Provision for loan waiver taken off from DM Act, Centre tells Kerala High Court

The Centre on Wednesday informed the Kerala High Court that the Section that empowered the Indian National Disaster Management Authority (NDMA) to recommend banks to waive/write off loans or grant fresh loans to persons affected by disasters of severe magnitude had been removed from the Disaster Management (DM) Act.
This was submitted by the Disaster Management Division of the Ministry of Home Affairs in an affidavit filed before the court. It said that Section 13 of the DM Act, which had given such powers to the National Disaster Management Authority, had been omitted by way of an amendment to the Act in 2025. The affidavit added that the Indian National Centre for Ocean Information Services had made available the geospatial data related to building footprints and air-borne laser terrain mapping through its FTP site, which was shared with the Kerala State Disaster Management Authority on May 19.

1 2 Berhampur: Deputy chief minister Kanak Vardhan Singh Deo on Thursday said Odisha would emerge as a major exporter of agricultural products in the country in the next four years. The state exported fruit, including mangoes and dragon fruit, and vegetables to some countries recently. In the days to come, the govt is trying to export foodgrains, including rice, Singh Deo, who holds agriculture and farmers welfare portfolio, said addressing a press conference here. Odisha has shown remarkable progress in foodgrain production and emerged as a foodgrain surplus state, he said. In rice production, the state has achieved self-sufficiency and is trying to export to other countries, he added. Sources said the foodgrain production has reached a record high of 143 lakh tonne in 2023-24. The foodgrains include paddy, maize, pulses and other coarse cereals. Singhdeo said the state govt would request the Centre for a cargo flight to export agriculture products to other countries, as the state is emerging as a major exporter of agriculture products. He said state is focusing on oilseeds production. New Delhi/Mumbai: Having failed to secure a meeting with China's commerce ministry despite receiving visas, Indian automakers have now sought the central government's intervention, according to two industry executives aware of the matter. The issue: China has paused exports to India of rare earth minerals, which are key to electric vehicle (EV) production, and are also not approving Indian companies' fresh applications for their export. If the minerals don't start showing up on Indian shores soon, it is likely to hit the auto industry hard, especially EVs. Indian EV makers have now urged the Centre to engage Beijing through diplomatic channels, mirroring American efforts. On Wednesday, US President Donald Trump announced on his Truth Social platform that the US and China have struck a 'deal' that will see China resume supply of magnets and rare earths to the US. 'An escalation from Indian authorities might be required," said one of the executives cited above on condition of anonymity. 'What would we do with the visa if there is no meeting fixed?" An appointment with China's ministry of commerce is key, since it is responsible for the restrictions on the export of rare earth minerals and magnets. The two executives cited above said industry representatives met commerce and industry minister Piyush Goyal on Sunday before he left for Switzerland. They also made a presentation on Tuesday to senior officials at the Directorate General of Foreign Trade (DGFT), to request them for help in securing an appointment with the Chinese. The presentation, a copy of whichMinthas seen, notes that the industry delegation will request Chinese authorities to expedite licences for exporters of rare earth magnets to India. A footnote in the presentation also noted that India's ministry of commerce and industry was engaging with the Indian embassy in China to facilitate the meeting. Queries emailed to these organisations, commerce and industry minister Piyush Goyal's office, and the DGFT remained unanswered till press time. Support assured To be sure, at the meetings, the Indian leadership assured support to the auto industry, including assistance in developing a local rare earth production base. GMDC has been involved in rare earth exploration in India for some time now, and it was mooted to use the company's expertise. Solutions to be political Manoj Kewalramani, the chair for Indo-Pacific Studies Programme at the Takshashila Institution, a public policy school in Bengaluru, agreed that the solution to the current situation will be achieved through political means, especially considering the history between the two countries. 'In trade negotiations like these, both sides have in mind the question: How much is the situation hurting the other side politically?" he said. While China is holding the rare earth card, India also has leverage in terms of its high trade deficit with the Middle Kingdom. India's trade deficit with China widened to a record in FY25, just a whisker below $100 billion, as per data from the commerce ministry. 1 2 Vijayawada: State govt has assured that it is committed to protect the rights of the workers despite increasing the daily working hours from 8 to 10 as the weekly cap of 48 hours will remain in force. The amendments to the labour laws have been initiated to allow better scheduling, especially during peak business periods, without increasing overall workload. Similarly, changes to overtime rules, replacing the monthly 50-hour cap with a 144-hour quarterly limit, will provide seasonal flexibility without raising annual overtime, said govt. Labour commissioner MV Seshagiri Babu explained that the amendment to Section 73 only exempts very small establishments (with fewer than 20 workers) from select provisions, while key protections remain fully in force including women's safety during night shifts, paid leave, holidays, and registration. "Central laws on wages, termination, gratuity, and child labour will continue to apply and be enforced. These reforms are part of a broader effort to modernise labour regulations, support small businesses, and align with contemporary work practices especially in sectors with fluctuating footfalls like retail and services," he explained. Seshagiri Babu said that it is a fact that the daily working-hour limit for employees in shops is proposed to be increased from 8 hours to 10 hours. However, it is important to highlight that the weekly limit remains unchanged at 48 hours. This means that employees cannot be made to work more than 48 hours in a week, ensuring that the overall workload does not increase and workers are not overburdened. This change is aimed at providing greater scheduling flexibility for businesses and employees alike, particularly to meet seasonal or peak demand without breaching weekly work-hour protections. However, the labour commissioner did not elaborate whether the department has manpower to check the workload of the workers on a daily and weekly basis. The proposed amendment to Section 73 of the AP Shops and Establishments Act seeks to exempt commercial establishments employing fewer than 20 workers from most provisions of the Act, while retaining key safeguards such as registration, women's safety during night shifts (Section 23), paid leave (Section 30), and mandatory holidays (Section 31).
