Newport house granted lawful status for six-person HMO

An application for a Lawful Development Certificate (Existing) for 88 Caerleon Road, Newport, was approved on May 29. This decision followed a previously unsuccessful attempt in March 2018. The property, a mid-terraced two-storey dwelling, has been confirmed for use as a House in Multiple Occupation (HMO) for six people. The decision was made after considering a range of evidence provided by Hilary Edwards, the current owner, and Morgan Stewart, the previous owner. This included statutory declarations, HMO licences dating back to 2014, tenancy agreements, rent payment summaries, property maintenance invoices, and Council Tax records. All this documentation confirmed the property has been used as a six-person HMO continuously since July 2014. The application also included confirmation from Newport Council's Licensing team of HMO licences covering the periods from June 30, 2014, to June 30, 2019, January 20, 2020, to January 19, 2025, and January 20, 2025, to January 19, 2030. The decision was based on the balance of probabilities that the property has been in continuous lawful use as a six-person HMO for ten years prior to the application. No objections were noted in the decision report. The property is located in the St. Julian's ward of Newport. The assessment of the application was based on the lawfulness of the property's use rather than planning merit, meaning planning policies were not applicable in this case. The determination also considered implications under the Equality Act 2010, Welsh Language Act, and Newport's Well-Being Plan 2018–2023, concluding no significant impact.

The partnership has delivered over £5.9 million in financial benefits with additional tuition revenue and operational cost savings*, and a record 18% increase in enrolments, in just one year. Serving over 10,000 students across four campuses, Coleg y Cymoedd faced challenges in managing an extensive range of full-time and part-time courses while ensuring bilingual service delivery (in both English and Welsh) in compliance with the Welsh Language Act. Recognising the need for transformation, the college sought a solution to handle high enquiry volumes, particularly outside of traditional working hours when prospective students and their families often conducted research. To address these challenges, the college collaborated with to develop ARNY, the first bilingual AI assistant in Welsh further education. Named after the college's four campuses (Aberdare, Rhondda, Nantgarw, and Ystrad Mynach), ARNY was designed with input from staff and students to address specific recruitment and engagement challenges. SMART: AI Student Recruitment Copilot, built on Microsoft technology, deploys a pre-trained language model covering over 400 further education topics, and integrates seamlessly with the college's systems. ARNY automated the handling of thousands of enquiries, 46% of which occurred outside traditional office hours. This ensures continuous support for prospective students during crucial decision-making periods while alleviating administrative pressures on staff. By streamlining routine enquiries, the AI assistant enables the admissions team to focus on personalised applicant interactions. Since its launch ARNY has handled over 5,000 queries, engaging over 3,000 conversations, reinforcing the success of its uptake. The implementation of ARNY. led to a net enrolment has led to an increase of 523 students, representing an 18% rise compared to the previous year. Conversion rates have also improved, jumping from 72.68% to 80.21%, resulting in 443 additional successful applications. Furthermore, retention rates have strengthened, with 66 fewer early withdrawals and non-starters. The AI assistant also complies with WGAG 2.1 AA accessibility standards, ensuring inclusivity in student recruitment.
