UN to boost air parcel security a year after DHL depot explosions
The United Nations on Monday announced plans to enhance air mail security, one year after parcels exploded at DHL depots in Germany and Britain, in a plot blamed on Russia. The strategy announced by the International Civil Aviation Organization (ICAO) and Universal Postal Union -- two specialized UN agencies -- aims to improve threat detection, officials told AFP. European intelligence services believe Russia was behind the explosions last July at DHL depots in Leipzig, Germany and Birmingham in Britain. Several people implicated in the operation were believed to be 'disposable' agents with no official position in the Russian intelligence services, according to German media reports. Such low-level agents were typically recruited via messaging apps to carry out tasks for money, the reports said. German intelligence officials have said the planes carrying the parcels would have crashed had they exploded mid-flight. Canada-based ICAO's head of aviation security, Sonia Hifdi, did not directly name Russia when laying out the plan, but said: 'In the last 12 months, we have seen more sophisticated actors aiming to cause disruptions in the supply chain.' The joint 'multi-year action plan' strives to train all personnel who handle air mail, and will work towards increased data sharing between postal and aviation authorities. 'This is not a problem localized to a single region, or for a single state, or a single actor,' Hifdi told AFP.

Muscat – Oman Post, a member of Asyad Group, has joined Universal Postal Union's 'Postal Prosperity Zone' (PPZ) initiative, a move aimed at enhancing cross-border e-commerce through integrated digital logistics solutions. The announcement was made during a high-level roundtable in Muscat on Wednesday held as part of the official visit of Universal Postal Union's Consultative Committee to Oman from April 22 to 24. The event brought together international postal and logistics leaders to discuss next-generation frameworks for customs, transport and delivery integration. Developed under Universal Postal Union's Abidjan Strategy and aligned with both UPU and World Customs Organization (WCO) standards, PPZ seeks to enhance cooperation between public postal operators and private logistics providers. It aims to create a globally connected system that supports real-time data sharing between postal and customs systems, standardised labelling and tracking, and efficient movement of goods across air, sea, rail and road networks. Delivering the keynote address, H E Dr Ali al Shidhani, Undersecretary for Communications and Information Technology at Ministry of Transport, Communications and Information Technology, highlighted the role of digital transformation and cross-border partnerships in improving competitiveness of national postal systems. 'The integration of digital platforms and regulatory alignment is essential to unlock the full potential of cross-border e-commerce,' H E Shidhani said. Oman Post's involvement in the PPZ programme supports the sultanate's Vision 2040 economic diversification plan, which positions logistics as a critical growth sector. Through PPZ, Oman Post will gain enhanced digital capabilities, streamlined customs operations and improved connectivity with global e-commerce platforms. ASYAD Group stated that the initiative will 'reinforce Oman Post's position as a regional logistics hub' and help develop a digital infrastructure that facilitates seamless international trade. Rabat Hosts Regional Workshop on Electronic Advance Data for Postal Services
Morocco on Tuesday launched a regional workshop on electronic advance data (EAD) for postal services, bringing together representatives from 11 Arab countries in partnership with the Universal Postal Union (UPU). Held from April 22 to 24 in Rabat, the workshop is organized by Barid Al-Maghrib and the UPU and aims to enhance the technical skills of postal operators in the region. Participants will receive hands-on training in UPU digital systems, including the Customs Declaration System (CDS) and the International Postal System (IPS), Barid Al-Maghrib said in a press release. Barid Al-Maghrib Director General Amin Benjelloun Touimi said the event aligns with Morocco's broader push to modernize public services through digital transformation, emphasizing the importance of adopting international standards to improve postal service quality. The initiative reflects Barid Al-Maghrib's commitment to supporting the digital transformation of the postal sector and contributing to regional integration efforts led by the UPU, the press release added.
