The establishment of the Head of State Scholarship was approved by the State Cabinet on January 30, 1982, to be awarded to students with the best results in the STPM examination.
On August 7, 1991, the Cabinet expanded the academic qualification criteria to include Foundation/Matriculation/A-Level students among both Bumiputera and non-Bumiputera applicants.
