Illinois Tech first US varsity to get UGC approval, to open Mumbai campus

Chicago-based Illinois Institute of Technology (Illinois Tech) has become the first American university to receive formal approval from India's University Grants Commission (UGC) to establish an independent, degree-awarding campus in the country. The development, according to a PTI report, marks the first time a US institution will directly operate a full-fledged campus under India's national higher education regulations. The new Illinois Tech Mumbai campus is set to commence operations in 2026, offering undergraduate and postgraduate programmes in computer science, engineering, and business. The Mumbai campus will replicate Illinois Tech's signature academic model, combining theory with real-world exposure. As part of this, students will have access to the university's Elevate programme - an initiative that guarantees every student hands-on learning through internships, research, competitions, and collaborative projects. Courses will be taught by a globally-recruited faculty, which includes visiting professors from Illinois Tech's US campuses and educators with international academic backgrounds. 'Our new campus responds to this extraordinary demand by delivering globally recognised Illinois Tech degrees in a highly accessible, affordable, and locally contextualised format,' said Mallik Sundharam, vice president for Enrollment Management at Illinois Tech. Maharashtra Chief Minister Devendra Fadnavis has welcomed the move, viewing it as a significant opportunity for students and employers alike. Illinois Tech: Strong academic credentials According to the 2025 US News & World Report, the undergraduate and graduate computer science programmes of Illinois Tech rank among the top 100 in the United States. Its business programmes also receive high marks: the university's Master's in management is ranked 15th, marketing 24th, and finance 26th by TFE Times. In terms of student outcomes, Opportunity Insights (2024) gave Illinois Tech the second spot for upward mobility among highly selective private colleges. Fulfilling the vision of NEP 2020 The move is closely aligned with the National Education Policy (NEP) 2020, which promotes international collaboration and envisions India as a global knowledge hub by 2047. Illinois Tech's entry into the Indian education space comes just a year after UGC introduced new regulations allowing foreign universities to operate independently in the country. 'Illinois Tech's proposed Mumbai campus - India's first-ever American university campus to run STEM courses - embodies the visionary aspirations of the National Education Policy 2020,' said Somnath Ghosh, consul general of India in Chicago. 'The collaboration reflects our shared commitment to opportunity, cross-cultural partnership, and societal advancement through education,' he added. A groundbreaking first for India While foreign universities like Australia's Deakin University and University of Wollongong are setting up campuses in Gujarat's GIFT City under the International Financial Services Centres Authority (IFSCA), Illinois Tech is the first to enter the Indian market through the mainstream UGC pathway. Unlike the GIFT City institutions, which primarily cater to international finance and niche programmes, Illinois Tech will offer a full portfolio of degrees directly to Indian students under Indian regulations.

Harvard University has filed a lawsuit against the Trump administration, challenging the legality of a freeze on federal grants worth billions of dollars. The move comes after the university declined to comply with a set of demands that the administration said were aimed at limiting diversity initiatives and combating antisemitism on campus. The White House responded to the lawsuit by stating that the 'gravy train of federal assistance' to elite institutions was ending. Despite the freeze, Harvard remains one of the wealthiest academic institutions in the world, sustained by its massive endowment. How university endowments work Endowments consist of financial assets donated to academic institutions, structured to sustain funding indefinitely. Rather than drawing down the entire balance, universities invest the funds and spend a portion of the returns each year. Donations form the backbone of most endowments, which are used to support teaching, research, and public service. In many cases, donors stipulate how their contributions are used, whether for scholarships, research grants, or endowed professorships. The practice of endowed academic positions dates back to 176 A.D., when Roman emperor Marcus Aurelius created chairs for each major philosophical school in Athens. England adopted a similar model in the early 16th century. Today, many endowment funds are governed by investment policy statements that outline restrictions on spending. These can include merit-based scholarships, faculty salaries, or research support. Colleges with the largest endowments According to the 2025 US News and World Report, the top 20 college endowments average nearly USD 18.6 billion. While most are private institutions, three public universities—Texas A&M, Michigan, and Virginia—also rank on the list. As of 2023, the schools with the highest endowments include: Harvard University – USD 50.7 billion Yale University – USD 40.7 billion Stanford University – USD 36.5 billion Princeton University – USD 33.4 billion MIT – USD 23.5 billion University of Pennsylvania – USD 21.0 billion Texas A&M University – USD 17.2 billion University of Michigan—Ann Arbor – USD 17.1 billion University of Notre Dame – USD 17.0 billion Columbia University – USD 13.6 billion Possible tax hikes During Trump's second term, the administration has prioritized funding cuts to higher education. Proposals under consideration by Republican lawmakers include forcing universities to pay new federal levies, such as steep increases to the endowment tax. A tax on endowments was first introduced in 2017, targeting colleges with more than 500 tuition-paying students and at least USD 500,000 in endowment assets per student. The 1.4 per cent excise tax currently affects only a limited number of institutions. A leaked list of House Republican policy goals from January proposed raising the endowment tax to 14 per cent, a move projected to generate USD 10 billion over the next decade. The National Association of College and University Business Officers (NACUBO) continues to oppose any such tax, calling it a threat to the tax-exempt status of educational institutions.

