Idled pulp and paper mill in northern Ont. fined $525K for EPA violations

(Township of Terrace Bay photo) AV Terrace Bay has been fined for two Environmental Protection Act violations related to discharges into the water and air that exceeded guidelines. The Terrace Bay mill, which has been idled since 2024, was fined for separate incidents in 2023. In the first case, the mill was required to ensure that the discharged effluent would have a mortality rate of no more than 50 per cent for test organisms. 'The mill generates industrial effluent that undergoes primary and secondary treatment prior to discharging to Lake Superior via Blackbird Creek,' the Ministry of Environment, Conservation and Parks said in a news release this week. Each month, the mill must test the effluent to ensure it doesn't kill more than 50 per cent of test organisms, in this case, rainbow trout. 'On May 1, 2023, 100 per cent of the rainbow trout died during an acute lethality test performed on a grab sample of the mill's final effluent,' the release said. AV Terrace Bay immediately reported the incident to the ministry, as it is required to do. The second violation is related to limits on sulphur emissions, which were violated four times on May 23. Sulphur concentrations in the air can't exceed 27 parts per billion in over a 10-minute average period more than two times in six months. 'AV Terrace Bay breached this prohibition on four occasions in May 2023,' the ministry said. Again, AV Terrace Bay reported the breaches immediately. For the two EPA violations, the company was fined a total of $525,000, plus a victim fine surcharge of $131,250, and given 12 months to pay. AV Terrace Bay Inc. owns and operates a pulp mill on Mill Road in the Township of Terrace Bay. The mill converts wood into pulp using a kraft pulping process. Due to financial constraints and market conditions, the mill has been in a warm idle state and has not been producing product or revenue since at least January 2024.

Terrace Bay launching new summer music series

A new event is bringing live music to Terrace Bay this summer. Sunset Sounds will take place July 12 and 26 at the Terrace Bay Beach, and on August 9 and 23 at Lighthouse Park. "We've been looking at having something for our community and adjacent communities for the past few years and trying to bring sort of like a music in the park type of thing event," said Michelle Malashewski, community development assistant with Terrace Bay. Malashewski said the goal is to create something similar to Thunder Bay's Live on the Waterfront series. "We would, of course, like to attract people to our community, we're always looking at ways," she said. "But it's also ways to keep our residents and locals in the area, something to do without ... travelling out of town." "It's just a way to just sit back and relax and enjoy music." The lineup for Sunset Sounds is: July 12 — Mitch Tones and Cole Myronuk at Terrace Bay Waterfront July 26 — Katherine Nemec and Pintail Bluegrass Band at Terrace Bay Waterfront August 9 — Sara Kae and Cassidy Houston at Lighthouse Park August 23 — The Gin Tonics at Lighthouse Park. All performances run from 6:30 to 9:30 p.m. "The live music from the small town performer kind of adds a little pop to the community vibes that you have going on," said Tones, who will be playing solo but is also part of Thunder Bay band Small Town Bad. "People in Canada, of course, are looking to maximize their time outdoors, and the sunny summer days, when we get them, so people are always looking for an excuse to get out, enjoy the sun, grab a cool drink, sit on a patio, go for a walk on the beach, see the scenery," he said. "You're walking around and seeing all this beautiful stuff, and there's just that touch of beautiful music in the air that helps make the day pop." Malashewski said depending on how the summer goes, there is a chance that Sunset Sounds could expand in the future. "We're hoping we can possibly maybe offer them more," she said. "We're looking possibly in the fall." If we could offer early fall, maybe we could do one every weekend," Malashewski said. "Maybe people would prefer like a Sunday afternoon." "We're just sort of trying a Saturday night to see how it works," she said. "But it's sort of nice if you're coming into Terrace Bay and the evening after dinner, go down and listen to some music."
