Description: Every week, Tracey Ryniec, the editor of Zacks Value Investor portfolio, shares some of her top value investing tips and stock picks. Are the value bank stocks back in vogue? For 17 years, since the Great Recession began in 2008, the bank stocks have been blacklisted for investors. Every time it seemed like the worst was over, an event like the 2023 Bank Crisis occured to say otherwise. Yet, in 2025, the banks are cheap, with strong balance sheets and attractive dividend yields. But is this just another fake out? The large banks, like JPMorgan Chase and Bank of America, have already staged big rallies. JPMorgan Chase has been breaking out to new all-time highs. But the truly cheap stocks aren't among the large cap banks. JPMorgan Chase now trades with a P/B ratio over 2.0, which means its fully valued. The smaller regional banks, however, are still hated, and are even cheaper. Tracey shares three of her favorite regional banks as the second quarter earnings reports are about to roll out. 1. WesBanco, Inc. WSBC WesBanco is a 150-year-old Wheeling, West Virginia regional bank. It recently acquired Premier Financial to expand its business in the Mid-Atlantic and Ohio Valley. WesBanco has a market cap of $3.2 billion. Shares of WesBanco are up just 1.9% year-to-date but have gained 12.1% over the last year. It's cheap on a price-to-book (P/E) level. Bank analysts say to buy banks with a P/B ratio of 1.0 and sell at 2.0. WesBanco's P/B ratio is currently 0.88. It's dirt cheap. Earnings are expected to jump 32.5% this year. WesBanco also pays an attractive dividend, yielding 4.4%. Should WesBanco be on value investors' short lists? 2. Bank OZK OZK Bank OZK is headquartered in Little Rock, Arkansas and is known as a real estate bank due to its big real estate development loan portfolio. Bank OZK has a market cap of $5.9 billion and offices in 9 states. Shares of Bank OZK are up 16.5% year-to-date. Yet it's still cheap. Bank OZK trades with a P/B ratio of just 1.07. Bank OZK also pays a dividend, currently yielding 3.3%. Should a real estate bank, like Bank OZK, be on your short list? 3. First Busey Corp. BUSE First Busey Corp. is the holding company for First Busey Bank, headquartered in Champaign, Illinois. However, the company recently acquired CrossFirst out of Leawood, Kansas, to create a bank with 77 locations across 10 states. First Busey Corp. will be headquartered in Leawood. It has a market cap of $2.2 billion. Shares of First Busey are up 2.2% year-to-date but are still in the red for the last year, down 5.1%. But it's dirt cheap. First Busey trades with a P/B ratio of just 0.6. Earnings are expected to jump 19.7% in 2025. First Busey also has an attractive dividend of 4.1%. Insiders think there's value. The most uncertain industry in 2025 appears to be retail. It has a lot of exposure to the tariffs and the changes in the supply chain. Additionally, when the consumer pulls back on spending, retail will be impacted as well. Many retail stocks have sold off in 2025. Are they cheap? Or are they traps? Reminder, a stock can have a low price-to-earnings (P/E) ratio and still not be a true value. The key is to look at the earnings consensus for this year. Are earnings expected to grow or decline? If they are declining, while the stock also has a low P/E, that could indicate the stock is a trap. If they are on the upward swing, while the stock is cheap, it could be a true value. Are these 5 retail stocks values or traps? 1. Levi Strauss & Co. LEVI Levi Strauss is the famous San Francisco denim manufacturer. Shares of Levi Strauss have fallen 22% over the last year. It's cheap. Levi Strauss trades with a forward P/E of just 14.6. It pays a dividend yielding 2.9%. Is Levi Strauss a true value, or is it a trap? 2. Lands' End, Inc. LE Lands' End is a specialty apparel and accessories retailer. Shares of Lands' End have been hammered over the last year, falling 37.2%. Even in the last month, as most stocks rallied, Lands' End fell 0.7%. But Lands' End is cheap. It has a forward P/E of just 13.7. Is Lands' End a value or a trap? 3. Ulta Beauty ULTA Ulta Beauty sells