Arsenal fans protest against club's Visit Rwanda deal with ‘Visit Tottenham' campaign

A group of Arsenal supporters have protested against the club's 'Visit Rwanda' sponsorship and called for the deal to be ended before next season. Gunners For Peace has launched a video mocking the sponsorship, entitled 'Visit Tottenham', the club's local north London rivals. The campaign group will hand out armbands before the men's match against Crystal Palace on Wednesday, with the idea being that supporters will cover the 'Visit Rwanda' label on the sleeves of the club's shirt. There is also a billboard poster outside the Emirates Stadium. Advertisement The Premier League club has been criticised for its association with the tourist board of the east African country, which is led by President Paul Kagame of the Rwanda Patriotic Front (RPF) party, who is an Arsenal fan. The UK government suspended aid to Rwanda in February over its support for the M23 rebel group in the Democratic Republic of Congo. 'We want the board to drop the deal in time for next season,' James Turner, a Gunners For Peace spokesperson, told The Athletic. 'Now we're getting regular Champions League football there must be a queue of sponsors ready to take Rwanda's place, and it would send a great message that some things are more important than money. We're in touch with Arsenal fans in Congo who are refusing to wear the shirt until this sponsorship is ended. This campaign is for them. 'The video is an advert for the delights of Tottenham as a tourism destination. The Tottenham stuff is a joke, a way to get other Arsenal fans talking on the terraces and in the pub. Obviously, none of us would accept Tottenham on the shirt, so why Rwanda? Where do we draw the line when it comes to these corporate deals? Even Tottenham — Gunners For Peace (@gunnersforpeace) April 22, 2025 The Human Rights Watch (HRW) World Report in 2023 stated that RPF 'continued to wage a campaign against real and perceived opponents of the government' and that 'over a dozen political opposition members are in prison' and many are 'being prosecuted or have been convicted on spurious grounds'. Kagame was first elected as president of Rwanda in 2010 and was last re-elected to serve his seventh term in 2017 with 98.8 per cent of the vote, according to the Rwandan National Electoral Commission. HRW said the election 'took place in a context of very limited free speech or open political space'. Arsenal's Visit Rwanda shirt sleeve sponsorship for the men's and women's teams began in 2018, initially on a three-year deal which was extended in 2021. As reported in the club's accounts for 2023-24, the sponsorship deal with Visit Rwanda brought in £10million ($13.4m) as part of an overall commercial income of £218.3million. Advertisement Visit Rwanda also holds a deal with Bundesliga club Bayern Munich. Kagame attended the Champions League match between the two clubs at the Emirates Stadium in April 2024. The 67-year-old was at that game having met with then-UK Conservative Prime Minister Rishi Sunak to discuss regional security and the UK-Rwanda Migration and Economic Development Partnership, which proposed asylum seekers in the UK to be sent to Rwanda to be processed under their system. The new Labour government said in July, via Prime Minister Keir Starmer, that it would not continue with the plans. Arsenal declined to comment when approached about this article.
