Bahrain's Legal Affairs Minister Leads Delegation to 113th International Labour Conference in Geneva

His Excellency Mr. Yousef bin Abdulhussein Khalaf, Minister of Legal Affairs and Acting Minister of Labour, is leading Bahrain's delegation at the 113th Session of the International Labour Conference, currently underway in Geneva from June 1 to 14, 2025. Representing the Kingdom of Bahrain, the delegation includes members from the nation's tripartite constituents—government, employers, and workers—underscoring Bahrain's commitment to inclusive labour dialogue. The delegation also features Ambassador Abdullah Abdullatif Abdullah, Bahrain's Permanent Representative to the United Nations Office at Geneva, along with several members of the Kingdom's permanent mission. The conference, a key event on the global labour calendar, is spotlighting the report presented by International Labour Organization (ILO) Director-General Gilbert Houngbo. The report emphasizes the integration of decent work principles at the heart of future economic development and urges member states to implement comprehensive policies that balance economic growth, job creation, and workers' rights protection. Discussions at the conference also cover pressing topics such as biological hazards in the workplace, the reinforcement of decent work values, and the promotion of equitable and safe working environments that serve the interests of all labour stakeholders. On the sidelines of the conference, Minister Khalaf held several bilateral meetings with high-ranking officials, heads of delegations, and representatives of regional and international institutions. These meetings aim to strengthen Bahrain's international labour relations and reaffirm its commitment to advancing fair and sustainable employment practices on a global scale.

Bahrain Extends Midday Summer Work Ban

Acting Minister of Labour, Yousef bin Abdulhussein Khalaf, has issued a new decision extending the midday summer work ban period from two to three months, effective from this year. According to the updated regulation, outdoor work will now be prohibited daily from 12:00 PM to 4:00 PM during the peak heat period from June 15 to September 15. The decision aims to protect workers from the dangers of heat stress, especially those whose job requires them to work under direct sunlight or in open areas. Previously, the summer work ban only applied during July and August. The new amendment now includes the latter half of June and the first half of September, aligning the policy more closely with the region's intense summer climate. The Labour Ministry emphasized that the updated rule reflects Bahrain's ongoing commitment to occupational safety and health standards and aligns with global best practices for worker welfare during extreme weather conditions. Investing in talent Labour Ministry, IPA conclude Kheberat programme to enhance youth employability

TDT | Manama Bahrain is committed to empowering young professionals by providing the necessary training and resources to make them the preferred choice for employment. This was emphasised by His Excellency Yousef bin Abdulhussein Khalaf, Legal Affairs Minister and Acting Labour Minister. He attended the closing ceremony of the second and third editions of the Kheberat (Experiences) Programme, organised by IPA in collaboration with the Labour Ministry, along with H.E. Dr. Shaikha Rana bint Isa bin Duaij Al Khalifa, Director General of the Institute of Public Administration (IPA). Competitiveness The initiative aims to equip young Bahrainis with professional skills and practical experience to enhance their competitiveness in the labour market. Khalaf highlighted the Kheberat Programme as a key initiative that supports job seekers by equipping them with relevant skills to integrate into the workforce and contribute effectively to sustainable development. He also commended the collaboration between the Labour Ministry and IPA, noting that this partnership strengthens employment opportunities by aligning professional training with evolving market needs. Technological advancements He emphasised the importance of continuously updating training and education programmes to keep pace with technological advancements and ensure that the national workforce remains equipped with essential skills. Dr. Shaikha Rana stressed IPA's commitment to continuously enhancing training and administrative development mechanisms, considering it a strategic priority pursued in collaboration with stakeholders and in line with global best practices. She attributed the programme's success to Bahrain's strategic policies, which reflect confidence in the ambition and capabilities of Bahraini youth. Contributions She underscored the need to further refine their skills, support their ideas, and enhance their contributions to the job market. Since its launch two years ago, the Kheberat Programme has benefited 70 participants, who collectively developed more than 37 projects during their on-the-job training with private sector institutions. She added that IPA, in coordination with the Labour Ministry, is preparing to launch additional cohorts of the programme to support a larger number of young Bahrainis seeking employment and experience.
