Shura committee calls for resumption of job security benefits

Muscat – The Youth and Human Resources Committee of Majlis A'Shura has called for immediate resumptionof the job security benefit previously extended to laid-off workers, citing significant social and economic repercussions of its suspension. Chaired by Younis al Mandhari, the committee met on Tuesday to examine the impact of freezing the benefit disbursed by Social Protection Fund. Members raised concerns about the worsening living conditions of those affected and emphasised the need to resume the aid to ensure psychological and social stability for impacted individuals and their families. The committee urged relevant authorities to take immediate steps, including empowering governorates and promoting decentralised decision-making in employment and redundancy matters. Members noted that such an approach would facilitate faster, locally-tailored solutions aligned with the specific needs of each governorate. There was strong emphasis on the need to create job opportunities based on qualifications and professional experience of laid-off workers, alongside implementation of requalification and skills development programmes to support their reintegration into the labour market. The committee also called for building a comprehensive and regularly updated database of jobseekers and laid-off individuals to better inform national employment policies and future strategies. Among the proposed measures was amendment or introduction of legislation to improve protection mechanisms for the national workforce. The committee discussed the possibility of allocating dedicated vacancies in government institutions and state-owned enterprises specifically for laid-off workers. In support of national workforce retention, members highlighted the urgency of accelerating Omanisation. They recommended replacing expatriate-held jobs with qualified Omanis and suggested increasing the cost of hiring expatriates in the private sector to encourage employment of citizens. Concluding the session, the committee stressed the need for a holistic and long-term approach to address layoffs, beginning with tackling root causes. This, they said, includes overcoming legal and administrative obstacles and establishing a national action plan to ensure employment stability and social justice for Omani citizens.

Such a tool would help shape more effective national employment strategies and policies. Further proposals included reviewing or amending existing legislation to enhance workforce protections, reserving job vacancies in government and state-owned entities for laid-off nationals, and accelerating Omanisation by replacing expatriate-held positions with qualified Omani personnel. Raising the cost of hiring foreign labor in the private sector was also discussed as a way to encourage local recruitment. In conclusion, the committee called for a holistic, long-term national strategy to address layoffs, focused on tackling root causes rather than short-term fixes. They emphasised the importance of legal and administrative reforms and the establishment of a national action plan to ensure employment stability and social justice for all Omani citizens.

By OUR CORRESPONDENT Muscat – The Youth and Human Resources Committee of Majlis A'Shura held a consultative session on Wednesday with representatives of local sports clubs to review the Draft Law on Sports Associations, which was recently submitted by the government. The session was part of the committee's broader mandate to ensure that new legislation reflects the operational realities and challenges faced by sports organisations across the sultanate. Committee chairman Younis Ali al Mandhari opened the session by welcoming participants and acknowledging the importance of stakeholder dialogue in shaping effective legislation. He said feedback from clubs was critical to aligning the legal framework with national development priorities. Mandhari explained that the draft law aims to modernise the sector and establish clear regulations governing sports associations. The proposed legislation supports the objectives of Oman Vision 2040, particularly in fostering good governance, promoting transparency and enhancing professional standards in the sports sector. It also recognises the role of sports in sustainable development and social cohesion. Key provisions of the draft were outlined during the session, followed by feedback from club presidents, who raised points related to formal recognition of sports entities, disciplinary procedures and dispute resolution. Members of the committee explored the practical challenges associated with implementing military service, while also emphasising its potential national benefits. These include fostering a sense of belonging, discipline and responsibility among youth, instilling national values and enhancing physical and professional skills. The committee also discussed incentives and privileges that could make national service an attractive option for young people. In addition, they examined the potential financial and logistical costs of implementing such a programme, including infrastructure requirements, training expenses, administrative and technical preparations and strategies to ensure the programme's sustainability and effectiveness. The discussions included a review of international experiences in national service. Successful models from various countries were analysed to understand the motivations behind their implementation, the societal and human development benefits achieved and the challenges encountered — providing a valuable opportunity to draw lessons from global best practices while considering the unique context of Omani society. The committee affirmed that it is in the process of preparing a comprehensive study that examines the social, economic and legislative dimensions of the proposal, with a focus on serving the interests of the nation and its citizens. This study aims to establish a well-structured legislative framework that strikes an effective balance in enhancing national competencies.

MUSCAT: Majlis Ash'shura will host Qais bin Mohammed al Yousef, Minister of Commerce, Industry and Investment Promotion, on Wednesday and Thursday, to deliver his ministry's statement in a public session. This was stated by Shaikh Ahmed bin Mohammed al Nadabi, Secretary-General of Majlis Ash'shura. He said: 'The council will discuss the statement of the Ministry of Commerce, Industry and Investment Promotion at its 13th and 14th regular sessions. The ministry's statement will address six main topics, the two sectors' contribution to the gross domestic product (GDP), the ministry's vision for the future of the industrial sector, the ministry's projects for the 2020-2023 period, an evaluation of free trade agreements, Nazdahir programme and the foreign direct investment (FDI) inflows.' The statement will elaborate on the efforts being made by the ministry to develop digital platforms and national initiatives such as Invest in Oman and evaluate the results of economic agreements signed with GCC countries and other countries, Al Nadabi said. Meanwhile, the Youth and Human Resources Committee of the Majlis Ash'shura on Sunday hosted Mohsin bin Hamad al Hadhrami, Under-Secretary of the Ministry of Energy and Minerals and a number of specialists from the ministry, to discuss the ministry's efforts to empower and develop the national workforce in the energy and minerals sectors. The meeting was chaired by Younis bin Ali al Mandhari, Chairman of the Youth and Human Resources Committee. The Under-Secretary of the Ministry of Energy and Minerals provided an elaborate explanation of the Ministry's role in supporting and developing employment policies, highlighting the most prominent obstacles facing institutions and companies operating in the oil sector and the innovative solutions required for the next phase to enhance employment and Omanisation opportunities in the oil and gas sectors The Committee members were briefed, through a visual presentation by a specialist from the ministry, on the ministry's efforts to enhance Omanisation in companies operating in the oil and gas sector as well as contracting and service companies. The visual presentation also provided an overview of the Energy Sector Human Resources Forum, an important platform for exchanging ideas and experiences and enhancing national competencies.
