Govt set to appoint new member for Nepra tribunal
ISLAMABAD: The government is set to appoint a new Member (Finance) to the Nepra Appellate Tribunal after the most recent nominee recommended by the Sindh government declined to take up the position, well-informed sources told Business Recorder. The National Electric Power Regulatory Authority (Nepra) Appellate Tribunal, based in Islamabad, was established under Section 12-A of the Regulation of Generation, Transmission and Distribution of Electric Power (Amendment) Act, 2018 (commonly known as the Nepra Act). The Tribunal has jurisdiction across the entire country. According to the Nepra Act, the Tribunal comprises a Chairman and two Members—one for Finance and one for Electricity. Sections 12-A and 12-B of the Act outline the qualifications, eligibility criteria, and tenure for both Members, specifically, Section 12-A of the Act states that the Member (Finance) must meet the following criteria: Classification of cold storage facilities: Nepra faces legal challenges following decision of appellate forum 'A Member (Finance) shall be a qualified chartered accountant, a qualified cost and management accountant, or a qualified chartered financial analyst...' The Member (Finance) is to be appointed for a term of three years, with terms and conditions as prescribed by the relevant rules. Furthermore, the Act stipulates that no person who has attained the age of 60 years shall be appointed as Member (Finance).' No person shall be appointed as member of the Appellate Tribunal unless he-(i) has at least a masters or professional degree or qualification from an accredited university; (ii) at least fifteen years of professional work experience; (iii) no past record of criminal conviction, other than for minor offences; and 155 (iv) has no past record of any specific activities or conduct that could reasonably call into question his ability to discharge his duties as a member of the Appellate Tribunal with honesty, integrity, reliability, competence and objectivity.' Earlier the nomination by the Government of Sindh was considered and approved by the Cabinet Division. However, the nominated member subsequently refused to join as Member (Finance), Nepra Appellate Tribunal, Islamabad. Government of Sindh has once again been requested to send suitable nominations afresh for appointment of Member (Finance) in the Tribunal as per relevant Act. In light of the above-stated qualification/ selection criteria, a panel of three candidates along with their Bio-Data and Service Record, fulfilling the required criteria is to be sent to the relevant Division for consideration for appointment as Member (Finance) in the said Tribunal having its Headquarters in Islamabad, exercising its jurisdiction in whole of the country. Ministry of Law and Justice has requested Power Division to expedite and send the needful nomination to it, enabling the Ministry to make appointment of Member (Finance), in NEPRA Appellate Tribunal, Islamabad. Mogwai and English Teacher play Radio 6 Festival
Another two excellent acts took to the stage on Friday night bringing a unique collaboration - and surprise guest. It was the second night that the BBC Radio 6 Festival was held in Victoria Warehouse following Ezra Collective and Fat Dog on Thursday (March 27). The show was opened by a set from BBC Radio 6 DJ Tom Ravenscroft. Art-punk band English Teacher, fronted by East Lancs singer Lily Fontaine, from Colne, hot off the heels of winning the Mercury Prize for their debut album, This Could Be Texas, played next. A highly anticipated show, the band started with the album's title track before playing the single "The World's Biggest Paving Slab". English Teacher frontwoman Lily Fontaine (Image: BBC Radio 6 Music / Shirlaine Forrest) English Teacher was joined on stage by special guest Richard Hawley for a rendition of "Transmission" by Joy Division. Lily Fontaine said: "The only thing more nerve-wracking than playing Joy Division in Manchester, is playing Joy Division in Manchester next to Richard Hawley." Then replying to someone in the audience, the frontwoman said: "That's a good point, it is Salford. "I'm sorry." Following this interaction the frontwoman said "let's play a hit" before the band broke into "R&B". English Teacher were joined by special guest Richard Hawley (Image: BBC Radio 6 Music / Shirlaine Forrest) The song sounded even better than the studio version with the band bringing so much more energy into their performance. Headliners Mogwai prepped the stage with brass instruments for the KNDS Fairey Acid Brass to play. The band started strong with two instrumental tracks, accentuated by an impressive light show. The Scottish post-rock band created an incredible atmosphere throughout the gig with synthesiser-thick soundscapes that built into a massive wall of sound. The brass band joined them for a unique collaboration on songs "Ether", "Burn Girl Prom Queen" and "2 Rights Make 1 Wrong". He said: "Hawley gave me his number when we supported him, and then whilst English Teacher were in Tokyo, I texted him to ask him to appear for our show, and then he called me whilst I was in bed, and he was in bed with his dogs. "Then we chatted for about an hour!" Richard said: "Well, not to get too serious but they're from Leeds, I'm from Sheffield and we've played a Manchester classic. "Some people might say sacrilege, but I think it's respectful and honourable."

Strathpeffer protest against route of upgraded powerline
A protest has been held against the planned route of an upgraded electricity power line in the 30 people held a demonstration during a consultation event in Strathpeffer by energy firm SSEN Transmission on Transmission said the upgrade was needed for connecting power generated by renewable schemes in the north of Scotland with consumers across the campaign group Strathpeffer and Contin Better Cable Route claimed the firm had not listened to its concerns. SSEN Transmission plans to upgrade an overhead line near Spittal in Caithness to near Beauly, about 12 miles (19km) west of total length of the line is about 106 miles (170km) and it would be carried by steel towers of an average height of about 57m (187ft). The campaign's Dan Bailey said the proposed route would take the line through woodland at Contin and near the historic village of said: "We have been trying to engage constructively with this company as a community for the last two years to come up with a solution to routing in an area that would be acceptable to more people."It seems that has fallen on deaf ears."They could hardly have chosen a worse route." An SSEN Transmission spokesperson said the upgrade would help to deliver clean power and improve energy security.A spokesperson said: "These projects will also alleviate grid constraints and be the catalyst for economic growth across the north of Scotland, adding billions of value to the economy and supporting tens of thousands of jobs."The need for these projects has been independently assessed and recommended by the National Energy System Operator, have been approved by the independent energy regulator, Ofgem, and fully endorsed by the UK government as part of its Clean Power Action Plan."
