Ministry of Electricity reviews possible adjustments to service fees
KUWAIT CITY, Aug 9: In a bid to ensure fair pricing for its services, the Ministry of Electricity, Water, and Renewable Energy has initiated a thorough review of electricity and water supply services, including connection and reconnection procedures. Dr. Adel Al-Zamil, Undersecretary of the Ministry, has issued a directive to form a specialized committee tasked with developing a comprehensive strategy on these matters. The committee, chaired by Khaled Al-Rashed, Assistant Undersecretary for the Electricity Distribution Networks Sector, will reassess Ministerial Resolution No. 121 of 2017 and suggest any necessary amendments. Their mandate includes studying the steps and costs involved in supplying electricity and water to all consumer categories, establishing clear mechanisms for service extensions, identifying potential challenges, and proposing effective solutions. The committee will also review the financial accounting methods in line with existing ministerial and administrative regulations. Separately, Undersecretary Al-Zamil issued an internal memo to all Assistant Undersecretaries, requesting the Personnel Affairs Department's Audit Section to compile and submit detailed records of employees' academic qualifications and equivalencies above the general secondary level. This data, covering employees from January 1, 2000, to the present, must include names, civil numbers, nationalities, employers, and the countries that issued the qualifications. The information will be forwarded to the Civil Service Bureau's Committee for Examining Academic Certificates, which reviews qualifications for employees in both government and private sectors, including citizens and residents. The deadline for submitting the requested information on flash drives to the Audit and Follow-up Department is set for the end of the month. This request follows an April 29 directive from the Civil Service Bureau, calling on government agencies to provide copies of academic qualifications and equivalencies exceeding high school level for their staff.

Kuwait's Amir accepts resignation of finance minister, appoints Al-Mukhaizeem as acting minister
KUWAIT CITY, Aug 4: His Highness the Amir has issued an Amiri decree accepting the resignation of Noura Sulaiman Salem Al-Fassam, the Minister of Finance and Minister of State for Economic Affairs and Investment. The decree also appoints Dr. Sabeeh Al-Mukhaizeem, the Minister of Electricity, Water, and Renewable Energy, as Acting Minister of Finance and Minister of State for Investment Affairs. The Amiri decree, which was issued on Monday, comes after a review of the Constitution and relevant legal frameworks. It specifies that the resignation of Al-Fassam has been accepted following her formal submission. The decree also assigns His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah with the responsibility to implement the changes, which will take effect upon publication in the official gazette. The full text of the Amiri Decree reads as follows: 'Decree No. 149 of 2025: Accepting the resignation of the Minister of Finance and Minister of State for Economic Affairs and Investment, after reviewing the Constitution and the Amiri Order issued on 2 Dhu al-Qi'dah 1445 AH corresponding to May 10, 2024 AD, and Decree No. 73 of 2024 forming the Ministry and the decrees amending it, and the resignation submitted by Noura Sulaiman Salem Al-Fassam, Minister of Finance and Minister of State for Economic Affairs and Investment. Based on the proposal of the Prime Minister, we have decreed as follows: Article One: The resignation of Noura Sulaiman Salem Al-Fassam, Minister of Finance and Minister of State for Economic Affairs and Investment, is hereby accepted. Article Two: The Prime Minister is tasked with implementing this decree, which takes effect from the date of its issuance and shall be published in the Official Gazette.' The decree, signed by His Highness Amir Meshal Al-Ahmad Al-Jaber Al-Sabah, was issued at Seif Palace on August 4, 2025. This decision is expected to pave the way for the continuation of important government reforms and initiatives under the guidance of Dr. Al-Mukhaizeem in his new role.

54 employees fined for falsifying attendance
KUWAIT CITY, July 24: The Court of Cassation upheld the decision of a lower court to impose KD300 on 54 employees at the Ministry of Electricity, Water, and Renewable Energy for embezzling more than KD164,000 of public funds by falsifying their attendance records while they were outside the country. Investigations revealed that the accused left the country for varying periods, but their attendance continued to be recorded regularly, thereby enabling them to unlawfully receive salaries. Case documents indicated that the employees returned the amount they embezzled after an investigation. Nevertheless, the concerned court convicted them of embezzling public funds and falsifying official records, and fined them KD300 each.

PM Chairs Meeting On Power And Water Projects Progress
KUWAIT CITY, June 23: His Highness the Prime Minister, Sheikh Ahmad Al-Abdullah, presided over a high-level meeting at Bayan Palace on Monday to review progress on upcoming national projects focused on power generation and water distillation. The meeting addressed updates on key energy initiatives, including the Shagaya and Abdaliya renewable energy projects; Phases II and III of the Al-Zour North Power Plant; Phase I of both the Khairan and Nuwaiseeb Power Plants; as well as Phase II of the Subiya Power Plant enhancement and Phase IV of its expansion. These projects aim to boost the country's electricity generation capacity from the current 19,000 megawatts to 33,050 megawatts by 2031—an increase of 14,050 megawatts. The Prime Minister emphasized the importance of mobilizing all available resources and removing obstacles to ensure these critical development projects are completed within the scheduled timeline. He also highlighted the need to revise existing legislation to enable private companies to participate in electricity generation. Additionally, he expressed appreciation for the dedicated efforts of the Ministry of Electricity, Water, and Renewable Energy and other relevant agencies, urging them to maintain the highest standards of quality in execution. The meeting was attended by Abdulaziz Dakhil Al-Dakhil, Head of the Prime Minister's Office; Dr. Subaih Abdulaziz Al-Mukhaizeem, Minister of Electricity, Water and Renewable Energy; along with several senior ministry officials.

North East draws ₹38,856 crore RE investment; region holds 147 GW clean energy potential: Joshi
New Delhi: A total of 115 Memoranda of Understanding (MoUs) worth ₹38,856 crore have been signed for renewable energy projects in the North Eastern Region, Union Minister for New and Renewable Energy Pralhad Joshi said on Friday. Addressing the Ministerial Session on 'Green Northeast: Advancing Renewable Energy for Sashakt Bharat' at the Rising North East Investors Summit 2025, Joshi stated that the region has untapped renewable energy potential, including more than 129 GW from large hydro projects and over 18 GW from pumped storage plants. The Ministry of New and Renewable Energy (MNRE) has allocated 10 per cent of its annual scheme budget specifically for the North Eastern Region. The Minister said enhanced financial support is also being provided, including 10 per cent higher Central Financial Assistance (CFA) under the PM Surya Ghar Muft Bijli Yojana and 20 per cent higher CFA for Components B and C of the PM-KUSUM scheme. A 20 MW solar park has been commissioned in Mizoram's Champhai district. A 25 MW green hydrogen plant is under development in Assam, which already hosts the country's first pure green hydrogen facility. More than 2,000 individuals from the region have been trained under MNRE-supported skill development initiatives such as Suryamitra, Varunmitra and Jal Urjamitra, the Minister said. Joshi added that the North East could play a significant role in India's grid stability under the 'One Nation, One Grid' initiative. He said that the proximity of the region to Myanmar, Bangladesh and Bhutan provides opportunities for cross-border electricity trade. The minister said several Indian conglomerates have expressed interest in investing in renewable energy in the North East. He assured investors of government support, including single-window clearances, capital subsidies, and dedicated solar park development. 'The time to invest is now. Not just for returns, but for impact, for a cleaner tomorrow and a self-reliant India,' Joshi said.
