Virginia Beach introduces program to address school-related threats
VIRGINIA BEACH, Va. (WAVY) — The City of Virginia Beach recently launched a new program in order to address school-related threats. The new program, called the School Threat Offense Program (STOP), was introduced by the Virginia Beach Court Services Unit and the Virginia Beach Police Department and consists of a five-week educational course for youth adjudicated on school-related threats. According to a release, each week of the program will focus on different aspects of accountability, behavioral awareness and community safety, including applicable laws and rules, bullying prevention and consequences of harmful actions. During the program, School Resource Officers will speak with both parents and students about different support strategies, accessing school-based resources and the impact school threats on the larger community. Parents of the first graduates of the program, which concluded on May 21, 2025, said they have noticed considerable changes in their children, such as increased emotional regulation, accountability and academic progress. 'We have long needed a program like STOP,' VBPD Lt. Kevin Lokey said. 'Education, engagement and empowerment from the program produce a positive turnaround for these kids and their families. STOP is designed to reduce juvenile incarceration while still correcting behaviors and helping youths learn from their mistakes.' For more information on the program, click here. Virginia radio host Brandon Stokes arrested for allegedly trying to drunkenly enter crime scene
A beloved Virginia radio personality was accused of attempting to drive drunkenly through a crime scene where law enforcement was investigating an officer-involved shooting. Brandon Stokes, known by his stage name as 'Shaggy' on Virginia Beach's Z104, allegedly showed signs of intoxication as he tried to enter a closed-off area surrounded by law enforcement in Virginia Beach on Wednesday around 9:30 a.m., 13 News Now reported. At the time, the Virginia Beach Police Department blocked off the area when they were investigating an unrelated officer-involved shooting that happened the same morning. 5 Brandon Stokes was arrested on Wednesday and charged with DUI and obstruction of justice. Virginia Beach Sheriff's Office Officers reportedly fired at a suspect — identified as 18-year-old Shaun Marlar — who was holding a replica gun outside of a self-storage business, according to 10 WAVY. Marlar was allegedly attempting to break into a car at a daycare facility near the storage business when police confronted him. Authorities shot Marlar when the teen pointed the replica firearm. The 43-year-old radio personality, who owns a roller skating rink just feet away from where the shooting happened, said he had property nearby and insisted that he was 'allowed to drive through,' according to court records reviewed by the outlet. Officers repeatedly told Stokes that he could not enter, but the disc jockey would not take no for an answer. Stokes reportedly became 'belligerent' and slurred his words while cussing at the law enforcement officers on scene. 5 Stokes reportedly was trying to drive up to his business, a roller skating rink, near the crime scene. WTKR 3 One officer noticed a strong smell of booze on his breath and Stokes agreed to take a preliminary breath test. The results showed a reported blood alcohol concentration of 0.18, which is more than twice the legal limit in Virginia. Stokes was taken into custody. 5 Stokes is a morning show host for Z104. 'THURSDAY – RUMOR IS IT'S GONNA RAIN TODAY,' the host captioned on an Instagram story posted Thursday. The video on his Instagram showed a quick look inside the studio. He later assured his fans that everything was okay in a short post on his DJ Facebook page. 'Promise you all is well.. I'm good. – happy Thursday,' the post read. 5 The DJ partnered with local law enforcement to promote a program that helped inmates create music last June. The DJ's arrest came nearly one year after he teamed up with the Virginia Beach Sheriff's Office to feature a program that allowed inmates to create original music. Marlar is in critical, but stable condition after the shooting. He was charged with two counts of assault on a law enforcement officer and three counts of brandishing. 'I don't know. My heart is broken. I don't know what to say about that. You know, I'm terrified for the people that he had an effect on, and I'm terribly sorry for what they've gone through, but super glad that nobody got hurt,' Marlar's dad told the outlet. 'He's got to know the consequences for what he has done and get some help. He is not a bad or mean person. He just struggles.'

Virginia Beach Police seek help in locating missing and endangered 43-year-old man
VIRGINIA BEACH, Va. (WAVY) — The Virginia Beach Police Department is seeking the community's help in locating a missing and endangered 43-year-old man. Brandon Blackburn was reported missing on Thursday. Police said he was last seen leaving his house located in the Arrowhead area of Virginia Beach. Blackburn is believed to be driving a black 2021 Nissan Maxima with the VA tag 'UFN2476.' He is described as 5-foot-8-inches and 220 pounds with brown hair and blue eyes. At the time of his disappearance, he was wearing a gray Harley Davidson t-shirt, black shorts and black and white Hey Dude shoes. Two of the three men arrested were charged with use of a machine gun. Authorities were notified of shots fired at the Oceanfront near the intersection of Atlantic Avenue and 23rd Street on April 27 from a Shotspotter alert and multiple calls to emergency services, police said. Officers confirmed shots fired at the scene and reported no injuries, according to a Virginia Beach Police Department release. Following an investigation, police said, arrests were carried out for 23-year-old Nashun Simmons of Hampton, who was charged with multiple felonies including shooting in a public place, destruction of property, possession of a firearm by a convicted felon, possession of a switch activator and using a machine gun; 22-year-old Jay'nod Harvey of Newport News, who was charged with multiple felonies including wearing a mask in the commission of a felony, possession of a firearm by a convicted felon and possession of a trigger activator; and 23-year-old Mark Aranjo of Hampton who was charged with possession of a switch activator and using of a machine gun. Police seized three guns, one with a trigger switch and extend magazine. Switch activators and trigger switches are generally used to illegally convert a semi-automatic firearm into one that's fully-automatic. These three arrests bring up the total number from College Beach Weekend up to 56 and the total number of guns confiscated up to at least 31. College Beach Weekend is an annual informal tradition wherein college students, especially those from the region's Historically Black Universities, gather in crowds at the Oceanfront the last weekend of April. It has long been known to result in occasional violence and numerous arrests. No additional details were immediately available.

Virginia Beach woman killed in pedestrian-vehicle crash, police say
VIRGINIA BEACH — Police are investigating a Wednesday night pedestrian-vehicle crash that has left a Virginia Beach woman dead. In a statement, the Virginia Beach Police Department said 45-year-old Dena Harris was pronounced dead at the scene, off Holland Road, near the street's intersection with South Plaza Trail. The driver of the involved vehicle remained on the scene and was cooperative, police said. The police department's Traffic Safety Unit is investigating the incident.
