Ghaziabad: A project for tapping of seven untapped drains flowing into and polluting river Hindon in Ghaziabad is being revised and would now require funds from the Centre's Namami Gange Programme.
Officials of UP Jal Nigam, agency preparing a revised detailed project report (DPR), said that the initial DPR was of about ₹422 crore while the project as per revised DPR estimates may involve a cost of about ₹650 crore.
Overall, there are nine untapped drains flowing intor Hindon under the municipal corporation area namely -- the Karhera drain, Arthala drain, Kaila Bhatta drain, Nandgram drain, Hindon Vihar drain, city forest drain, Sarvodaya (Pratap Vihar) drain, Rahul Vihar drain, and Dasna drain.
Together, these drains have an untreated discharge of about 149.97MLD (million litres per day) which goes to river Hindon and adding to pollution.
Officials said that a project under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 scheme is already in place for tapping of two drains – Arthala and Karhera – along with construction of 68MLD capacity sewage treatment plant at Karhera in Sahibabad.
The two drains have a discharge of about 10.13MLD. The project has a completion timeline of June, 2026. Officials said that about 45% of work is complete, and the project covers 10 of the corporation's residential wards.
This project will lay down 145km of sewer network and will cover 67,669 households which did not have provision of sewers.
The project was sanctioned in December, 2023.
'For the rest seven drains, a revised DPR for interception and diversion of drains, is being prepared, and it is likely to get complete soon. The revised DPR, being prepared by UP Jal Nigam, will be sent for approval and would require funds from the Namami Gange programme. The previous DPR which was put up for funds under AMRUT 2.0 could not go through due to issues,' said chief development officer Abhinav Gopal.
UP Jal Nigam officials said that the revised DPR for seven untapped drains also include construction of three STPs, with each having an estimated capacity of 50-60MLD. These STPs are proposed at Dundahera, at city forest, and Siddharth Vihar.
'We are expecting that the revised DPR will be completed in next 15-20 days. Once the funds are approved and work awarded, the project will require about one-and-half to two years to get complete. The revised DPR will also have cost escalation. The project is being prepared to prevent pollution to river Hindon and under directions given by the National Green Tribunal,' said UP Jal Nigam's executive engineer (urban division) Arun Pratap Singh.
Officials said that the initial DPR for tapping of seven drains was prepared and funds were sought from AMRUT 2.0 scheme.
Since, the scheme requires a number of households to be benefitted, it could not go through, and a revised DPR is being prepared so that funds can be procured from the Namami Gange programme instead, officials said.
The initial DPR was for five years of maintenance while the revised DPR will have a maintenance for 15 years, hence an escalated cost, they added.
'The untapped drains have been flowing in river Hindon for years now and taking a heavy toll in terms of pollution. The ongoing projects will require several years to become fully operational. Apart from this, there is urgent need to devise a comprehensive plan for reviving the natural flow of the river,' said Sushil Raghav, a city-based environmentalist.

'From a fragile economy, we have become a destination for global investments. Our digital payment system has cut corruption, and government capex has increased to ₹12 lakh crore from ₹2/3 lakh crore. Our government comprises 60% SC/ST/BCs. It will be remembered as a welfare, caring and sensitive government for the common people,' he said. 'Under Prime Minister Narendra Modi, we have delivered a transparent, decisive and trustworthy governance,' he added.

Govt clears ₹5,400 cr VGF for 30 GWh battery storage, plans 1100 kV UHV lines, raises RoW compensation

New Delhi: The Centre has approved a Viability Gap Funding (VGF) scheme worth ₹5,400 crore to support development of 30 gigawatt-hours (GWh) of Battery Energy Storage Systems (BESS), Union Power Minister Manohar Lal said on Tuesday. This is in addition to the 13.2 GWh of BESS already under implementation. The VGF-backed scheme is expected to help meet India's storage requirement by 2028 and attract an investment of ₹33,000 crore. At a press conference, the minister also announced an extension of the waiver of inter-state transmission charges for storage projects until June 30, 2028. The exemption will be applicable to pumped storage projects awarded and battery storage systems commissioned before the deadline. 'This extension will support the development of storage needed to meet the country's requirements,' said Manohar Lal. To enhance the national grid infrastructure, the government will roll out Ultra High Voltage Alternating Current (UHVAC) Transmission Systems. Nine lines of 1100 kV have been identified for development by 2034. Testing facilities for these lines and associated equipment are being developed by the Central Power Research Institute. In another move to encourage infrastructure rollout, the government has revised the compensation structure under the Right of Way (RoW) rules. Compensation for tower area has been increased from 85 per cent to 200 per cent of land value, while compensation for the RoW corridor has been raised from 15 per cent to 30 per cent. The payments will now be linked to the market value of the land. Supplementary guidelines for assessing land rates using registered valuers were issued on March 21, 2025, and have been adopted by Haryana and Delhi. In order to promote private investment in intra-state transmission projects , the government has brought payments to intra-state transmission systems under the Late Payment Surcharge Rules, aligning them with existing provisions for inter-state transmission systems. The announcements come at a time when the government is looking to accelerate deployment of energy storage and grid infrastructure to support its renewable energy targets .

Farmers seeks review of FRP for sugarcane fixed by Centre

Sugarcane growers have urged the State government to seek a review of the Fair and Remunerative Price (FRP) fixed by the Centre for the year 2025-26. A delegation of farmers submitted a memorandum in this regard to tahsildar of Nanjangud near here on Tuesday. President of Karnataka State Sugarcane Growers' Association Hallikerehundi Bhagyaraj described the FRP of ₹3,550 a tonne announced by the Centre for sugarcane with a recovery of 10.25% for the year as 'unscientific and unjust'. Mr. Bhagyaraj said the Centre had increased the FRP by only ₹150 a tonne over the previous year even though the cost of production had increased substantially. 'As the cost of production, labour cost for harvest, transportation, fertilizers, and wages have all increased, this increase of ₹150 a tonne amounts to just 15 paise a kg', he lamented. Contending that a report by Commission for Agricultural Costs and Prices (CACP) had recommended a price of ₹4,500 a tonne, Mr. Bhagyaraj alleged that the Centre had increased the FRP by only ₹150 a tonne due to 'pressure from sugar factory owners and capitalists'. Lok Sabha members should also put pressure on the Centre to re-evaluate the FRP rate, he said. The farmers' body have demanded the installation of weighing machines in front of all sugar factories by the Agriculture Produce Marketing Committees (APMC) and the Department of Co-operation. 'Digital SMS alerts should be sent to the farmers immediately after weighing,' said Mr. Bhagyaraj, in the statement. Demanding bilateral agreements between the sugar mills and the farmers, he said a committee comprising local farmers and experts should be constituted to prevent fraud in recovery rates of sugarcane. The income statements of the sugar mills should be reviewed by both the State government and the Centre, he said while demanding distribution of excess profits to the farmers. The government should intervene to protect the interests of the farmers, and that the sugar factories should be made to bear the costs of transportation and harvesting, he said. The association has demanded immediate settlement of last year's pending dues amounting to ₹950 crore, and that the Hullahalli road be immediately repaired, and the Hura lift irrigation project be completed soon.
