HPA Incentive, APEL.Q Continuation To Spur Civil Servants To Enhance Knowledge
KUALA LUMPUR, Aug 15 (Bernama) -- The introduction of the Academic Recognition Award (HPA) initiative and continuation of the APEL.Q @ INTAN initiative announced by Prime Minister Datuk Seri Anwar Ibrahim today will motivate civil servants to continue expanding their knowledge. Universiti Tenaga Nasional (UNITEN) vice-chancellor Prof Dr Khairul Salleh Mohamed Sahari said the initiatives also provide civil servants with the opportunity to upgrade their qualifications within their respective services. 'When certain secretaries general hold the title 'Dr' after completing a doctorate (PhD), people recognise their reputation and credibility not only within the country but also abroad, reflecting the high calibre of Malaysia's civil servants. 'This will help elevate the country's image,' he said as a guest on Bernama TV's Malaysia Petang Ini programme via Zoom today. At the 20th edition of Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) today, the Prime Minister announced the continuation of the APEL.Q @ INTAN initiative for 2026, with an allocation of RM1.5 million. This initiative will provide tuition fee assistance to civil servants of up to 50 per cent or a maximum of RM15,000, whichever is lower. Meanwhile, the HPA is a one-off financial incentive for civil servants who complete higher education at their own expense during their service. The incentive amounts are set at RM1,250 for a doctorate, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualifications. Khairul Salleh said APEL.Q offers flexibility to civil servants as the programme takes into account prior learning experience without requiring them to undertake an entire course of study. On strategies to identify talents among civil servants and ensure leadership continuity in an organisation, he said job rotation should be implemented to allow staff to hone their skills in specific areas. 'We need to implement job rotation so that incoming talents, even if they perform well in their area of expertise or interest, are also exposed to other areas. Without job rotation, we may be denying them opportunities and may not be able to fully develop their potential,' he said.

MQF 2.0 to standardise academic and vocational qualifications in Malaysia
KUALA LUMPUR: The second edition of the Malaysian Qualifications Framework (MQF 2.0) will be implemented on August 1, 2026. Higher Education Minister Datuk Seri Dr Zambry Abd Kadir stated that MQF 2.0 integrates academic and vocational qualifications under one system. He highlighted that the framework prioritises learning outcomes, a transparent credit system, and sustainability values. 'This achievement reflects the internationalisation of Malaysia's higher education sector,' he said at the MQA Awards 2025 ceremony. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi also attended the event. Zambry explained that the awards recognise excellence in Malaysia's higher education ecosystem. Universiti Tenaga Nasional won the Grand Award in the Quality Assurance category. The MQA Awards 2025 included public and private institutions, aligning with the Higher Education Strategic Plan 2025–2035. - Bernama

Mural of unity delights Little India community
A MURAL depicting Malaysians having breakfast with a tourist on a wall along Jalan Dato Hamzah has won the hearts of the community in Klang's Little India. Dhiyaul Mohamad Ashraf, 34, who painted the mural themed 'Rasa dan Warna', said he used a limited colour scheme (which focuses on a few hues and their variations) to create a sense of harmony and visual unity among all the races. 'It is a scene from a kopitiam, with locals treating a foreigner to breakfast,' said the father of three, whose works often leave passers-by captivated. The mural took seven hours over four days to complete. Dhiyaul's talent can be seen with each brush stroke, which brightens the otherwise drab wall. Kelantan-born Dhiyaul, who holds a bachelor's degree in graphic and multimedia from Universiti Tenaga Nasional (Uniten), said his love for art began during his kindergarten years and went on to become a leisure pursuit as he grew up. In 2022, his efforts were recognised when he won the Selangor Action for Youth Award in the Arts and Creative category. News vendor, Mohammed Iqbal Abdul Razak, 76, said the murals injected colour and artistic expression into urban environments, making public spaces more appealing and inviting. Tourism Selangor chief executive officer Chua Yee Ling also said murals depicting the local identity of cities such as Klang could revitalise neglected areas, attract tourists and create a sense of belonging for locals. Local businesses also benefit from increased foot traffic from those coming to view the murals, she said. 'Murals can breathe new life into an area if they depict local stories, cultural elements and historical events, which can reinforce a sense of shared identity and pride among residents,' said Chua. — By EDWARD RAJENDRA

Photo: Threads/ask1nmiu Selangor police chief Datuk Hussein Omar Khan SHAH ALAM - Police have classified the death of 18-year-old taekwondo instructor Adam Basher Amran as a case of sudden death (SDR), as investigations continue to determine whether foul play contributed to the fatal injuries he sustained during a recent tournament. Selangor Police Chief Datuk Hussein Omar Khan confirmed the SDR classification during a press conference today, stating that investigators are examining all possible angles, including the possibility of negligence or purely sports-related causes. 'Police are conducting a full investigation to assess whether there was any element of foul play or whether it was solely a sport-related injury that led to his death. As part of this process, we will be calling all relevant parties and witnesses who can assist in the investigation,' he said. Adam, a Foundation in Engineering student at Universiti Tenaga Nasional (Uniten), was representing Selangor at a Taekwondo championship held at Dewan Seri Sarjana from June 20 to 22. The incident occurred on June 21 June during a match, in which Adam was injured and reportedly sustained a severe brain injury. He was rushed to hospital and underwent emergency surgery to relieve cranial pressure but remained unresponsive. Adam was pronounced brain-dead before passing away on June 25 at 3.21pm. An orphan and the second of seven siblings, Adam lived with his elder sister while juggling his studies and his dedication to taekwondo. Described as disciplined and passionate, he also served as an assistant coach at his club and was a recipient of the Uniten Zakat Trust Fund. News of Adam's tragic death has sparked widespread discussion online, particularly on the Threads platform, with many demanding clarity about the circumstances of the incident. More Like This
