Ecuador battled a spreading oil slick Tuesday that has reached several rivers after a spill left thousands without drinking water and triggered the declaration of an environmental emergency. The spill in the country's northwest last Thursday was believed to have been caused when a landslide ruptured a major pipeline, releasing tens of thousands of barrels of oil. The crude has since spread from the Esmeraldas River, where it started, to at least four other waterways. About half-a-million people have been affected in one way or another, many cut off from potable water in a region heavily reliant on rivers for this commodity, Esmeraldas mayor Vicko Villacis told the Teleamazonas network Tuesday. The government has declared an environmental emergency in the province, home to a wildlife refuge with more than 250 animal species. State-owned Petroecuador, which manages the damaged pipeline, was using tanker trucks to recover as much as possible of the spilled crude from areas where many people make a subsistence living of fishing. It has not quantified the amount spilled, but Villacis estimated it was about 200,000 barrels. Three ships are expected to bring drinking water to Esmeraldas starting Tuesday, said Petroecuador. Ecuador in 2024 produced about 475,000 barrels of oil per day -- one of its main export products. The burst pipeline is part of the Trans-Ecuadorian Pipeline System (SOTE), which can transport 360,000 barrels per day on the 500-kilometer (310-mile) journey from the Amazon to the Pacific coast. In Rocafuerte, a fishing village in Esmeraldas, AFP observed several boats and their nets covered in black oil. NORWALK, Conn. (WTNH) — State police say a juvenile and a West Haven man were arrested Tuesday after fleeing a crash on Interstate 95 involving a stolen vehicle. Troopers were dispatched to the crash in the area of Exit 16 on the northbound side of I-95 around 7:14 a.m. While responding, they learned the occupants of one vehicle fled the scene on foot. 18-year-old arrested on firearm charges in Norwalk Norwalk and Westport officers also responded to the scene, creating a perimeter in the immediate area. Not long after, two people matching the description of the suspects were detained. State police said they determined the vehicle involved in the crash- a 2019 BMX X6- was reported stolen from the town of Bridgewater. Authorities also found a 2021 Audi S5 stolen from Greenwich that was left abandoned on the Exit 17 off ramp. State police said the vehicle's owner didn't realize it was stolen until police called. State police believe a total of five people fled on foot from both stolen vehicles. Two have been apprehended as of Wednesday afternoon. The juvenile was released from custody on a promise to appear and Villacis was released on a $50,000 bond. The juvenile is scheduled to appear at New Haven Juvenile Court on Feb. 14 and Villacis is scheduled to appear in Stamford Superior Court on April 4. Two stolen cars were recovered following a crash on Tuesday on Interstate 95 in Norwalk where several individuals fled the stolen vehicles, including two who were apprehended. Troopers responded to I-95 North in the area of Exit 16 at 7:14 a.m. on the report of a crash and learned while they were en route that multiple people dressed in all black and wearing ski masks had fled the scene, according to Connecticut State Police. State police notified the Norwalk and Westport Police Departments who helped establish a perimeter around the area. Two individuals were apprehended shortly thereafter who matched the description of those seen leaving the crash. According to state police, troopers found that the vehicle involved in the crash, a 2019 BMW X6, was reported stolen in Bridgewater. Troopers also found an abandoned 2021 Audi S5 on the Exit 17 off-ramp. The owner of the Audi, a Greenwich resident, was contacted by members of the Greenwich Police Department. State police said the owner only learned that their vehicle had been stolen when contacted by police. The two suspects who were apprehended were identified as 18-year-old Jeremiah Villacis of West Haven and a juvenile. They were both arrested on charges of larceny of a motor vehicle and interfering with police. The juvenile was released on a promise to appear and is expected to appear in New Haven Juvenile Court on Friday. Villacis was released on a $50,000 bond and is scheduled to appear in Stamford Superior Court on April 4. After their release from state police custody, both suspects were turned over to the Greenwich Police Department on separate charges. State police said they are still investigating the incident and that they believe a total of five individuals fled from the two stolen vehicles.
