Wind River Family and Community Health Care Systems (WRFCHCS) is soliciting proposals from qualified firms for White Buffalo Youth Prevention Building. Scope of Work: 'Barndominium' style steel building to become a youth center which includes office space, a large kitchen area and an open area/living space for activities. An example is below, this is only an example and this should only be used as a guideline. Time for Performance: This proposal will be open for acceptance by the WRFCHC for a period of thirty (30) calendar days after the date of submission. Detailed audit plan including timeline, check-ins, and schedule of regular reporting to WRFCHC Other Requirements: A successful proposal must comply and ensure subcontractor compliance with the Copeland Act requirements ((29 C.F.R. Part 3); Federal Grants and Agreements Uniform Guidance (2 C.F.R. Part 200); IHS requirements related to reporting, patent rights, and/or copyrights, and other rights to data; IHS procurement regulations; the Northern Arapaho Tribe Employment rights; WRFCHCS Procurement Policies; and all other applicable laws, rules, and regulations. General Conditions:Choice of Law- The contract regarding these services will be governed and construed in accordance with and pursuant of the codes of the Northern Arapaho Tribe. Non-Binding- WRFCHCS retains the rights to reject all submissions. Selection is also dependent on the negotiation of a mutually acceptable contract between the candidates and WRFCHCS. Compensation- The proposal should provide a cost of all work associated with the provision of these services. The final cost of services may be negotiated prior to awarding of the contract. Indian Preference- Pursuant to Section 7(b) of the Indian Self- Determination and Education Assistance Act [25 USC 450e(b)], as required by 24 CFR 1000.48, Indian preference will be exercised in the selection of proposals. Introduction The Wind River Family and Community Health Care (WRFCHC) is seeking proposals for the development and implementation of a comprehensive curriculum for Behavioral Health Aide Training (BHAT) Level 1 modules. This curriculum must align with identified learning objectives and the Indian Health Service (IHS) standards and procedures. WRFCHC encourages competitive bids from qualified vendors to ensure compliance with federal procurement regulations. Scope of Work The selected vendor will be responsible for delivering a robust curriculum that prepares trainees for effective behavioral health service delivery in tribal and rural settings. The scope of work includes but is not limited to: 1. Stakeholder Engagement: o Conduct monthly meetings with WRFCHC staff and key Indian Health Services (IHS) partners to align on project progress, gather input, and ensure curriculum relevancy. o Travel quarterly to the Wind River Indian Reservation to meet in person with staff, partners, and community members for in-depth collaboration. 2. Curriculum Development: o Organize and develop content for BHAT Level 1 modules that meet identified learning objectives outlined in IHS standards and procedures. o Identify and coordinate with subject matter experts to design core content and ensure alignment with cultural and regional relevancy. o Collaborate with experts to integrate alternative learning formats such as plain language, videos, written materials, and auditory options to ensure accessibility for diverse learners. 3. Instructional Design and Delivery: o Work with instructional designers to create course materials for WyoLearn course shells. o Establish in-module learning checks and evaluation metrics to monitor participant progress and competency achievement. 4. Evaluation: o Develop and implement evaluation tools to assess the impact of the training on participant knowledge, skill development, and application in service settings. The requested services must be completed by a company familiar with Human Resources and Payroll needs and with Tribal organization experience preferred. PROJECT SCOPE AND SPECIFICATIONSThe Project Scope and Specifications are:The new Human Resources/Payroll Management Software will need to have the following capabilities (including but not limited to): robust reporting for employee and payroll management with dashboards and push reporting, performance management including productivity, certifications, and courses, applicant tracking, onboarding, attendance tracking, time and labor management-scheduling, employee self-service, streamlined documents and checklists for managing files, employment law compliance, user friendly, digital filing, learning management system compliant for health care organizations, benefits administration tool with form 1095 processing, ability to build multiple deduction types, survey capabilities, digital payroll change notification capabilities with workflow processes, digital performance management and disciplinary action capabilities. The current network infrastructure will be used to build any new systems in the WRFCHC virtual environment according to the new Human Resources/Payroll Management System vendor requirements. Wind River Family and Community Health Care seeks the most cost-effective way to achieve the goals of this project. All responding companies are encouraged to provide alternative ideas to assist WRFCHC in achieving a new Human Resources/Payroll Management System that provides superior management of our robust and complex health care system. PROPOSAL BIDDING REQUIREMENTS PROJECT PROPOSAL EXPECTATIONS Wind River Family and Community Health Care shall award the contract to the proposal that best accommodates the various project requirements.
