-based castes are at maximum risk of poverty as per the report,'' Shabbir said. The report has drawn focus towards the 3 lakh Shia families who are not doing well socially and financially but are also excluded from any government schemes and benefits, he said. 'Purely going by castes, Saiyyeds, Mughals, Pathans, Arabs, Kojja Memons, Agha Khanis, Bohras – all of them are excluded from quotas. The BJP is unnecessarily creating an issue that reservation is being proposed based on religion. These Muslims castes are based on their occupation just like many BC castes, and they need government support based on their social, educational, and financial backwardness, not on the basis of their religion,' Shabbir said. 'Whenever quota for Muslims was proposed, every government or court asked where is your data? This survey has given that data. We know the numerical strength of each Muslim group, and their plight is very dire. Most Muslims living below the poverty line are vegetable and fruit sellers, scrap dealers, drivers, etc just like other BC groups. They need jobs, education, financial support, and political representation,'' he said, adding that the government is considering extending to the 14 Muslim groups similar benefits and schemes that it is planning for the BCs, SCs, and STs in the state.

Historic depot bustles again with 19 buses in service

Narketpally (Nalgonda): One of the oldest bus depots in Telangana established during the Nizam era is witnessing a resurgence after years of neglect and near closure. The Narketpally depot, which once bustled with dozens of buses serving rural Telangana, was shut under the pretext of financial losses. Locals and students were the worst hit as rural connectivity plummeted. During the 2023 Telangana Assembly elections, Nakrekal constituency Congress candidate Vemula Veeresham promised to revive the depot and bring back its past glory. Staying true to his word, now as the elected MLA, he collaborated with Transport Minister Ponnam Prabhakar and succeeded in adopting the Narketpally depot under a special initiative. So far, three new buses have been added to the fleet, bringing the total number of buses operating from the depot to 19. In the previous year alone, 15 buses generated a revenue of Rs 40 lakhs. New routes have been started from Narketpally to Hyderabad and Amanabole, and plans are underway to further expand services to Nakrekal, Chityal, and Ramannapet mandals. The depot holds historical and emotional significance for locals. It was the first to be established in the united Nalgonda district and served crucial routes such as Hyderabad-Vijayawada and Addanki. Over the years, however, previous administrations allegedly attempted to benefit from the land and assets of the depot, planning to lease it out and redirect its services elsewhere. These attempts were strongly opposed by the public and thwarted by leaders like then MP Komatireddy Venkat Reddy, who vowed to protect the depot from privatization. Locals are overjoyed by the revival. They believe that with better services to Yadagirigutta and Hyderabad, the depot can return to profitability. They are also urging for the reinstatement of Palle Velugu buses connecting the 29 panchayats in Narketpally mandal, enabling students, elderly citizens, and daily commuters to access nearby towns with ease. Citizens now look forward to full-scale development of the bus stand, and hope that the combined efforts of Veeresham and Ponnam will lead the Narketpally bus depot into a new era of service and significance.
