Bhopal: The promotion of state govt employees, already held up for nearly a decade, has hit yet another legal hurdle. A scheduled hearing in the MP high court on July 15 was postponed without a new date being fixed, leaving the fate of thousands of staff in limbo once again. On July 7, the high court restrained the govt from implementing the newly framed law, the Madhya Pradesh Public Service Promotion Rules, till further orders. The promotion of the govt staff has remained halted since 2016, due to a case in the Supreme Court against the now-scrapped promotion norms. SAPAKS, an umbrella organisation of general category, OBC and minority govt employees that went to the court against the new promotion rules, doubted the govt's intention on the issue. Its president KS Tomar said: "When the issue was pending in the apex court, why did the govt made new promotion rules in haste, and tried to restart the promotion process, sidelining the interests of general category employees. Our timely intervention by approaching the court stalled the govt's ill motives." Uma Shankar Tiwari, state secretary of Tritya Varg Karamchari Sangh, also questioned the govt's motive. They, however, said legal opinions suggested that the govt could make new rules despite the matter being in the Supreme Court, due to which the govt decided to go ahead on the issue. On April 8, CM Mohan Yadav announced that the process for promotion of nearly 4 lakh employees will be carried out soon. On June 17, the state cabinet approved the Madhya Pradesh Public Service Promotion Rules, 2025, ensuring the representation and protection of interests of the reserved categories. Provisions in the new promotion rules include 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit as per new rule. Hearing separate petitions challenging the legality of the newly farmed rules, the high court on July 7 issued notices, and deferred the hearing of the case to July 15.

Bhopal: The bi-weekly Haat Bazaar in Bag Sewania has turned into a significant problem for area residents. The market, operational on Wednesdays and Sundays, creates traffic bottlenecks due to visitors' vehicles occupying road space. The situation is problematic because the new Haat Bazaar facility, planned across three acres, remains incomplete even after four years of construction. The market days' congestion has sparked numerous complaints from local inhabitants and travellers. Critical services vehicles, including ambulances and fire engines, face difficulties accessing the narrow streets during bazaar hours. The incomplete market complex, intended to offer dedicated parking and proper vendor stalls, stalled due to administrative delays and resource constraints. "The original completion deadline long passed, forcing vendors to continue operating from makeshift arrangements along the roadside," said Uma Shankar Tiwari, a local resident. The administration's inability to implement interim solutions, including designated car parks and traffic personnel, has exacerbated the situation. The market's popularity, attracting hundreds of visitors from surrounding areas, particularly during festivals, compounds these difficulties. Local residents have organised themselves into an action committee to tackle these issues. They filed several appeals with municipal authorities seeking swift completion of the new facility. The committee also proposed temporary solutions like implementing unidirectional traffic flow during market days and limiting heavy vehicle access during busy periods. When contacted, zonal officer Nilesh Shrivastava said, "It is true that the weekly Haat Bazaar has become a big issue. The Haat Bazaar was supposed to be prepared by the engineering department. What can I do if they have not constructed it?" The bazaar, despite its operational challenges, serves as a crucial economic centre for regional farmers and small traders, offering essential goods at competitive prices to locals. However, the present circumstances have created tension between business needs and public accessibility. Council officials have recently disclosed plans to assess construction schedules and provide additional funds to finish the project. Their promises to improve traffic control measures and strengthen parking enforcement remain unfulfilled. Law enforcement has initiated cautioning improperly parked vehicles, although enforcement remains difficult due to staff shortages. The situation deteriorates during evenings with reduced visibility and increased traffic. The public awaits a quick solution to this persistent problem, as current arrangements endanger both pedestrians and vehicles. The new facility's completion would address traffic issues while creating a more structured and secure shopping environment for everyone involved.
