Andhra Pradesh teachers' transfers, promotions in online mode to ensure transparency and efficiency: official
The transition from manual to online counselling for teacher promotions and transfers marks a major administrative reform, as the online system has addressed long-standing issues of inefficiency, lack of transparency and inequity inherent in manual processes, says Commissioner, School Education, V. Vijay Rama Raju. In response to constant pleas by teachers' associations for implementation of manual counselling, Mr. Rama Raju asserted that the web-based counselling has enabled rule-based, transparent and teacher-friendly transfers, proving to be a robust, scalable and legally compliant solution. Explaining the benefits of the online mode, he said transfers and promotions are based solely on teacher service records without any human interference. He said for the first time in the State's history, 4,851 teachers have been promoted simultaneously. Since the formation of the new coalition government in the State, the Teachers Transfer Act has been implemented after multiple consultations with teacher unions, he pointed out, informing that as per the finalised schedule from May 21 to June 10, as many as 35,235 transfers had been completed so far. Speaking about the several advantages of this mode, he said teachers can view schools based on their distance from the mandal headquarters, allowing them to choose nearby schools, there are options to select from vacancies within clusters of 150-200 schools, the applicants can save their preferences multiple times, a video guide explains how to use the web option system and help centers have been set up at all levels to assist teachers. On the contrary, he says there are issues with manual counselling, which does not immediately display the newly available vacancies, causing senior teachers to miss out. Only 400-500 teachers per day can participate, making it hard to complete transfers on time, women, elderly teachers and those with health issues face hardship travelling to counselling centres and overall, manual counselling is not beneficial to teachers, he emphasised. Mr. Rama Raju pointed out that before 1998, Zilla Parishad Chairpersons handled transfers in ZP and Mandal Parishad schools, while the District Education Officers (DEOs) managed government school transfers, later all responsibilities were moved to the DEOs. In 2015, the web-based counselling system was introduced to reduce political interference and inefficiencies, and this system brought trust and transparency into the process and was continued by successive governments. Reminding that in 2021, around 38,000 transfers were done in online mode, in 2023, around 44,000 transfers were implemented using this system, he advised teachers not to believe 'rumours and misleading campaigns driven by personal agenda.' The online system is completely transparent and fair and solely based on service records, he reiterated.

Teachers' body seeks redressal of issues on transfers
Members of Navya Andhra Teachers' Association on Sunday (May 25) urged Commissioner of School Education V. Vijay Rama Raju to address issues pertaining to reapportionment of teaching staff, transfers, subject allocations and teacher promotions. During a coordination meeting held with the official, the association members put forth their demands. They said the Primary School Head Master (PSHM) post should be allotted to the most senior in-service teachers, dedicated Telugu subject teacher post should be allocated in upper primary schools and teachers who were transferred in 2017 should be granted full eight years of service points. They also demanded amendments to the G.O. on reapportionment of teaching staff, that the number of teaching periods be capped at 32 in high schools and that the minimum size of a class section be fixed at 45 students. Surplus students should be adjusted before initiating the transfer process. They said all the posts relating to DSC-2025 should reflect in the teacher transfer process and no post should be blocked. Raising concern over shifting of Zilla Parishad posts to other managements, they said ZP teachers were already suffering due to a lack of service rules and promotion opportunities for over 25 years. They said that for model primary school headmaster posts, manual counselling should be conducted for only those who explicitly express willingness, and School Assistants who did not wish to opt for HM posts should still be allowed to apply for School Assistant posts during the same counselling.

Teacher unions boycott meeting with officials, demand immediate solutions to critical issues
Leaders of recognised teacher associations in the State on Friday (May 16) boycotted the meeting scheduled to have taken place with the Director of School Education V. Vijay Rama Raju to discuss key issues. They accused the School Education Department officials of 'unilaterally implementing policies that will negatively impact the school education sector''. They said to intensify their protest, teachers across the State would stage protests at the District Education Offices on May 21, and on May 23 a massive demonstration would be staged at the office of the Director of School Education. They also insisted that teacher associations' meetings be conducted only in the presence of the HRD Minister Nara Lokesh. 'We have had 30 rounds of meetings so far, but none of our suggestions have been taken into consideration,' president of the Andhra Pradesh Teachers' Federation (APTF) Ch. Manjula said, speaking to the media outside 'Vidya Bhavan' on Friday. She said the unions had given a representation with 16 demands that they wanted the officials to address at the earliest. 'Should the government ignore our pleas, we will be forced to further intensify our protest,' she warned. Additional sections The leaders said in high schools, based on a 1:30 ratio, a second section should be established once student strength exceeds 45. For every additional 40 students, a new section should be created. They said appointing School Assistants as Headmasters of Model Primary Schools was unscientific. They wanted parallel mediums to continue and staff pattern be maintained accordingly. They said in Foundation and Basic Primary Schools, a third post should be sanctioned once the strength reaches 41. They also demanded promotions to Secondary Grade Teachers in Model Primary Schools and said Headmasters should be appointed accordingly. In Foundation Primary Schools, 1:20 teacher-student ratio should be implemented, they said. Citing the case of teachers who were given promotions as part of the 'staff reapportionment' exercise taken up in 2023, they said the teachers stared at a similar situation now and faced injustice in transfers. They said without resolving the issue of Government and Panchayat Raj Service Rules, it was unfair to ask teachers with longstanding experience to move back to their parent management. The leaders said they had always extended their cooperation to the government in improving the education sector. However, they were opposed to the unilateral decisions taken without considering their opinions and suggestions.

Minimum qualifying marks for A.P. Mega DSC exam revised
The Andhra Pradesh government has issued a fresh order, making certain amendments to the earlier ones released on April 19 regarding the conduct of the Mega DSC (District Selection Committee) recruitment examination. In a statement, Director of School Education, V. Vijay Rama Raju, said as per the amendment, the minimum qualifying marks for Scheduled Castes, Scheduled Tribes, Backward Classes and Persons with Disabilities in language and non-language subjects under the School Assistant category have been revised from 45% to 40%, in line with the Teacher Eligibility Test (TET) eligibility criteria. These revised qualifying marks will also apply to the candidates under the Trained Graduate Teacher (TGT) category for both language and non-language subjects. Uploading certificates optional The process of uploading certificates during submission of applications has now been made optional, providing flexibility to the candidates, he said. However, the candidates must compulsorily possess the required educational qualifications. The orders state that original certificates must be submitted by the candidates during the certificate verification process, he added.

A.P. Govt. committed to development of Children with Special Needs, says official
The Government of Andhra Pradesh is committed to the overall development of the Students with Special Needs (SwSN) in the State, said Director of School Education V. Vijay Rama Raju. He spoke on the second day of the State-level sports event for Students with Special Needs (SwSN) organised under Samagra Shiksha at Thotapalli village of Agiripalli mandal in Eluru district on Tuesday. He said the government had plans to establish autism centres in 125 municipalities in the State to provide skill development, specialised training, treatment and education to students exhibiting autism traits. Referring to the recently released DSC notification by the School Education Department, he said candidates with talent would be selected in sports quota based on merit, without the need for exams. He urged parents to recognise and nurture the talent in their children and encourage them in the respective fields. He congratulated the students, parents, coaches and the state-level staff who participated in the event. Mr. Rama Raju said such special sports events would be held annually to create a platform for comprehensive development of the children with special needs. He said a screening test would be conducted for the 35 million students in government schools across the State to identify issues at the early stages and take appropriate action. The programme would be launched soon with a detailed plan in place, he added.
