Reported crimes involving women, children in Kedah doubled in 2025, says Home Minister

ALOR STAR: The number of women and children who are either victims or witnesses in criminal cases has doubled in recent months, says the home minister. Datuk Seri Saifuddin Nasution Ismail said an average of 42 cases were reported each month in the first half of the year, compared with 16 in 2024. Home Minister Datuk Seri Saifuddin Nasution Ismail said this marked a significant increase. "If we zoom in on Kedah, the 2024 data showed an average of 16 cases a month. But for the first six months of this year, that number has climbed to 42 a month, more than double the previous rate," he said during a press conference after opening the new Child Interview Centre (CIC) under the police's Women and Child Investigation Division (D11) in Derga, near here, today. Also present were Home Ministry secretary-general Datuk Awang Alik Jeman and Deputy Inspector-General of Police Datuk Seri Ayob Khan Mydin Pitchay. Saifuddin said on a national scale, children under the age of 18 were involved in about 75 per cent of sexual crime cases reported yearly. "In terms of this type of crime, there is a rising trend nationwide. When we look at the victims, children represent a disproportionately high share of reported cases," he added. He said the figures only accounted for reported cases. "Data on crimes of this nature often shows that the perpetrator is someone known to the victim, and a major challenge for investigators is to produce corroborative evidence," he said. Saifuddin said the CICs were designed to strengthen investigations into crimes against children, particularly in gathering corroborative evidence that complemented statements taken by investigators. "These centres conduct interviews with child victims in a manner that is admissible in court. The sessions are recorded, and the footage can be used during trial proceedings," he said. Unlike conventional criminal investigations, he said officers assigned in CICs undergo training in areas such as psychology, counselling, and trauma handling. He said currently, there were 31 CICs operating nationwide, with Kedah hosting two centres. On the legal framework, Saifuddin said existing laws were applied effectively but said the government was open to amendments if necessary. Saifuddin expressed satisfaction with the commitment shown by D11 officers and pledged continued support for the division's needs in manpower, training, equipment, and logistics. "We will continue to enhance their capacity, improve cross-agency collaboration, and evaluate any necessary legal improvements," he said.

KUALA LUMPUR: A teenage girl who was sleeping in her mother's bed was allegedly molested and raped by her mother's partner. The girl's mother was reportedly in the same room and witnessed the incident at their home. Federal Criminal Investigation Department (CID) Sexual, Women and Child Investigation Division (D11) principal assistant director, Senior Assistant Commissioner Siti Kamsiah Hassan, said the incident occurred in the middle of last year at around 4pm, while the 14-year-old victim was asleep in her mother's bedroom. "The victim awoke when she felt someone touching her and, upon opening her eyes, saw her 36-year-old mother and her mother's 61-year-old boyfriend next to her. "The male suspect then proceeded to rape the victim in front of her mother," she said when contacted on Saturday. She added that on June 25, the victim also discovered messages between her mother and the suspect discussing further sexual acts, including the man expressing his intention to have sex with the victim at a hotel. Frightened, the victim fled to a friend's house before lodging a police report at the Pandan Indah Police Station. "Following this, police arrested the victim's mother, who works as a security guard, and her boyfriend, who is self-employed, yesterday. "They have been remanded for seven days to assist in the investigation under Section 376(1) of the Penal Code for rape," she said. If convicted, the suspect faces imprisonment for a term of not less than 10 years and not more than 30 years, and shall also be liable to whipping.

Bukit Aman Sexual, Women and Child Investigation Division's (D11) principal assistant director Assistant Commissioner Siti Kamsiah Hassan KUALA LUMPUR – The illegal activities of a university student came to light after he was arrested during a recent operation codenamed Op Pedo, which led to the discovery of 5,000 files containing child sexual abuse material (CSAM) and adult content on his devices. Even more disturbing, the 20-year-old suspect was found to have produced some of the pornographic material himself, involving two local children as victims. The man was arrested on April 29 in Pasir Gudang, Johor by a team from the Malaysia Internet Crime Against Children (Micac) unit, the Sexual Women and Child Investigation Division (D11) of the Bukit Aman Criminal Investigation Department and the Johor Contingent Police, in collaboration with Google. Bukit Aman Sexual, Women and Child Investigation Division's (D11) principal assistant director Assistant Commissioner Siti Kamsiah Hassan said checks on the suspect's devices uncovered 5,000 files containing CSAM along with adult content, believed to have been downloaded from the internet. Some of the materials were also believed to have been produced by the suspect himself, involving two local children. She said further investigations revealed that the suspect had taken advantage of two girls, aged four and nine, who were also his cousins. "The suspect is believed to have recorded the acts using a mobile phone at several different locations — in Selangor, Pahang and Kelantan. "Police have seized a mobile phone and a laptop for further action under Section 10 of the Sexual Offences Against Children Act 2017 and Section 292 of the Penal Code," she told Sinar. Kamsiah said three separate investigation papers had been opened in the relevant states. "For the offence of possessing CSAM and adult content, the suspect was charged in Johor on May 22, pleaded guilty and paid a fine of RM5,000. "For the offence involving recordings with the children at the suspect's family home in Sungai Buloh between 2023 and 2025, the suspect was charged today (Thursday) in Klang," she added. She said investigations into another incident involving the suspect bathing one of the victims in a bathroom at an oil palm plantation in Maran, Pahang were still under review by the Deputy Public Prosecutor. "As for the incidents in Kelantan, which occurred last year and this year at the suspect's grandmother's house, investigations are also still being reviewed by the Attorney General's Chambers," she said.

Naim, whose full name is Muhammad Na'im Daniel Baharin, 28, made the plea after the charge was read out before Judge Datin M. Kunasundary during a closed-door proceeding. According to the charge, the "Sumpah" singer was accused of committing physical sexual assault against the teenager who was 17 years and seven months old at the time for sexual purposes at a hotel at 8.56pm on May 19. He was charged under Section 14(a) of the Sexual Offences Against Children Act 2017, which carries a maximum jail sentence of 20 years and whipping, if convicted. During the proceedings, deputy public prosecutor Nurul Izzah Shaharuddin offered RM15,000 bail with one surety. "This includes additional conditions. The accused must surrender his passport to the court and is prohibited from contacting the victim or prosecution witnesses," she said. Last week, it was reported that a singer-actor was arrested to assist investigations into a sexual assault case involving a 17-year-old girl at a hotel in Petaling Jaya, Selangor. It is understood that the victim got to know the celebrity three months ago at a café where she worked and they met several times after that. PUTRAJAYA: A local singer and actor made an appearance at the Sessions Court here today, fueling speculation that he may be the individual charged in a recent case involving the physical sexual assault of a 17-year-old girl. The celebrity arrived at the court complex around 8.35am, dressed in a black suit. However, he did not share specific details about the reason for his presence in court. On Friday, Selangor police chief Datuk Hussein Omar Khan said a celebrity would be charged under Section 14(a) of the Sexual Offences Against Children Act 2017, which was approved by the Selangor deputy public prosecutor's Office. On June 4, it was reported that a singer-actor had been arrested for allegedly sexually assaulting a teenage girl at a hotel in Selangor. The incident allegedly occurred after the victim met the man at a café where she worked. Federal police Sexual, Women and Child Investigation Division (D11) principal assistant director Senior Assistant Commissioner Siti Kamsiah said the suspect had arranged to meet the victim at a hotel following several previous meetings. "She alleged that the suspect sexually assaulted her during their most recent encounter," she said.
