1 2 Jaipur: State BJP 's continued silence over Vijay Bainsla, president of Gurjar Arakshan Sangharsh Samiti and a party member, has raised serious questions about internal discipline and leadership authority in the party ranks. Bainsla successfully pressured the BJP-led state govt by threatening a major stir if the demand for 5% reservation for Most Backward Classes (MBC) was not included in the Ninth Schedule of the Constitution. While the govt appeared to soften its stance under pressure, the party leadership neither condemned nor commented on Bainsla's confrontational posture. This move was interpreted by political observers as a crack in the BJP's disciplinary framework. Bainsla, who contested and lost the 2023 Assembly elections from Deoli-Uniara to Congress candidate Harish Meena, was reportedly sidelined within the party since then. Party insiders say he was not given space to raise community demands and was denied a ticket in the Deoli-Uniara bypolls in Nov 2024, fuelling his frustration and pushing him to take an aggressive stance to regain his position in the community. "Being the son of the late Kirori Singh Bainsla, a towering figure in the Gurjar movement, he carries significant influence. During Congress leader Rahul Gandhi's Bharat Jodo Yatra, Bainsla's threat to oppose the march forced the Congress into damage control, resulting in formation of a four-member cabinet committee. However, Bainsla's defeat in the 2023 Assembly elections led to his political marginalisation. However, his recent political revival through the Gurjar Mahapanchayat in Pilupura, which saw participation from Gurjars across Rajasthan, Punjab, Haryana, Madhya Pradesh, and Delhi, has repositioned him at the centre of the community's politics. Speaking to TOI, Bainsla said, "I am very much part of the BJP, but I also carry the responsibility to pursue the long-pending promises made to the Gurjar community by successive govts." Refusing to call his latest moves a rebellion, he added, "This is a 'wait and watch' phase — let's see how the govt responds."

‘Cabinet should give nod to MBC quota within 2 meetings'
Jaipur: President of Gurjar Arakshan Sangharsh Samiti, Vijay Bainsla, Monday urged the Bhajan Lal govt to ensure cabinet approval for inclusion of 5% reservation for Most Backward Classes (MBC) in 9th Schedule of the Constitution within the next two cabinet meetings. Tired of too many ads? go ad free now A day after addressing the Gurjar Mahapanchayat at Pilupura in Bharatpur, Bainsla said the samiti assured the community that the BJP govt was actively working on the proposal and the approval process was likely to begin soon. "I strongly feel that the govt already initiated steps toward approving the proposal. If not in the next cabinet meeting, which is expected in two to three weeks, I am confident it will be approved in the following one," he said, while indirectly setting the deadline for the govt. During the mahapanchayat, the state govt presented a draft letter to the samiti, outlining key assurances. Among them was the commitment that the state cabinet would formally clear the proposal before forwarding it to the Centre for inclusion in the 9th Schedule. He also revealed that he spoke to Kuldeep Ranka, additional chief secretary of department of social justice and empowerment, regarding inconsistencies in the implementation of the Devnarayan Yojana. The scheme, aimed at providing financial aid and scholarships to MBC students, will now be reviewed on a monthly basis to ensure timely delivery of benefits, Bainsla said. Samiti-nominated representatives will be included in meetings to monitor progress, he said. Bainsla also highlighted other commitments made by the govt, including expedited resolution of legal cases related to Gurjar quota agitation. He said a ministerial committee will be formed to review the MBC quota. This committee is expected to meet with the samiti within 60 days. Based on those discussions, further decisions will be made.

