Tiruchi Corporation speeds up construction of urban health centres

In an effort to improve public access to healthcare services, Tiruchi Corporation has expedited the construction of new urban primary health centres (UPHCs) and urban health sub-centres (HSCs) across the city, The move comes in response to increasing public patronage of UPHCs in recent years, particularly during the COVID-19 pandemic, which exposed the urgent need to expand public health infrastructure. Officials said the new centres were expected to ease pressure on existing facilities and offer hassle-free access to essential medical services, particularly for economically weaker sections. Under the National Urban Health Mission (NUHM), the scheme envisions establishing one UPHC for every 50,000 people. With a population of 12 lakh, Tiruchi requires 24 UPHCs to ensure adequate healthcare coverage. At present, the city has 18 UPHCs and 36 health and wellness centres. Several new UPHCs are under construction, while existing centres are being renovated and expanded. A new facility is being built at Panjapur with provision for inpatient facility, consultation rooms, and labs. The centre is aimed at covering low-income groups in the locality. Similarly, new facilities are being constructed at Lakshmi Nagar in Srirangam, Kongu Nagar in Ariyamangalam and Pappakurichi in Kattur at ₹1.20 crore each. New UPHCs are being established at Erikarai Main Road in Subramaniyapuram and Beerangikulam at a cost of ₹1.50 crore each. Construction of additional buildings for the UPHCs is underway in Pappakurichi, Teppakulam, and Beemanagar areas, with an outlay of ₹60 lakh each. Similarly, urban health sub-centres are being established at Thiruvanaikovil, Ariyamangalam, and Khajamalai at a cost of ₹30 lakh each. Meanwhile, urban health sub-centres at K.K. Nagar, Pandamangalam, Rail Nagar, Melur, JJ Nagar, Malai Kovil and Edamalaipattipudur, which were built at a cost of ₹30 lakh each, and additional buildings for the Thennur UPHC are ready for inauguration. 'The construction work is progressing at a brisk pace, and work at several sub-health centres is at finishing stages and is expected to be completed within two months,' said M. Vijay Chandran, City Health Officer. The new centres are being set up in the city under the National Urban Health Mission with financial assistance from the Central and State governments.

Tiruchi ranks 49th among 95 ‘big cities' in Swachh Survekshan survey

Tiruchi Corporation has achieved the 49th rank in the national-level cleanliness survey, Swachh Survekshan 2024-25, out of 95 cities with a population between 3 lakh and 10 lakh. According to the data released by the Ministry of Housing and Urban Affairs, of the 12,500 marks, Tiruchi secured 8,239 marks in the 'big cities' category (cities with population between 3 to 10 lakh), achieving 49th position, out of 95 cities across the country. Tiruchi has topped the State in this category and placed ninth in the overall State rankings. Tiruchi scored well in parameters such as waste management and processing, cleanliness of markets, waterbodies and residential areas, and remediation of dumpsites. However, the city has to improve in door-to-door waste collection, waste segregation, and cleanliness of public toilets. Compared to the previous years, Tiruchi managed to perform well and move forward in the ranking. In the 2023-24 survey, the city bagged the 112th position out of 446 major cities across the country. The Ministry has certified Tiruchi Corporation as an ODF++ (open defecation free ++) achiever, as the key parameters such as all public toilets either linked to a sewage network or septic tanks, periodical desludging of septic tanks, and better maintenance of the public toilets were fulfilled. 'We will continue to improve the maintenance of public toilets and address waste segregation and processing effectively,' a senior official said.

Tiruchi Corporation to take up 21 projects under Namakku Naame scheme

Tiruchi Corporation is set to undertake 21 projects under the Namakku Naame scheme to develop infrastructure in residential areas of the city. Aimed at encouraging people's participation in the creation of public assets, the scheme focuses on basic amenities. The projects, taken up across different wards in the city, fall under various categories, including road improvement, installation of drinking water pipes, sewage connections, storm-water drains, and construction of civic amenities. Of the 21 projects approved by the Corporation, six are in road development, cement roads, tar roads, paver blocks, medians, and so on, two in installation of drinking water tanks and pipelines, three in sewage connections and storm-water drains, three in beautification work, installation of water fountains and fencing of park area, four in installation of surveillance of security cameras, and construction of toilets at a Corporation school. Among them are procuring medical equipment for a health centre at Irudayapuram in Ward 32 at ₹15 lakh and the construction of a badminton and sports club at K.K. Nagar at ₹45 lakh. These projects were estimated to cost ₹2.24 crore, and a total of ₹1.48 crore had been sanctioned for implementing Namakku Naame Thittam while ₹75.71 lakh had been collected from the public. 'The projects are under the tendering process and once the tender is awarded, the work will be initiated,' said a senior Corporation official. Following residents' requests to their ward councillors, junior engineers of the ward are to be entrusted to prepare a cost estimate for projects under the scheme. After approval, the civic body bears a maximum of about 67% of the cost while the public contributes at least 33%. Besides residents' welfare associations, private companies and banks contribute to the projects under their corporate social responsibility programme. Similarly, in 2023-24, about 14 projects in basic amenities and beautification such as roads, drinking water network, drains, and public park maintenance, were taken up by the Corporation.

