After over 4-year delay, UPPSC clears CBI probe in APS-2010

The Central Bureau of Investigation (CBI) is set to accelerate its probe into irregularities in the 2010 additional private secretary (APS) recruitment after the Uttar Pradesh Public Service Commission (UPPSC) granted permission to investigate its officers allegedly involved in the case. The decision comes four-and-a-half years after the CBI first sought cooperation from the Commission. The state government had recommended a CBI probe on September 4, 2018. (Sourced) Notably, CBI director Praveen Sood wrote to the state chief secretary on May 26, warning that in the absence of concrete progress within 30 days, the agency might close investigations prematurely for lack of cooperation. The commission responded on June 25 by forwarding formal approval to the CBI. The commission had kept the approval confidential. The action emerged in a counter-affidavit filed in Allahabad high court on July 22, 2025, on behalf of several officers named in the probe. The affidavit records an office order dated June 25, 2025, that authorises an enquiry under section 17-A of the Prevention of Corruption Act, 1988, against three officials, including the petitioner. Deputy Secretary Vinod Kumar Singh filed the counter affidavit; it lists respondents as the commission chairman, the secretary acting as enquiry officer, the deputy secretary (establishment), and the controller of examinations. Advocate Sanjay Kumar Om confirmed the filing of the document in Civil Misc. Writ Petition No 1571 of 2025. Prashant Pandey, media in-charge of the Pratiyogi Chhatra Sangharsh Samiti, demanded a named case against the accused persons, followed by arrests to expose all those allegedly involved in the corruption. The state government had recommended a CBI probe on September 4, 2018, after preliminary inquiries uncovered strong evidence of irregularities. On December 30, 2020, the CBI sought permission from the appointment department to investigate the then controller of examinations, IAS officer Prabhunath, plus three commission officers under the Prevention of Corruption Act. The appointment department cleared action against the then controller. The commission withheld permission to probe its officers; consequently, the FIR filed by the CBI on August 4, 2021, named only the then controller of examinations. The CBI repeatedly requested permission from the commission to advance the probe while seeking government intervention. APS 2010 among UPPSC's most controversial recruitments The APS 2010 recruitment is among the commission's most contentious processes. Conducted for 250 posts, the exercise involved alleged rule changes in the Hindi stenographer examination that allowed some candidates to enter a third phase of testing. Computer certificates submitted for selected candidates included documents described as forged. Evaluation of Hindi stenographer answer sheets, along with the Hindi type test, reportedly lacked proper scrutiny; marks were altered in some instances to favour specific candidates. As a result, deserving candidates missed out on the merit list while ineligible persons gained selection.

Madhepura: Unidentified armed criminals shot dead an 18-year-old man while he was asleep in a cowshed, 150 metres away from his house under Uda-Kishunganj police station in Madhepura district, in the early hours of Thursday. Azad Kumar, a resident of Uda-Kishunganj village, was said to be a building material dealer. He had gone to his cowshed on Wednesday evening and stayed there amid heavy rain. When he did not return till late Thursday morning, his father moved went to the cowshed in search of him, where they found the victim dead. The criminals, already lying in ambush, shot the victim while he was asleep, and fled, according to local sources. Upon receiving information about the incident, Uda-Kishunganj SHO Vinod Kumar Singh, accompanied by a police force, rushed to the spot and, after a preliminary investigation, took the body to Madhepura for postmortem. Police are looking into the matter, and the criminals involved in the incident will be arrested soon, said the SHO. In view of the Kanwar Yatra, an elaborate traffic diversion plan has been prepared by police in Meerut to manage the anticipated surge in pilgrim movement. The plan will come into effect from the night of July 10, with a complete ban on the entry of heavy vehicles into city limits and strict traffic management protocols to ensure a safe and smooth pilgrimage, officials said. To oversee the entire Yatra operation, DIG Kalanidhi Naithani, in a meeting with additional state radio officer Vinod Kumar Singh, directed all districts to report updates every hour to the Range Control Room. (HT Photo) According to senior superintendent of police (SSP) Vipin Tada, one lane will be exclusively dedicated to Kanwariyas, while the other will be used for light vehicular movement. Several key highways and intercity routes, especially those connecting Delhi, Uttarakhand, and western U.P. districts will operate under rerouted traffic systems to avoid congestion and accidents. 1 2 Prayagraj: The Prayagraj Police have installed eight air coolers and 18 fans at their stable in reserve police lines to safeguard horses from intense heat, as temperatures exceed 43 degrees Celsius in Sangam city. The horses receive Glucon D and two varieties of special salt to aid digestion and regulate body temperature. The Prayagraj district police maintain 18 police horses, with each valued between Rs 70,000 and Rs 2 lakhs. The police department has assigned 10 trained mounted policemen, including a Reserve Inspector (mounted police) and hostlers, to care for the horses at the reserve police lines stable. Speaking to TOI, reserve inspector Vinod Kumar Singh said: "A total of eight air coolers have been installed in the stable to offer a respite to the horses in the prevailing heat wave conditions. A veterinary doctor has also been engaged for the horses' healthcare." Singh elaborated on their dietary requirements, stating, "We maintain a special diet for each horse. They are fed chana, jau, chokhar, salt and an adequate amount of grass along with adequate water per day." During winters, the horses receive blankets for warmth, he said. Patna medical college supply ‘scam': ED attaches assets worth `3 crore

The ED has provisionally attached 10 properties valued at around `3.01 crore in Greater Noida, Patna, and Darbhanga, as part of its probe into the alleged Patna Medical College and Hospital (PMCH) medical supply scam. The attachments were made under PMLA in connection with allegations that PMCH officials, in collusion with various suppliers, procured medicines and equipment at exorbitant rates and in much higher quantities, causing a loss of 'approximately `12.63 crore' to the exchequer. The ED initiated its investigation based on an FIR and chargesheet filed before the Special Vigilance Court in Patna, under various sections of IPC and Prevention of Corruption Act, 1988. The case, originally registered by the Bihar Vigilance Investigation Bureau, named the then PMCH superintendent, Dr Om Prakash Choudhary, among the accused. According to officials, alleged irregularities occurred during the financial years 2008-09 and 2009-10, when hospital authorities, 'in connivance with various suppliers, purchased medicines, chemical reagents, machines, and medical equipment' at inflated prices and in quantities far above actual requirements. Earlier, in November 2020, the ED had attached movable and immovable assets worth `3.14 crore belonging to 'Dr Om Prakash Choudhary, Dr Vinod Kumar Singh, Dr Ganesh Prasad Singh, Amit Kumar Dhandhania, Bimal Dalmia, and their family members'. These assets, including flats, land, luxury vehicles, and bank deposits, allegedly represented proceeds of crime, as per ED officials, who said provisional attachment was confirmed by Adjudicating Authority under PMLA in New Delhi in April 2021. A prosecution complaint was filed before Special Court (PMLA) in Patna, which took cognisance of money laundering offence in April 2022. With the latest order, the total value of assets attached in now stands at `6.15 crore.
