Varanasi DC directs officials to expedite works of multi-modal terminal, freight village projects

Varanasi: Division Commissioner S Rajalingam on Monday issued strict directives for the timely completion of the ambitious multi-modal terminal and freight village projects. While inspecting the multi-modal terminal site at Ramnagar, the commissioner reviewed the proposed sewage treatment plant (STP). A joint team of the irrigation department, UP Jal Nigam, Namami Gange, and the Inland Waterways Authority of India is conducting a survey for the STP and multimedia modal jetty. The commissioner provided guidelines for the STP and inspected the vessels including MV Bengal Ganga, SL Jahnavi, the hydrogen ship (H-2 boat), and the municipal corporation boat anchored there. After taking stock of the land acquired for the freight village and multi-modal purposes to be developed by the NHLML company into a state-of-the-art Multi-Modal Logistics Park (MMLP) spanning 100 acres on the Varanasi and Chandauli border, the commissioner sought details of the work. The officials informed him that NH-7 and NH-2, located 650 meters from the project site, will be connected by road. Additionally, a 5.1 km railway line will be laid from Jeevanathpur Junction to the village, linking the New Delhi-Howrah rail freight corridor and the freight village. This will establish a freight corridor from northeast India to south India. The freight village will also be connected to the Ralhupur Multi-Modal Terminal, facilitating seamless cargo transportation to Haldia via National Waterway-1. In the future, this project will provide significant investment and employment opportunities. IWAI's Varanasi in-charge RP Pandey, along with other officials and staff, were present during the inspection. Earlier, the commissioner reviewed the progress in the ongoing development projects in Chandauli district. He asked for the prompt disposal of old revenue disputes. In view of the heatwave, he said the administration should take all precautionary measures. He directed the officials to work collectively and with team spirit and said that providing better services to the public should be their prime responsibility.

Noida: In a move to address long-standing sewage issues , Noida Authority has taken over a deep sewer line project initially started by UP Jal Nigam in 2002. The project has remained incomplete for 23 years, causing sewage overflow and raising environmental concerns. The sewer line, which runs along both sides of the expressway from chainages 10.30 km (Sector 142/168) to 20 km (Sector 148/149), was left damaged and unused, causing sewage to collect in the green areas nearby. Now, the Authority plans to complete the work within a year at Rs 40 crore, significantly lower than Jal Nigam's estimate of Rs 64 crore. The original project, sanctioned through an MoU signed on Sept 23, 2002, involved an investment of Rs 98 crore, which was later revised to Rs 140.5 crore after approvals. The project's scope included the construction of eight intermediate pumping stations (IPS), two master sewer pumping stations (MSPS), and nearly 40 kilometres of deep sewer lines and rising mains on both the left and right sides of the expressway. By Sept 2014, a total of Rs 140 crore had already been paid to the Jal Nigam, leaving just Rs 50 lakh outstanding. Despite the substantial funding, key components of the project, especially beyond Advant Tower (Sector 142), remained incomplete. Crucial facilities such as IPS 1, 2, 5, and 6 and the corresponding deep sewer lines were neither tested nor handed over to the Noida Authority. Additionally, subsequent development activities, including metro construction, underpass development, and DFCCIL corridor installations, caused extensive damage to the previously laid infrastructure, rendering it unusable. Given that there was negligible habitation in the area at the time of initial construction in 2003-04, the infrastructure has since become obsolete. To tackle the need for operational sewerage infrastructure and growing environmental concerns, a high-level meeting was convened under the chairmanship of the additional CEO of the Noida Authority. Subsequently, in May 2023, UP Jal Nigam submitted a fresh demand of Rs 64 crore along with a request for an additional one and a half years to complete the remaining work. Subsequently, the Noida Authority board in March this year decided to cancel the original MoU and proceed with the completion of the remaining sewer line and treatment mechanisms, at a cost of Rs 40 crore. "The move is expected to bring long-awaited relief to residents. Once built, this sewer line will carry the sewer of at least 50 sectors, including residential, industrial, and villages. These include 140x, 150x, and 160x sectors," said officials.

