CHENNAI: To promote inclusivity, the Tamil Nadu govt will soon induct members of the transgender community into the state's home guard services. Officials from the Tamil Nadu transgender welfare board said selected members will undergo training in traffic management, crowd control, and assisting in emergencies such as floods, including rescue and relief operations. They will be provided uniforms on a par with other home guard personnel, officials said, adding that the first batch will join within a month. However, members of the community stressed the need for sustained support beyond symbolic gestures. A transgender priest from Old Washermenpet, known as Ravi 'Amma', said the previous efforts lacked continuity. "Sensitisation within govt departments is essential to ensure we are treated with dignity. Social support must also be strengthened," she said. She recalled how Greater Chennai Corporation had appointed ten transgender individuals as clean ambassadors under the National Urban Livelihoods Mission (NULM), but most eventually quit due to poor acceptance within the departments. In a broader push for trans rights and welfare, the govt on Sunday also announced a revamp of the state's transgender welfare board, which will now include 28 members — among them transgender women, a trans man, an intersex person, and a woman. The board oversees pensions, business subsidies, education aid, ID cards, and skill training for the community. The monthly pension for destitute transgender persons above 40 years has been increased from 1,000 to 1,500, with 3 crore allocated for 1,760 beneficiaries in the 2025–26 financial year. During the second wave of Covid-19, more than 17,000 transgender persons without family cards received financial aid totaling 3.4 crore. More than 10,000 individuals have used the state's "Thirunangai" app to access ID services. Additionally, more than 800 people have availed self-employment subsidies of up to 50,000 each. Education aid and a 1 lakh annual award also continue to support empowerment and public recognition.

CHENNAI: The state on Sunday said numerous welfare schemes being implemented for four years have helped in transforming the lives of trans persons in a big way. A release said the government led by Chief Minister MK Stalin has been extending various assistance to the trans persons through the trans persons welfare board. Monthly pension of Rs 1,500 is being given to destitute trans persons over 40 years of age who are unable to earn. The number of beneficiaries under this scheme is going up every year, and allocation from the government also rising. The government created a mobile application 'Thirunangai' in 2021 for all trans persons to register their details. Through this, registration of details was simplified for obtaining identity cards, and as a result, 10,153 trans persons have received identity cards. A special award for trans persons which carries Rs 1 lakh and a certificate is being given every year on April 15, the Trans persons Day, to a person who has advanced in various fields through their own efforts and talents, provided outstanding service for the welfare of trans persons. Through the self-employment subsidy scheme, 811 trans persons have benefitted since 2021.

Several special schemes are being implemented for the development of transgender people, which include issuing house site pattas, subsidies to start business, and pension for over 1,700 destitute transgender persons, the Tamil Nadu government said on Sunday. Chief Minister M K Stalin's scheme to provide subsidies for transgender people to start businesses is aimed at economically uplifting and providing them with recognition in society, they added. Through this scheme, a subsidy of up to Rs 50,000 is being provided according to the needs of the business they start. "Under this scheme, Rs 1 crore has been allocated every year since 2021, and so far, 811 transgender people have benefited from the self-employment subsidy," the government said. Through the Transgender Welfare Board, house site pattas were being provided to beneficiaries, and subsidies were also being extended to start businesses. Previously, a monthly pension of Rs 1,000 was provided to destitute transgender people over 40 years of age, who were unable to earn any income. For the 2024-25 financial year, Rs 2.70 crore was allocated for providing pension to 1,599 transgender people. For the financial year 2025-26, Rs 3 crore has been allocated, and it will benefit 1,760 transgender people. In order to ensure the transgender people's welfare and improve their quality of life, former Chief Minister M Karunanidhi established a welfare board on April 15, 2008 and launched welfare measures. Chief Minister M K Stalin reconstituted the Transgender Welfare Board this year with 15 official members and 13 non-official members (10 transgender women, 1 transgender man, 1 intersex person, and 1 woman member). A mobile application "Thirunangai" was launched in 2021 and the registration process was simplified for getting identity cards, and as a result, 10,153 transgender people have received identity cards. Special Award for Transgender People, which carries a cheque for Rs 1lakh and a certificate (given every year on April 15th, observed as Transgender Day) for outstanding service for the welfare of transgender people forms part of other initiatives for the development of the transgenders. The chief minister ordered that from 2024-2025, all expenses, including tuition and hostel fees, for transgender persons who wish to pursue higher education will be provided through the welfare board. For this scheme, a fund of Rs 2 crore was allocated for the year 2024-25. Under this scheme, the tuition fees for 4 transgender persons have been paid through the Transgender Welfare Board, the government underscored. "The transgender people greatly benefited from various schemes of the Dravidian model government, including starting self-employment with subsidies," the release said.
