Three cops deny bribery charges

IPOH: Two policemen and a former cop have claimed trial at the Sessions Court here to two joint charges of accepting about RM20,000 in bribes. Former Kpl Wan Mohd Nor Imran Wan Seman, 35; L/Kpl Ahmad Rabani Rusnizal, 29; and L/Kpl Mohamad Shukre Mohamed Rowi, 37; nodded and pleaded not guilty after the charges under Section 17(a) of the Malaysian Anti-Corruption Commission (MACC) Act, together with Section 34 of the Penal Code, were read to them before judge Meor Sulaiman Ahmad Tarmizi yesterday. All three, from Kedah, were charged with accepting RM10,000 via bank transfer from one Azizi Norhafizi Abu Bakar, wired into L/Kpl Ahmad Rabani's bank account, which was registered in Kamunting, as an inducement not to take action against the former for possession of syabu on July 24, 2023. For the second charge, all three, who were working at the Merbok police station, were said to have committed a similar offence the following day. Those found guilty can be jailed for up to 20 years and fined no less than five times the bribes taken. Lawyer Siti Salwa Ja'afar, representing all three accused, pleaded for a lower bail, noting that their monthly salaries are only about RM1,700. She said all three accused are married and have children and kin to care for. Siti Salwa added that they had come from Sungai Petani, Kedah, to attend the court proceedings yesterday. Judge Meor Sulaiman set bail at RM5,000 with one surety each and June 26 for mention. He also ordered all three to report to the MACC office in Sungai Petani on the first Sunday of each month until the case is concluded.

IPOH: A former police corporal and two police personnel holding the rank of lance corporal were charged at the Sessions Court here today with two counts of accepting a RM20,000 bribe in exchange for not taking action against an individual found in possession of drugs in July 2023. Wan Mohd Nor Imran Wan Seman, 35, who now works as a lorry driver, along with police personnel Ahmad Rabani Rusnizal, 29, and Mohamad Shukre Mohamed Rowi, 37, pleaded not guilty to both charges read before Judge Meor Sulaiman Ahmad Tarmizi. According to the first charge, all three, as police officers attached to the Crime Prevention Unit of the Merbok Police Station in Kedah, allegedly conspired to receive a bribe of RM10,000. The money was transferred from an AmBank Islamic account belonging to Azizi Norhafizi Abu Bakar, 37, into a Bank Simpanan Nasional (BSN) account under Ahmad Rabani's name. The bribe was allegedly given as an inducement not to take action against the individual for possessing syabu (methamphetamine), an offence under the Dangerous Drugs Act 1952. The alleged offence took place at BSN-CPI Kamunting, Perak, at about 3 am on July 24, 2023. For the second charge, they are accused of committing the same offence involving the same individual, amount and location on July 25, 2023. The charges were brought under Section 17(a) of the Malaysian Anti-Corruption Commission (MACC) Act 2009, read together with Section 34 of the Penal Code, which carries a maximum jail term of 20 years and a fine of not less than five times the amount of the bribe or RM10,000, whichever is higher, upon conviction. The court allowed bail at RM5,000 with one surety for each accused, along with the additional conditions that they surrender their passports and report to the nearest MACC office. The case is set for mention on June 26.

Former Koperal Wan Mohd Nor Imran Wan Seman, Lans Korperal Ahmad Rabani Rusnizal and Lans Korperal Mohamad Shukre Mohamed Rowi pleaded not guilty after the charges were read before Judge Meor Sulaiman Ahmad Tarmizi on Thursday (May 22). In the first charge, all three were accused of accepting RM10,000 via bank transfer from one Azizi Norhafizi Abu Bakar, which was wired into L/Kpl Ahmad Rabani's bank account as an inducement to not take action against him for possessing syabu, which is an offence under the Dangerous Drugs Act 1952 on July 24, 2023. Therefore, they were alleged to have committed an offence under Section 17(a) of the Malaysian Anti-Corruption Commission (MACC) Act, which was read together with Section 34 of the Penal Code. For the second charge, all three were said to have committed the same offence the following day. Those found guilty can be jailed for up to 20 years and fined no less than five times the bribes taken. MACC prosecuting officer Mohd Zulfadli Azharudin proposed for bail to be set at RM10,000 for each of the three accused for the two charges. He also requested the accused's passports to be surrendered and to report to the nearest MACC headquarters once every month. Lawyer Siti Salwa Ja'afar, representing all three accused, pleaded for a lower bail, noting that their monthly salaries were only about RM1,700. "In principle, a bail is to ensure their attendance in court, not as a punishment and should not be excessive to the extent that they cannot pay. "All three accused attended court today on their own from Sungai Petani, Kedah, without bail, and they have pledged to attend the proceedings," she said. Judge Meor Sulaiman set bail at RM5,000 with one surety each and June 26 for mention. The accused were also ordered to report to the MACC office in Sungai Petani on the first Sunday of every month until the case is complete.
