Dubai Introduces Online Marine License Application for Boat Owners, Operators: How to Apply
Dubai is making it easier than ever to obtain marine licenses with the launch of an online testing option by the Dubai Maritime Authority of Ports, Customs, and Free Zone Corporation (PCFC). Boat owners and operators can now complete their theoretical exam remotely, eliminating the need for in-person visits. Streamlined Licensing Process According to Rashid Khalifa Al Falasi, Manager of Maritime Enablement at the Dubai Maritime Authority, applicants must submit the required documents before taking a multiple-choice exam. The number of questions varies by vessel size—25 for boats up to 12 meters and 50 for boats up to 24 meters. Types of Marine Licenses There are two types of marine licenses available: Pleasure License – For private boat owners. – For private boat owners. Commercial License – Required for vessels used in business activities, such as tourist yachts and floating restaurants. The licensing process considers the applicant's age and vessel type, with exams aligned with international maritime safety and navigation standards. Refresher Course and Costs Applicants who fail the test can take a one-day refresher course for AED 500, covering key maritime topics like safety rules, personal survival, and navigation. The cost breakdown for obtaining a marine license includes: Application Fee : AED 500 (valid for five years) : AED 500 (valid for five years) Exam Fee : AED 600 : AED 600 Innovation & Knowledge Services Fee: AED 20 With growing interest in marine activities, over 3,900 licenses were issued in 2024, up from 3,124 in 2023. Application Process To apply, users must: Download the Smart DMA app and log in using UAE Pass. Upload a certified training course certificate (if applicable). Complete the online exam and, for commercial licenses, pass a practical test. Commercial license holders operating tourist boats or floating restaurants must also complete specialized safety training, such as crowd management courses for vessels carrying over 50 passengers. Companies renting jet skis must employ certified supervisors, with a ratio of one supervisor per five passengers. Age Requirements Minimum age requirements vary by vessel size: 16 years – Boats up to 12 meters – Boats up to 12 meters 18 years – Boats up to 24 meters – Boats up to 24 meters 20 years – Vessels exceeding 24 meters – Vessels exceeding 24 meters 20 years – Commercial marine licenses The licensing process applies equally to UAE nationals and expatriates, with identical fees and requirements for all. Sheikh Saeed: DMA Provides Various Facilitation Measures to Ease Procedures Related to Marine Activities and Recreational Water Sports in Dubai Waters The Dubai Maritime Authority (DMA) at the Ports, Customs, and Free Zone Corporation (PCFC) concluded its participation in the Dubai International Boat Show 2025, a premier international maritime exhibition held at Dubai Harbour from February 19 to 23. The event witnessed an overwhelming response from over 30,000 visitors eager to explore the latest services, innovations, and projects in the maritime sector. H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Media Council, visited the Dubai Maritime Authority's stand during the opening day of the exhibition, accompanied by H.E. Sultan Ahmed bin Sulayem, Chairman of the Ports, Customs, and Free Zone Corporation, and H.E. Nasser Al Neyadi, CEO of the Corporation. Additionally, His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Sports Council, also visited the Corporation's stand to review the portfolio of projects aimed at benefiting maritime investors and industry leaders. These initiatives contribute to enhancing Dubai's reputation as a global destination for recreational marine sports. Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, emphasized the Authority's pride in launching a project to expand telecommunications network coverage in coastal waters, in collaboration with three strategic partners. This initiative aims to strengthen infrastructure in coastal and artificial island areas, in line with the continuous development of the emirate's maritime sector. He also highlighted that the Authority's participation aligns with its efforts to regulate the maritime sector in Dubai and provide various facilitation measures for marine and water sports activities. During the exhibition, the Authority introduced an online application service for issuing or renewing marine vehicle licenses, enabling visitors to complete their procedures seamlessly. As a result, approximately 45 new marine vehicle licenses were issued, reflecting strong visitor engagement with the digital service. As part of the exhibition's activities, Saeed Al Banai, Executive Director of Corporate Support Services at the Ports, Customs, and Free Zone Corporation, signed a Memorandum of Understanding with Octanta Maritime Training Academy for collaboration in the cruise industry training sector. The agreement aims to strengthen cooperation in training professionals at the QE2 Hospitality Academy by providing specialized and comprehensive training programs. In alignment with the vision of fostering partnerships and collaboration to achieve common goals, this Memorandum of Understanding is entered into by and between the First Party, which specializes in hospitality training for the cruise ship business, and the Second Party, operating a Marine training center in the United Arab Emirates, specializing in technical, health, and safety training, simulators for bridge and engine training management for candidates working in cruise ships globally. Recognizing their shared objectives and complementary expertise in training candidates for the cruise ship industry, the Parties agree to collaborate in various areas to support and enhance their joint business model. Under this agreement, both parties will work on developing integrated training programs designed to enhance workforce skills through cutting-edge technology and practical simulations that replicate real working environments onboard ships. Additionally, they will exchange expertise and knowledge to support workforce development and provide training opportunities that meet the evolving demands of the global cruise industry.

Dubai Maritime Authority, part of the Ports, Customs, and Free Zone Corporation, has launched a project to expand telecommunications network coverage in Dubai waters in collaboration with three strategic partners. The announcement was made during the Dubai International Boat Show 2025 in the presence of H.E. Sultan bin Sulayem, Chairman of the Ports, Customs, and Free Zone Corporation, and H.E. Nasser Al Neyadi, CEO of the Corporation. The ambitious project aims to enhance telecommunications infrastructure in coastal areas and artificial islands, keeping pace with the continuous development of the emirate's maritime sector. Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of Dubai Maritime Authority, emphasized that this project aligns with the Authority's commitment to developing an integrated and sustainable maritime environment. The expanded telecommunications coverage will achieve several strategic objectives, including improving maritime communication efficiency, providing advanced networks to support navigational operations, ensuring seamless connectivity between vessels and maritime facilities, and enhancing emergency response capabilities by enabling instant communication with rescue teams and relevant authorities. Sheikh Saeed further stated that the first step of the initial phase has been completed, which involved testing specific maritime routes to assess and enhance network coverage. Work is currently underway on the subsequent steps and phases in collaboration with project partners. The CEO of the Authority highlighted that this project underscores Dubai's dedication to establishing itself as a leader in maritime innovation. The installation of four telecommunications towers will contribute to expanding network coverage and improving telecommunications infrastructure across key locations, including Dubai Islands, The World Islands, Palm Jebel Ali, and Dubai Waterfront, thereby enriching the experience in these vital areas. As part of its participation in the Dubai International Boat Show, the Authority is introducing several initiatives, such as guiding visitors on how to obtain a marine vehicle license after completing registration tests and registering marine vessels. Additionally, a simulation room will be available, offering visitors a virtual experience within the Authority's platform. During the exhibition, the Authority reaffirmed its full readiness to provide all necessary services for participating boats and yachts, in coordination with relevant entities to ensure a smooth and comprehensive experience. The Authority will also offer an engaging visitor experience featuring interactive displays and discussions on the latest developments in the maritime sector.