beauty products online and in its stores in the United States. Ulta shares are higher over the last year, gaining 11.5%. They are also up over the last month, adding 10.5% before their earnings report. Ulta has a forward P/E above 15, which is the level used to determine value. But with a P/E of 18, it's not that pricey. Is Ulta Beauty a value or a trap? 4. Target Corp. TGT Target is one of the largest big box retailers in America. Shares of Target have struggled the last few years and are near 5-year lows. Over the last year, Target shares fell 35.8%. And over the last month, they remain low. They're still down 1.3% during that time. Target trades with a forward P/E of 12.6. It also has a dividend now yielding 4.7%. But Target is also a Zacks Rank #5 (Strong Sell). Only 5% of all stocks that have the Zacks Rank are Strong Sells. Is Target a trap here? 5. Deckers Outdoor Corp. DECK Deckers Outdoor owns the popular shoe brands UGG, Hoka and Teva. Shares are off their all-time highs, falling 39.6% over the last year. After plunging after the recent earnings report, shares have bounced back, but remains down 2.7% over the last month. Deckers is trading at an attractive and low P/E for the company of just 17.1. But earnings estimates are being cut for this fiscal year and next. Is Deckers a value or a trap? Tracey has done dozens of Value Investor Podcast episodes over the last 8 years talking about Warren Buffett and Berkshire Hathaway. She has covered the annual meetings, the trades made during the COVID pandemic, the death of Charlie Munger, Buffett's stock trades, including his sale of IBM and purchase of Apple. And now, she is covering the end of the Buffett era. At the 2025 annual meeting in May 2025 in Omaha, Buffett announced he would step down as CEO at the end of the year. He will remain as Chairman of the Board. But he's currently 94 years old and will be 95 in August. Buffett had been signaling his twilight for over a year. Screening for Buffett Stocks Zacks has excellent value stock screens on its premium screening tools on But it also has a Warren Buffett stock screening tool on its more advanced Zacks Research Wizard product. This screen looks for stocks that Buffett would buy, using debt/equity ratio and return on equity (ROE), among other criteria. It's under the 'Guru' tab on Research Wizard. Tracey ran this screen and it only produced one stock, which is included below. Berkshire Hathaway's Current Holdings Why not look at two of Berkshire Hathaway's other big-name stocks? Coca-Cola and Amazon. One represents the Old Economy and was still featured prominently with cans of Coke directly in front of Buffett during the question-and-answer session of the annual meeting. The other is the New Economy with online shopping and AWS cloud computing. Yes, Berkshire owns Amazon. Are these value stocks? 3 Buffett Stocks for Your Watch List in 2025 1. Dream Finders Homes, Inc. (DFH) Dream Finders Homes was the one stock that came through on the Buffett guru screen on Research Wizard. It is a national homebuilder headquartered in Jacksonville, FL. Dream Finders Homes builds homes in Florida, Texas, North Carolina, South Carolina, Georgia, Colorado, Virginia, Maryland and Tennessee. In the first quarter, gross margins were up 140 basis points to 19.2%. Net new orders were up 18% to 2,032 from 1,724. Dream Finders Homes reiterated full year guidance of 9,250 home closures. Shares of the home builders like Dream Finders Homes have struggled in 2025. Dream Finders Homes is up just 1.8% year-to-date. It's a true value though. It has a forward price-to-earnings (P/E) ratio of just 6.9. A P/E under 10 is considered 'dirt cheap.' Dream Finders Homes also has a price-to-book (P/B) ratio of 1.6. It has a return on equity (ROE) of 29.4%. Value investors often look for double digit growth in ROE. Should value investors be looking at the homebuilders like Dream Finders Homes? 