In an uncommon moment, Congress MP Rahul Gandhi on Wednesday shook hands with BJP MP Rajiv Pratap Rudy and congratulated him on winning the election for a key post in the Constitution Club of India. He was speaking to the reporters outside the Parliament when he spotted the BJP MP, and he approached and greeted him. The Wayanad MP shook hands with the BJP MP and said, 'An uncommon handshake between BJP. Congratulations, by the way." Rudy responded with a 'thanks". The handshake came on a day when chaos unfolded in the Lok Sabha, with Union Home Minister Amit Shah tabling three Bills. These include the Constitution (130th Amendment) Bill, The Jammu & Kashmir Reorganization (Amendment) Bill and The Government of Union Territories (Amendment) Bill. A five-time MP from Bihar, Rudy registered a victory in the Constitution Club election for the secretary (administration) post last week. Rudy defeated fellow BJP leader and former Union minister Sanjeev Balyan to secure the post. Rudy, a commercial pilot, is a suave and polished leader who is at home with social elites, mixing his urbane personality effortlessly with his background as a savvy parliamentarian who has got the better of the likes of Rabri Devi and her daughter Rohini Acharya in Lok Sabha elections from Saran. Rudy, who has been at the helm of the club for over two decades now, received 391 votes against Balyan's 291 votes. The club has 1200 members, of which 707 members cast their votes. These include the Constitution (130th Amendment) Bill, The Jammu & Kashmir Reorganization (Amendment) Bill and The Government of Union Territories (Amendment) Bill . The Bills propose that a sitting minister, chief minister, and or even the prime minister can be removed from their position within a month if they are arrested or detained for 30 days straight for an offence which carries a jail term for five years or more. The Bills will introduce a new legal framework which will apply to ministers and CMs in states and Union territories such as Jammu and Kashmir, and Union ministers and the PM at the Centre. The Bills were opposed by the Opposition, including AIMIM president Asaduddin Owaisi, following which sloganeering ensued, with the Lok Sabha Speaker adjourning proceedings till 3 pm.

The three Bills include The Constitution (One Hundred and Thirtieth Amendment Bill), 2025; The Government of Union Territories (Amendment) Bill, 2025; and The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025. The Lok Sabha was in a deadlock and got adjourned multiple times amid chaos and resistance from the Opposition, who threw torn copies of the Bill towards Amit Shah. Q What are your views on the Bills that seek the removal of the Prime Minister, Chief Ministers and Ministers if they are arrested and remain in custody for 30 days? A They want to introduce a real emergency in this country. This is basically the murder of democracy. On one side, we are discussing 'One Nation, One Election' and at the same time, they are talking about strengthening the federal system. These three Bills are clearly a murder of a federal system. If the Centre decides, they can put any Chief Minister or Minister in jail for 30 days. You will be removed from power even if there is no chargesheet, no conviction. This means the Prime Minister is getting indirect power to remove democratically elected Chief Ministers and ministers. This is one of the draconian Bills India has ever seen. Q What are your objections to The Constitution (130th Amendment) Bill 2025, The Government of Union Territories (Amendment) Bill 2025 and The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 that provides for removal of Prime Ministers and others? A The clear motive is to target Opposition-ruled states. They want to destabilise the opposition-ruled governments. This is going to be a dictatorship period. On one side, they are doing electoral malpractices through Special Intensive Revision (SIR) of electoral rolls across India. They are killing democracy through that. They are threatening democratically elected governments. Therefore we have to oppose it at any cost. Q The government argument is that a minister facing allegations of serious criminal offences and in custody 'may thwart or hinder the canons of Constitutional morality'. What is your take? A If a person is not convicted and allegations against him are yet to be proved in a court, will you call him a culprit? The Constitution does not allow that. If a person is convicted, there are provisions. Can you imagine that a BJP Chief Minister or a BJP minister will be arrested? This is only aimed at Opposition-ruled states and not for those ruled by the BJP. They are also sending a threatening message to allies also, including TDP's N Chandra Babu Naidu, the Andhra Pradesh Chief Minister, and JD(U)'s Nitish Kumar, the Bihar Chief Minister. This is a war on democracy.
