UP govt to roll out cow-based rural income scheme soon

The Uttar Pradesh government has decided to roll out a new initiative to strengthen rural economies by combining cow protection with livelihood opportunities, an official said on Sunday. Under the scheme, Mukhyamantri Sahbhagita Yojana, farmers can maintain one to four cows, construct cattle sheds through MGNREGA, and install small biogas units to promote clean energy and sustainable income sources, the official added. Anurag Srivastava, the OSD of the Uttar Pradesh Gau Seva Commission, confirmed that the blueprint of the scheme, designed to boost self-reliance in villages, was complete and would be launched shortly. 'The scheme will encourage organic farming, bio-fertilizer production, and clean energy use. It also aims to generate stable employment, particularly for women's self-help groups and rural youth, who will be key participants in the project,' a statement issued by the government read. The government said the Mukhyamantri Sahbhagita Yojana 'presents a holistic approach to rural development, encompassing cow conservation, organic agriculture, renewable energy, and community empowerment by blending traditional cattle-rearing with modern technology. 'The initiative is expected to foster greener, economically stronger villages across the state,' it added. On Saturday, the state government said UP was the frontrunner in cow protection and livestock development in the country, accounting for 16 per cent of India's cattle population. Citing the 20th Livestock Census (2019), the government claimed that the state is home to 1.90 crore cattle, including 11.84 lakh stray cattle, and added that after Yogi Adityanath became CM in 2017, cow protection became a top priority in the state. According to the government, while livestock contributes 4.11 per cent to India's GDP overall, UP contributes a much higher, 7.1 per cent. The state also produces 390 lakh metric tonnes of milk every year, strengthening the rural economy. Under the Chief Minister's Indigenous Cow Promotion Scheme and the Nandini Krishak Samriddhi Yojana, native breeds like Sahiwal, Gir, and Tharparkar are being promoted. Through schemes like the Nandini Krishak Samriddhi Yojana, the government is helping set up units with 25 milch cows, with 50% of the beneficiaries being women. Under the Fodder Policy 2024, Napier grass is being grown on 230 hectares of land, aiming to produce 1.73 lakh quintals of green fodder.

According to experts, this will ensure the safety of crops and increase productivity by 20%. The spokesperson said that a comprehensive plan was prepared for the production and marketing of 'Panchgavya' products made from cow dung, cow urine, milk, curd, and ghee. By joining this scheme, women in rural areas will become self-reliant, and local youth will get new employment opportunities at the local level. Under the scheme, women of self-help groups in each district will be given the responsibility of manufacturing, marketing, and training of Panchgavya-based products. In addition, farmers will be given special training programs so that farming can be made chemical-free and environmentally friendly. Anurag Srivastava, OSD of Uttar Pradesh Gau Seva Commission, said that recently the commission conducted a state-wide inspection and studied livestock density, available land, water sources, and cow shelters. Besides this, an action plan was made to connect local youth in the marketing of growth promoters and organic manure. "This will give new impetus to organic farming. On the other hand, local employment opportunities will be generated in the rural economy," the spokesperson said.

Lucknow: The state govt has announced plans to set up Panchgavya medicine units, cow dung paint production centres, and organic fertiliser plants across all 75 districts. The move aims to promote cow-based rural enterprises and generate local employment through the 'One District-One Innovation' model. "Under the initiative, one cow shelter (gaushala) from each district will be developed as a self-reliant unit. These centres will be equipped to produce a variety of organic and cow-based products, including dung-based bricks, biogas, bio-seeds, and cow urine-based medicines," an official said. "The project is designed to utilise local resources and provide economic opportunities, particularly to youth and women-led self-help groups (SHGs)," he said. Officer on special duty (OSD), Uttar Pradesh Gau Seva Commission, Anurag Srivastava said, "Each selected gaushala will be developed into a hub of cow conservation and allied economic activities. Biogas units will also be installed to provide clean energy solutions, and cow dung bricks will be promoted as an eco-friendly alternative for construction and fuel." The govt has prepared district-specific plans to support rural innovation, with a focus on making villages self-reliant by tapping into indigenous practices and materials.