After Gurjar mahapanchayat, protesters block tracks in Rajasthan; 12+ trains delayed despite govt nod to 5% MBC reservation JAIPUR/ALWAR: Disgruntled elements who participated in the Gurjar mahapanchayat, called by Gurjar Aarakshan Sangharsh Samiti convenor Vijay Bainsla in Bharatpur's Peelupura Sunday, damaged railway tracks and halted the Kota-Mathura passenger train on the busy Delhi-Mumbai line. The two-hour disruption, which had a cascading effect on the movement of over 12 trains scheduled on the line, was unleashed by an unruly group of youths after Bainsla called off the mahapanchayat following the Rajasthan govt's acceptance of the community's charter of demands, including one to include the 5% MBC reservation in the 9th Schedule. "We are happy with the govt's statement today. For the first time, the state govt has decided to approve the inclusion of the 5% MBC quota in the 9th Schedule of the Constitution in the state cabinet. Once it is approved in the state cabinet, the govt will send it to the Centre for further processing. We thank the chief minister for this," Bainsla told TOI. Angry Gurjar youths, who demanded immediate action from the govt, however, blocked the busy Delhi-Mumbai railway line for over two hours, from 4:30 pm, damaging about one km of the tracks about 150 meters away from the site of the mahapanchayat. As a result of the protests, Avadh Express that runs from Bandra Terminus to Barauni Junction in Bihar was halted at Fateh Singhpura station, while Saugor-Nizamuddin train was stopped at Sawai Madhopur station. As protests started to spread, IG Bharatpur zone, district collector, and SP arrived at the scene and persuaded the protesters to vacate the area, managing to clear the track by 6:30 pm. "The halted train departed after a team of DRM Kota repaired the tracks. All the protesters dispersed. I spoke to a few remaining protesters at the spot who have also been dispersed," said Rahul Prakash, IG Bharatpur Range. Prakash said rail movement was restored on the Delhi-Mumbai route via Karwadi-Pillu Ka Pura route on the Bayana section. Senior Divisional Commercial Manager, Kota division of West Central Railways (WCR), Sourabh Jain, said, "We were informed at 4:33 pm on Sunday that some people moved on to sit on the railway track between Fateh Singh Pura and Dumariya Stations near Pillu Ka Pura. The train no. 54794 Mathura-Sawaimadhopur fast passenger train was halted in the section." "In coordination with State Police and Railways, the people on the track were removed at 6:46 pm through convincing and pursual. The 54794 passenger train has departed from the halt, and other trains have also resumed on track. In the entire episode, around 10-12 trains suffered delays," he added. Sunday's mahapanchayat was called despite the Rajasthan govt, through home minister Jawahar Singh Bedam, conveying that it would address the demands raised by the community, including full benefits of 5% reservation in govt jobs and education for most backward classes (MBCs). Bainsla read out the govt draft to the community members, after which it was unanimously agreed to call off the mahapanchayat. However, several community members opposed the govt draft and decided to block the railway tracks. Following the protest, Bainsla and other committee members left the venue, after which angry youths decided to move their protests to the rail tracks.

Some members of the Gujjar community held a protest on railway tracks and stalled a train in Rajasthan's Bharatpur district Sunday after taking part in Mahapanchayat, which was called by BJP leader Vijay Bainsla, pressing for various demands including on reservation. The Mahapanchayat of Gujjar community began at 8 am Sunday in Pilupura and thousands of people from different areas attended it. During the meeting, a draft was sent to the Mahapanchayat from the government which was read out by Vijay Bainsla, who is also the president of Gujjar Aarakshan Sangharsh Samiti. After this, the meeting concluded. However, a section of the community expressed discontent with the government's response, gathered on the railway tracks and stopped the Sawai Madhopur–Mathura passenger express at Fatehsinghpura near Bayana town, Harshit Srivastav, PRO, Western Central Railways told The Indian Express. Srivastav said that though the train was stopped, the presence of security forces in nearby areas ensured that the law and order situation was under control, adding that all passengers were safe. Soon, the Collector and Superintendent of Police reached the spot, spoke to the protesters and the track, which is only 150 m from the Mahapanchayat venue, was cleared around 6:30 pm. Asked about the protest, Bainsla, son of the late Kirodi Singh Bainsla who had led several Gujjar agitations on the quota issue, said that the entire community and leaders are happy with the government's response to their main demands. 'To get the 5% reservation to Most Backward Classes (MBC) included in the Ninth Schedule of the Constitution, a proposal would be recommended by the state Cabinet and it would urge the Centre (to ensure its passage). The entire community wanted this. It is a legislative issue. We all are happy,' Bainsla told PTI, adding it was their key demand. According to the draft read out by Bainsla, ministers will hold a meeting with the Gujjar Aarakshan Sangharsh Samiti in the next 60 days regarding the method of operation of MBC reservation and, if necessary, a decision will be taken as per law after obtaining legal opinion. The government also assured, as per the draft, that a meeting of the Committee of Ministers will be held every 3 months in which the representatives of Samiti will also be invited. The first meeting will be held in June last week. Bainsla said that another demand was that a nodal officer should be appointed in every district to dispose of police cases against community members during the Gujjar agitation. 'The government has agreed to it,' he claimed. Earlier in the day, during the meeting, Bainsla had accused his own government of not fulfilling the promises made to the Gujjars. On June 7, state MoS for Home, Jawahar Singh Bedam held a meeting with members of the Gujjar community in a hotel to convince them to call off the panchayat. Bedam told mediapersons, 'I got the information regarding the Mahapanchayat and its demands. I spoke to CM Bhajanlal Sharma about this, who said that the government is ready to hear anyone. Community leaders should come forward and put forth their demands. Government will listen and make an appropriate decision.' In 2008, when the Gujjar reservation movement erupted, Pilupura was at its centre. Under the leadership of Kirori Singh Bainsla, the Gujjar community took part in the movement and during clashes, 72 people died in police firing. —With PTI
