PCFC launches awareness campaign on safe bunkering operations in Dubai ports

Capt. Ibrahim AlBlooshi: Improper handling of bunkering operations can lead to serious environmental pollution incidents with legal consequences and potential lawsuits Capt. Ibrahim Al Blooshi: Raising awareness of unsafe bunkering risks, training crews on correct procedures, and enforcing emergency plans are key pillars for ensuring a safe and sustainable maritime sector As part of its ongoing efforts to protect the marine environment and ensure the safety of operational processes at the ports, the Ports, Customs and Free Zone Corporation (PCFC), represented by the Dubai Ports Authority, has announced the launch of a comprehensive awareness campaign. The initiative aims to promote safety and reinforce compliance with the regulations governing ship bunkering operations within Dubai ports. Captain Ibrahim AlBlooshi, Executive Director of the Dubai Ports Authority, highlighted the authority's efforts to safeguard the marine environment in the emirate's ports and uphold the highest operational safety standards within the maritime sector. Among these efforts is the launch of an awareness campaign targeting vessels and bunkering supply companies, educating them on the regulatory framework governing bunkering operations. The goal is to foster a safety-first culture and ensure strict adherence to procedures that support maritime sustainability and mitigate potential environmental risks. Captain Al Blooshi emphasized that although bunkering is a vital component of ship operations, mishandling it can result in serious environmental pollution incidents. These could lead to significant financial costs, including legal fines, lawsuits, and cleanup expenses that could run into millions of dirhams, negatively impacting both the marine environment and the associated commercial activities. He called on all stakeholders and personnel in the maritime sector to actively collaborate and adopt international best practices to ensure the safety of individuals and facilities. He further stressed the importance of promoting a strong safety culture and strict compliance with bunkering regulations through continuous crew training, use of reliable equipment, strict operational monitoring, and adherence to emergency plans and preventive measures that are essential for protecting the marine environment and ensuring safe and sustainable business continuity. Regarding the campaign's focus, the Executive Director explained that it is centered on compliance with the DPA bunkering regulations, which are specifically designed to ensure safe and efficient bunkering operations while minimizing associated risks. The campaign also aims to raise awareness among all maritime stakeholders on the importance of implementing best practices and preventive measures. He added, 'Raising awareness of the risks associated with unsafe bunkering practices, training crews on proper procedures, and enforcing emergency response plans are fundamental pillars for ensuring safe and sustainable business continuity'.

BSM launches methanol bunkering simulator in Kochi, India

Bernhard Schulte Shipmanagement (BSM) has opened a methanol bunkering simulator at the Maritime Training Centre in Kochi, India, in collaboration with Wartsila. This simulator aims to provide seafarers with the necessary skills and knowledge to safely manage methanol as a fuel source. An ammonia bunkering simulation module is set to be added in early 2026. The Wartsila TechSim 5000 simulator, built on the TechSim 9 platform and certified by ClassNK for IGF Code training, comes with a 'comprehensive' simulation of methanol fuel systems. Its key capabilities include dual bunkering stations with liquid and vapor return lines; real-time monitoring of storage tanks; low-pressure pump skids, nitrogen systems, and fuel valve trains; an Integrated Automation System (IAS) with interactive controls; 3D visualisation of bunkering stations; emergency shutdown systems; and a variety of e-Tutor scenarios for bunkering, troubleshooting, and emergency response. BSM group general manager for training and development Capt. Gurpreet Singh said: 'The new Wartsila simulator will allow our seafarers to train in a realistic, risk-free environment, preparing them for the complexities of methanol, and soon ammonia, bunkering operations with precision. It's not just technology investment—it's a commitment to competence and safety.' This launch is part of BSM's wider strategy to adapt its training programmes to meet the demands of low- and zero-carbon vessels. Plans are on for two additional methanol bunkering simulators at BSM's Maritime Training Centres in Poland and the Philippines by the end of 2025. In the first quarter of 2026, BSM will upgrade the Kochi simulator to include a dedicated ammonia training module, complementing existing LNG hub training. This initiative aims to cover the three primary alternative fuels—LNG, methanol, and ammonia—that are essential for maritime decarbonisation. BSM's investment in simulation technology and crew training aligns with the advancements in its managed fleet. This year, it will assume the management of its first methanol-fuelled vessels. The demand for methanol-fuelled ships is expected to grow, with approximately 60 currently in operation and more than 350 projected by 2030 based on existing orders. To support this transition, BSM is also focusing on training its instructors. The company participated in the inaugural Train-the-Trainer programme on Alternative Fuels for Sustainable Shipping in April in Shanghai, organised by the International Maritime Organisation (IMO) and the World Maritime University (WMU). This initiative is said to ensure that BSM's trainers are equipped with the latest knowledge and methodologies to teach crews about the safe handling of methanol and ammonia in accordance with the IMO's IGF Code. BSM has developed a series of training courses specifically addressing the safe handling of these new fuels. The curriculum includes familiarisation courses on methanol and ammonia, as well as specialised training in methanol firefighting and simulation-based bunkering. BSM CEO Sebastian von Hardenberg said: 'The maritime decarbonisation depends not just on new technologies, but also on the people who operate them. Their capabilities are the foundation for safe and efficient vessel operations and a successful energy transition.' AD Ports to jointly explore e-methanol bunkering, export facility in UAE

AD Ports Group has signed a collaboration agreement to undertake a feasibility study for the development of an e-methanol bunkering and export facility at Khalifa Port and Khalifa Economic Zones Abu Dhabi (KEZAD Group). The agreement was signed with the UAE's Masdar, the Netherlands' Advario and France's CMA CGM Group. The project will provide critical infrastructure to complete the supply value chain and bridge commercial e-methanol production with key off-takers, such as CMA CGM, the Abu Dhabi-listed AD Ports said in a statement. Saif Al Mazrouei, Chief Executive Officer- Ports Cluster, AD Ports Group, said the development of an e-methanol bunkering and export facility in Khalifa Port will support the growth of the shipping industry and contribute to the reduction of carbon emissions by promoting clean energy sources. Green hydrogen and its derivatives, such as e-methanol, are pivotal in decarbonising hard-to-abate sectors like shipping, said Dr Faye Al Hersh, Head of Green Hydrogen Business Development (UAE), Masdar. 'With over 80 percent of global trade transported by sea, fostering strategic partnerships is essential to establishing robust green hydrogen value chains and ensuring a more sustainable maritime industry,' Al Hersh said. Christine Cabau Woehrel, Executive Vice President for Assets and Operations, CMA CGM Group, said the company is accelerating the decarbonation of shipping by investing in low-carbon solutions, with a fleet of more than 153 vessels capable of using low-carbon energies and synthetic fuels such as e-methanol operational by 2029. The collaboration agreement follows a memorandum of understanding signed in 2023 between AD Ports Group and Masdar to explore the development of a green hydrogen hub within KEZAD. The new agreement aligns with the Abu Dhabi Low Carbon Hydrogen Policy and the UAE's National Hydrogen Strategy, which targets the scaling up of local hydrogen production to 1.4 million tonnes per annum by 2031 and 15 million tons per annum by 2050.