Ghaziabad: A project for tapping of seven untapped drains flowing into and polluting river Hindon in Ghaziabad is being revised and would now require funds from the Centre's Namami Gange Programme. Officials of UP Jal Nigam, agency preparing a revised detailed project report (DPR), said that the initial DPR was of about ₹422 crore while the project as per revised DPR estimates may involve a cost of about ₹650 crore. Overall, there are nine untapped drains flowing intor Hindon under the municipal corporation area namely -- the Karhera drain, Arthala drain, Kaila Bhatta drain, Nandgram drain, Hindon Vihar drain, city forest drain, Sarvodaya (Pratap Vihar) drain, Rahul Vihar drain, and Dasna drain. Together, these drains have an untreated discharge of about 149.97MLD (million litres per day) which goes to river Hindon and adding to pollution. Officials said that a project under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 scheme is already in place for tapping of two drains – Arthala and Karhera – along with construction of 68MLD capacity sewage treatment plant at Karhera in Sahibabad. The two drains have a discharge of about 10.13MLD. The project has a completion timeline of June, 2026. Officials said that about 45% of work is complete, and the project covers 10 of the corporation's residential wards. This project will lay down 145km of sewer network and will cover 67,669 households which did not have provision of sewers. The project was sanctioned in December, 2023. 'For the rest seven drains, a revised DPR for interception and diversion of drains, is being prepared, and it is likely to get complete soon. The revised DPR, being prepared by UP Jal Nigam, will be sent for approval and would require funds from the Namami Gange programme. The previous DPR which was put up for funds under AMRUT 2.0 could not go through due to issues,' said chief development officer Abhinav Gopal. UP Jal Nigam officials said that the revised DPR for seven untapped drains also include construction of three STPs, with each having an estimated capacity of 50-60MLD. These STPs are proposed at Dundahera, at city forest, and Siddharth Vihar. 'We are expecting that the revised DPR will be completed in next 15-20 days. Once the funds are approved and work awarded, the project will require about one-and-half to two years to get complete. The revised DPR will also have cost escalation. The project is being prepared to prevent pollution to river Hindon and under directions given by the National Green Tribunal,' said UP Jal Nigam's executive engineer (urban division) Arun Pratap Singh. Officials said that the initial DPR for tapping of seven drains was prepared and funds were sought from AMRUT 2.0 scheme. Since, the scheme requires a number of households to be benefitted, it could not go through, and a revised DPR is being prepared so that funds can be procured from the Namami Gange programme instead, officials said. The initial DPR was for five years of maintenance while the revised DPR will have a maintenance for 15 years, hence an escalated cost, they added. 'The untapped drains have been flowing in river Hindon for years now and taking a heavy toll in terms of pollution. The ongoing projects will require several years to become fully operational. Apart from this, there is urgent need to devise a comprehensive plan for reviving the natural flow of the river,' said Sushil Raghav, a city-based environmentalist.

Kanpur: The Kanpur Municipal Corporation (KMC) on Thursday sanctioned a sum of Rs 92.24 lakh to UP Jal Nigam (Rural) to resolve the issue persistent sewage water logging near Amba Nursing Home in Civil Lines area. The problem reportedly originated nearly four years ago when I&D project of nullahs under the Namami Gange Mission was implemented. Since then, sewer chambers have consistently overflowed in the area resulting in frequent water logging in Civil Lines as well as on VIP Road. Mayor Pramila Pandey told reporters that a team of Jalkal engineers visited the site to examine the situation. It was observed that a 1,600 mm diameter rising line had been divided into two lines of 800 mm diameter each, and later recombined into a 1,600 mm diameter rising line leading to reduced flow in the system. The UP Jal Nigam (Rural) work agency stated that the original 1,600 mm diameter line was laid under JNNURM and that the Muir Mill nullah was not crossed near Amba Nursing Home. In 2019, during Ardh Kumbh, the line was connected to two pipelines of 800 mm and one of 450 mm diameter. These three pipelines are insufficient to handle the pressure of the sewer flow during peak hours, resulting in overflow in the Civil Lines area. The engineers concluded that the only viable solution was to lay a 1,600 mm diameter RCC pipeline, estimated to cost around Rs 92.24 lakh. Based on this assessment and after discussions with officials, it was decided to allocate the sanctioned amount to the UP Jal Nigam (Rural). As the chairman of the Committee of the 15th Commission, Mayor Pramila Pandey sanctioned the funds and instructed UP Jal Nigam (Rural) to commence the work without delay.
