Kremlin says memorandum will be revealed only at talks in Istanbul

Kremlin says it's ready to provide military assistance to North Korea if necessary
Russia will provide North Korea with the same military assistance that Pyongyang has given Moscow if needed, Kremlin spokesman Dmitry Peskov has said. Moscow waiting for signal on peace talks from Kyiv
