Fairground crews move indoors to complete renovations
With an agenda bearing a few quick project updates, a donation and budget approvals, the Board of Stephens County Commissioners delved into a relatively short business meeting and checked items off their list Tuesday morning. Chairman Todd Churchman and Commissioner Russell Morgan heard a quick update from Butch Lawson, construction manager at-risk with Hope Equipment and Construction, for the American Rescue Plan Act projects for the Stephens County Fairgrounds and Stephens County Courthouse. Lawson said both the fairground upgrades and construction crews are making progress on the renovation projects. He said the masons should be completed by the end of the week, as well as the metal stud framers. He said HVAC crews continue to work this week and electricians are preparing to get started. Lawson said the brick wall changed the whole look of the west side of the building. 'That little brick wall sure changed the whole looks of that side that west side of building,' Lawson said. 'Looks really good.' For the courthouse, Lawson said the demolition is complete in the courtroom. He said the framing crew looks to begin soon. Lawson said the final color selections were selected for the courthouse. In another segment, the county board approved a request to the Stephens County Excise Board for temporary appropriations. The request would pay current expenses for operating the county until the Stephens County general fund budget received final approval for fiscal year 2025-26. Chairman Todd Churchman said they approve this request every year. He said this request pre-funds a certain percentage before the final budget is approved. 'That way we don't have any interruptions,' he said. Stephens County Clerk Jenny Moore said most of the items are 50% approved. 'The travel accounts I left at full just because that funds training and travel and payroll travel,' she said. 'Most everything else is at 50%.' In the fairground report, Morgan said the fairground crews are doing a lot of work on the inside of the building out of the weather. 'It's coming along pretty good,' Morgan said. In other news, the board approved: • A utility relocation agreement in District #1. • To accept a donation of books from Pat Jennings for Stephens County Jail. • A surplus and disposal resolution for equipment items for District 1. • Two fairground agreements: One for the Devereaux Claim-A-Bull event in the Stephens County Arena June 14 and one for the Smith Family reunion in the Heritage Room Sept. 13. The Stephens County Commissioners will convene for the next weekly meeting at 9:30 a.m. Monday, June 2 at their office, located inside the Stephens County Courthouse.

Stephens County Courthouse to temporarily close today for waterline repairs
The Stephens County Courthouse will close, with limited access to courtrooms, during waterline line repairs today. Chairman Todd Churchman said the City of Duncan will make waterline repairs April 8 and the courthouse will not have access to water for a minimum of four hours. Because of the repairs, the county board approved to close the Stephens County Courthouse, Sheriff's Office and Election Board Tuesday with limited access to the courts. Churchman said two of the courtrooms will remain open for necessary business. He said security will be in attendance for upstairs access. 'The rest of the courthouse will be closed,' he said. Stephens County Maintenance Director Steve Kaiser said crews will work on the jail to remain operational. In the next order of business during the Monday meeting, Construction Manager At-Risk Butch Lawson gave a brief update for American Rescue Plan Act projects. He said electricians will continue to work on the generator for the Stephens County Courthouse Annex. He said there's a scheduled power outage for 7 a.m. Friday to disconnect power and run it through the power transfer. Lawson said they will wait for a larger regulator for the meter to hook up the gas. The Stephens County Sheriff's Office and Election Board will close Friday, April 11 for work on the generator. For the fairgrounds, Lawson said concrete crews began onsite and crews started installation for the roof on the banquet hall section. He said over the next few weeks crews will begin interior framing. The board then opened up a request to serve as a hosting entity for the Fire Management Assistance Grant for the Wildhorse Fire that happened March 14 near Velma. Commissioner Russell Morgan asked if all fire departments put in something. Emergency Manager Gary Curtis said all departments received notification. The board approved to authorize Curtis to submit the required documentation for eligible reimbursement. Finally, the board went into executive session for around 30 minutes to discuss the emergency manager's position. After reconvening into open session, the board took no action. In other news, the board approved: • The disposition of an unclaimed decedent. • To acknowledge a letter of resignation from fair board member, Eric Martin, and to affirm the appointment of Justin Parks to represent District #3 with a term set to end January 2028. Parks will replace Martin's position on the fair board. The Stephens County Commissioners will convene again at 9:30 a.m. Monday, April 14 at the Stephens County Courthouse.

Burn ban lapses in Stephens County
Stephens County Commissioners allowed the burn ban for the county to lapse this week. Chairman Todd Churchman, said after the amount of rain this past week and more rain in the forecast, recommended to not renew the resolution. The burn ban went into effect two weeks ago in the face of wildfires in the area and across Oklahoma. To let the ban lapse, the board took no action. Bids for the Corum Volunteer Fire Department's new building then took the remaining focus Monday with County Commissioners after the board tabled 10 bids March 17. Construction Manager At-Risk Butch Lawson said he received two quotes back for bid package two for the pre-engineered metal building, supply only. He said he received two active quotes and three other attempts where he received no response. Lawson said he's good with accepting low bids for package one, three, five, six, seven, eight and nine. He said he would recommend to reject package four. The board approved low bids for: concrete and site work from Wade Concrete Construction for $58,364; pre-engineered metal building erection from Ellco for $17,800; overhead doors from Duncan Door for $12,400; electrical services from M&M Electric for $14,500; plumbing from Farmers Plumbing for $28,650; HVAC from Davis Air Conditioning and Heating for $4,283 and spray applied insulation from Edwards Enterprises Rental for $11,500. The board also approved a low quote from Alliance Steel for $49,470 and rejected bid package four for general construction with a 3-0 vote. The painting package didn't bring any bids. In another segment, Commissioners heard from Lawson on a brief update for the work with the Stephens County Fairgrounds and Stephens County Courthouse Annex as part of the American Rescue Plan Act projects. Lawson said the sheet iron is on top of the arena building and crews will prepare to begin trim soon. He said construction crews have the majority of the wall sheets up on the conference center. 'Moving right along,' he said. 'All of the materials are on-site.' Lawson said the drywall crew will get started next on the project. For the Courthouse Annex, Lawson said he talked with electricians and crews look to begin work Tuesday to get the generator up and running. He said the generator sits in place along with the transfer switch. Additionally, the board took no action on setting a retirement date for Emergency Manager Gary Curtis. In other news, the board approved: • A permit from Oklahoma Corporation Commission in regards to a road location at Anderson between Lawler and Duncan Lake Road in District #1. • Accepting a donation for 3,340 tons of oil-based drill cuttings from Back Yard Environmental for District #1. • Three cooperative agreements for District #1, District #2 and District #3. • Three fairground rental agreements for: the Cord McCoy PRCA Rodeo in the Stephens County Arena May 2-3; the GOP Fish Fry in the Winchester Room, the Heritage Room and the Stephens County Arena May 17; and a family reunion in the Harvest Room May 25. The Stephens County Commissioners will convene again at 9:30 a.m. Monday, April 7 at the Stephens County Courthouse.