A Detailed Project Report (DPR) for converting the Panjapur lake, located along the Tiruchi-Madurai National Highway, into a recreational spot, is underway and is expected to be finalised within this month. Sprawling over 43 hectares, the Panjapur lake is one of the major water bodies that attracts winged visitors. Since the lake is located near the newly opened Integrated Bus Terminus, the Tiruchi Corporation has proposed rejuvenating the water body and creating recreational amenities for the residents. The plan was mooted in 2023 after environmentalists in the city urged the district administration to renovate the water bodies that were in total neglect. A consultant has been appointed, and a sum of ₹23 lakh was sanctioned to prepare a feasibility report. Project estimation and fund requirements are yet to be finalised, a senior official said. According to official sources, the restoration work includes clearing the inlet and outlet channels to ensure a seamless water flow into the lake, desilting to restore original capacity, strengthening bunds on all sides and removing encroachments and water hyacinths. Apart from restoration, the available space around the water body would be utilised to create recreational amenities such as walkways, seating space, children's play area, decorative lights, and planting of trees along its length to create an eco-friendly environment. It is said that redeveloping the water body will aid in recharging the groundwater table. The Corporation has also planned to rejuvenate Kothamangalam big and small tanks, located in city limits, and Pirattiyur tank, situated close to the Tiruchi-Dindigul National Highway, Punganur, Malaipatti, and Kallikudi tanks located in the peripheral areas to augment the drinking water supply to meet the future requirements.

The foul smell caused by compacted and fresh waste at Tiruchi Corporation's sprawling dump yard in the suburb of Ariyamangalam continues to linger in the residential and commercial areas here, despite the bio-mining project to process the piles of garbage. The dump yard, spread over 47 acres, is estimated to receive approximately 470 tonnes of garbage daily, in addition to several lakh cubic metres of accumulated (legacy) waste. Residents say while the bio-mining of waste has reduced some of the bigger mounds of garbage, and led to a reduction in the number of fire accidents at the yard, the dour of rotting waste hangs in the air. 'The smell of the compacted waste is strongest during the rainy season. Long-term residents have become accustomed to it, but the emissions can cause respiratory ailments. On the days when the waste is burning, the air is filled with particulate matter,' said Rajasekhar, who has been running a television repair shop near the yard for the past 25 years. Several residents said that many families had vacated the suburb due to health concerns. Social activists pointed out that the dump yard had affected the quality of life in suburban neighbourhoods. 'The area is home to several educational institutions, and is an important link to other cities in the delta region. Having a huge dump yard here is a fire and safety hazard because of the methane emitted by the legacy waste. The Corporation should diversify its management of solid waste to facilities in other locations,' said R. Raja, district secretary, Centre of Indian Trade Unions. Disposal strategies In May, the Corporation invited tenders to undertake the third phase of the bio-mining project to segregate and process accumulated solid waste at the dump yard. The project was to be implemented at a cost ₹40.85 crore sanctioned under Swachh Bharat Mission-Urban 2.0. A senior Corporation official said told The Hindu that several steps were taken to monitor the dump yard's waste accumulation and ensure its safe disposal. 'We are getting started on the fourth phase of bio-mining. Tiruchi generates 430 to 470 tonnes of trash a day, in addition to green waste and silt. The segregation of at least 200 tonnes is done at the primary level, through 39 micro-compost centres. Besides Material Recovery Facilities (MRFs), we have proposed a bio-compressed natural gas (CNG) plant to process approximately 100 tonnes of fruit and vegetable waste. Approximately 20 to 30 tonnes of fresh meat and poultry waste is being recycled as fodder pellets at the yard,' he said. A plan to shred and process garden waste at source is being considered. 'At present, the Corporation is sending 10 to 15 tonnes of plastic waste to cement factories. Once the bio-mining is over, we are looking to increase the green cover in the area. The public should help by separating domestic trash, and opt for recycling. Waste [disposal] is everybody's responsibility, and its management needs public cooperation as well,' said the official.