2. The Coca-Cola Company (KO) Coca-Cola is one of Warren Buffett's long-time holdings. He loves the product and keeps the cans in front of him on the table at the annual meeting. And, yes, he drinks it. Shares of Coca-Cola have outperformed in 2025, gaining 11.7% year-to-date. Over the last 5 years, it's up 55%. That is underperforming the S&P 500, however, which is up 97% in that same time. Coca-Cola isn't cheap. It trades with a forward PE of 24. Coca-Cola also has a ROE of 45. Is Coca-Cola still a value stock? 3. Inc. (AMZN) Many people don't realize that Berkshire Hathaway owns shares of Amazon. It's a small position, however. Berkshire originally bought in the first quarter of 2019. It has sold some shares but has not added further to its position. Shares of Amazon are down 4.9% year-to-date. However, over the last 5 years, it's up 71%. That's still underperforming the S&P 500 which is up 97% over those 5 years. Amazon has gotten cheaper since 2019 on a P/E basis. For value investors, there's only one 'must' attend event each year and it's the Berkshire Hathaway (BRK.B) annual shareholder meeting. This year, it will take place this Saturday at the CHI Health Center Omaha in Omaha, Nebraska. For those of you who aren't shareholders or, for whatever reason, you're not going to Omaha, you can still watch the question and answer with Warren Buffett on CNBC, which will have live coverage starting at 8:30 am EST on Saturday. At 2024's annual meeting, Warren Buffett let slip during the question and answer that it may be his last Berkshire Hathaway annual meeting. He said he wasn't ill, but he was 93 years old last year. It's a year later and Buffett is still at the helm of Berkshire. He's returning to the annual meeting again, at age 94. But shareholders, and the Street, need to be realistic about the future. Warren Buffett is in the twilight of his career, not the beginning or even the middle. A CEO at the twilight is apt to make different decisions versus one at another stage. There are two things which many shareholders will be obsessing over: any sales of stocks in the portfolio, like his sales of Apple over the last year, and the $300+ billion cash hoard. And rightly so. But Berkshire Hathaway owns dozens of companies outright. And many of them are in retail or the industrial economy, like its railroad, BNSF, so they may have tariff exposure. Shareholders should be wondering how big of a hit Berkshire Hathaway will see from the tariffs. 1. Shaw Industries Shaw Industries is one of the largest carpet manufacturers in the world. Its website doesn't list where the company manufactures its flooring products but in 2021, it said that 67% of supplier spending was from the 31 states it operated. Shaw Industries had also invested $1.5 billion in US manufacturing in recent years but it does source globally. What's the tariff hit for Shaw which is a big cap company? 2. HH Brown and Justin Brands HH Brown and Justin Brands are two of Berkshire's footwear companies. Combined they own 18 brands including Born, Comfortiva, Dexter Bowling, Sofft, Tony Lama and Justin boots. Headquartered in Connecticut, there is nothing on their website about where Berkshire manufactures the shoes. Few shoes, however, are made in the United States in 2025. What's the tariff hit for HH Brown and Justin Brands? 3. Marmon Marmon is like a conglomerate within the larger Berkshire Hathaway conglomerate. It has 11 industry groups globally including Marmon Metals. Marmon Metals operates metal services companies which supply specialty pipe and tubing for many industries including petrochemical, agriculture, and construction. There are tariffs on steel and aluminum right now. What's the tariff hit for Marmon Metals? 4. Oriental Trading Co. Oriental Trading Co. was founded in Omaha in 1932 and bought by Berkshire Hathaway in 2012. It was the first American wholesaler of gifts and novelties. It sells graduation gifts, party favors and decorations, craft kits and camp supplies to non-profits, schools, and large organizations. Some items are starting at low price points, for instance camp supplies starting under $3.98. There was no information on the company's website about where the thousands of items were sourced. What's the tariff hit for Oriental Trading Co.? And this is just a few of Berkshire Hathaway's companies.
