Dubai - Former UK Prime Minister the Rt Hon Boris Johnson conducted a two-way conversation with the former UK Prime Minister the Rt Hon Winston Churchill during the Future of Government Communication Forum at the 2025 World Governments Summit, held in Dubai from the 11th-13th February 2025. The conversation was recorded at the 'Creator's HQ' during the 'Future of Government Communication Forum', organized by the UAE Government Media Office as part of the World Government Summit 2025, hosted by Dubai from 11 to 13 February 2025. The event was held in collaboration with the Emirati company "AI Media Lab," a subsidiary of Visioneers, which specializes in developing artificial intelligence solutions for key sectors, particularly the media. The conversation was enabled by a proprietary Large Language Model, an AI trained on Churchill's collected works, speeches and biographies of the former leader, including Johnson's celebrated biography of Churchill, The Churchill Factor: How One Man Made History. 'The model is capable of spine-tingling fidelity, it was a truly uncanny conversation,' said Johnson after the recording. 'Having closely followed and researched Churchill's life, his views and his work, I was amazed to find myself literally face to face with a talking facsimile of Winston who was capable of holding a conversation that one would have said was truly with the man himself. Models like this have a real role in education, in helping people appreciate history in new ways.' The conversation was the first live demonstration of the first fully interactive meta-human avatar driven by a Large Language Model. It was conducted as a 'Video call with the past', using speech to text to LLM to text to speech technology and a 'meta-human' an emotionally contextual avatar of Churchill, whose synthesised voice was based on samples of Churchill's public speeches. The demonstration paves the way for the development of fully interactive capabilities for artificial intelligence Over the past 12 years, WGS has become one of the world's largest and most influential forum for governments. The 2025 summit's agenda featured 21 forums covering six key themes including health transformation, governance, and crisis mitigation. Held under the theme Shaping Future Governments, WGS brought together thought leaders to foster international cooperation and identify innovative solutions for future challenges, ultimately inspiring and empowering the next generation of governments. In addition to entrepreneurs, several heads of states including the president of Indonesia, Prabhowo Subianto, Sri Lankan president Anura Kumara Disanayake and Kuwaiti prime minister Ahmad Al-Abdullah Al-Sabah attended the event. The summit also saw the launch of 30 strategic reports across various sectors. These reports, developed in collaboration with leading think tanks and research institutions, offer key indicators, models, and innovative solutions to accelerate progress towards the Sustainable Development Goals, enhance government preparedness and resilience, and foster greater international cooperation. The summit also presented several prestigious global awards including the Best Minister in the World Award, the Creative Government Innovations Award, the Global Award for Best Government Applications, the Global Government Excellence Award, and the Best Teacher in the World Award. The summit launched the Global Ministers Survey, inviting ministers worldwide to share their insights on critical global issues and contribute to collaborative solutions. Additionally, it hosted the annual gathering of TIME100's most influential people in AI.

Abdullah Ahmad Ahli, Acting Assistance Undersecretary at MOHAP, highlighted in a press briefing the ministry's focus on innovative, user-centric solutions to meet future healthcare needs. The centerpiece of this overhaul is a large-scale Service Re-engineering Project that seeks to optimise and redesign all services in collaboration with stakeholders and strategic partners, ensuring they align with user needs and preferences. The project's key initiatives include a transformation of digital channels guided by customer councils, focus groups, and user interviews, the launch of the National Unified Licensing Platform to facilitate the integration of skilled medical professionals into the UAE's healthcare system, and the National Digital Experience Centre. This centre will optimise MOHAP's existing digital laboratory, and develop a collaboration between public and private sectors to drive digital healthcare advancements. Dedicated to public involvement in its service design, MOHAP's Customer Experience Lab recently received the 'People Engagement' award at the World Government Summit 2025. The Bureaucracy Elimination Programme is already seeing remarkable results, such as a 90% reduction in service processing time, a 70% decrease in procedural steps, required documents, and regulatory conditions, and a 75% fall in in-person visits to service centres. These outcomes demonstrate a healthcare system that is more accessible and user-friendly, setting new standards for smart, efficient, customer-centred healthcare in the UAE.

Strategic Development Fund (SDF), an Abu Dhabi-based investment company wholly owned by EDGE Group, one of the world's leading advanced technology and defence groups, today (February 26) announced that it has signed an initial agreement with Regent Craft, a Rhode Island-based developer and manufacturer of all-electric seagliders. As per the deal, the duo will establish a joint venture (JV) to manufacture Regent's electric seagliders in the UAE for supply to the Middle East, Africa and beyond, once all necessary approvals are received. The JV will also provide aftermarket services, including maintenance, repair, and overhaul (MRO), it stated. According to EDGE, the venture aligns with SDF's strategic objectives in focusing on advanced technologies within specific strategic sectors, among which are aerospace, and dual-use technologies. It also supports projects that contribute to the development of the industrial ecosystem and enhance critical supply chain and production capabilities within these sectors. SDF had initially invested in Regent in 2023 and increased its stake last year as negotiations for the UAE partnership progressed. Upon the successful establishment of the partnership, which is subject to finalising conditions and obtaining local and international regulatory approvals - SDF plans to further invest in the company, reinforcing its confidence in Regent's potential and strengthening their long-term collaboration. REGENT recently broke ground on a 255,000-square-foot seaglider manufacturing facility in Rhode Island, expected to come online in 2026. Seagliders are a novel all-electric high-speed vessel that operate exclusively over water to connect coastal destinations for uses including passenger travel, cargo transport, offshore energy logistics, defense operations, and emergency response and aid. REGENT projects the manufacturing and deployment of seagliders in the UAE have the potential to make significant contribution to the country's annual GDP in the next decade through localizing supply chain, creating high value jobs, and increased domestic tourism and spending. Seagliders, which use existing dock infrastructure, are expected to enter into service in the UAE in 2027, and REGENT has been working with key stakeholders in the country to enable a smooth integration into existing transportation networks. REGENT has signed agreements with the Abu Dhabi Department of Municipalities and Transportation (DOT) to integrate seaglider service into the existing UAE transportation network and with Abu Dhabi Maritime to explore the feasibility of electric seagliders as a mode of transportation on Abu Dhabi waterways. REGENT is also working with Aramex, a global logistics and transportation solutions provider, to assess the feasibility of integrating REGENT's high-speed seagliders into Aramex's middle-mile logistics network. REGENT is working with maritime classification society Lloyd's Register and the UAE Marine Transport Affairs Department to advance seaglider maritime certification in the country.
