Digital services surge as Oman advances towards e-govt goals

Muscat – The National Programme for Digital Transformation – Tahawul – has achieved an 80% overall performance rate since its launch in 2021, marking a 19% increase over the results recorded in mid-2024. The figures, released at the end of May 2025, highlight progress made across government institutions in digital infrastructure readiness, simplified public services and increased adoption of e-services. According to Ministry of Transport, Communications and Information Technology, the average readiness of government bodies for digital transformation reached 81%, while infrastructure readiness stood at 86%. Procedures for 96% of targeted government services were simplified, including 381 services revised under Manjam Labs – a collaborative initiative to improve government service efficiency. Additionally, 74% of priority services have been digitised, and between January and May this year, 48 government agencies processed more than 11.4mn digital transactions. A total of 4,100 services were indexed in the government's digital services guide, and 33 advisory sessions were held to support public sector digitalisation. H E Dr Ali bin Amer al Shidhani, Undersecretary for Communications and Information Technology and Chairman of Tahawul's technical committee, said the results reflect national efforts and institutional commitment to the programme's objectives. He noted that the direction of the transformation aligns with Oman's broader digital economy goals and aims to enhance service delivery and empower local talent. Among key achievements is the launch of a unified government services portal, now offering 23 services from various agencies. The platform has recorded 35,746 users and processed 3,905 service requests. A library in sign language has also been activated to support users with disabilities. The OmanNet electronic payment gateway is now fully operational, handling 14.5mn digital transactions in the first quarter alone. The system is designed to reduce fraud risk and encourage electronic payment adoption. The Wusool system for electronic document and records management has registered over 17,000 active users and processed more than 1.5mn documents across 20 government entities. In the first half of 2025, over 1.57mn digital transactions were signed using electronic authentication. The National Electronic Integration Platform exchanged 163mn records, while more than 90 digital public consultations were held to enhance citizen participation in policymaking. Tahawul is a core initiative under Oman's National Digital Economy Programme. DOHA: Ministry of Commerce and Industry's (MoCI) Single Window platform launched five new electronic services in the second quarter (Q2) of this year and saw an increase of 5.38% in the electronic transactions on a quarterly basis. Minister of Commerce and Industry, H E Sheikh Faisal bin Thani bin Faisal Al Thani, stated in a post on his official X account, 'I am delighted to share the results of the Ministry's periodic monitoring system, our mechanism for measuring performance and evaluating impact. In the second quarter of 2025, the time taken to complete registrations and licenses decreased to two days (98% electronically), and 88% of customers expressed satisfaction with the Single Window services – as part of our commitment to improving the investment environment in the country.' 'The Single Window platform launched five new e-services during the second quarter of 2025, as part of our ongoing efforts to streamline procedures and enhance digital transformation. The percentage of e-transactions increased by 5.38% compared to the first quarter. We will continue developing the platform to make it faster, easier and provide more efficient services for investors,' the Minister added. The Ministry of Commerce and Industry Strategy 2024-2030 aims to accelerate the national economy and enhance the business environment in Qatar, achieving 100 percent digitalisation of all services and increasing the number of patents with an annual growth rate of 20 percent until 2030. The single window is performing a vital role in supporting investors in establishing and maintaining their business throughout different phases, starting from planning to digitally acquiring the needed governmental approval and registration using a single smart platform. The platform features an interactive interface that offers users a modern and friendly interface, allowing them to navigate various services at the push of a button. It also delivers a more streamlined customer experience that minimises time and effort to complete transactions. A wide range of services can be navigated through a central, single dashboard, giving investors access to an array of integrated services in one place, making it easy for users to track all their transactions. Minister of Commerce and Industry further stated that in the area of consumer protection, 'Our staff carried out 58,180 inspection campaigns to ensure market compliance and price control. MUSCAT- Prominent Omani firms are among a total of 12 local and international consortiums that have been qualified by the Ministry of Finance to compete for the government's prestigious contract to develop and operate the Oman Business Platform (OBP) project – a vital government e-services platform - via the Public Private Partnership (PPP) route. In the fray at this stage of the competitive bidding process are consortiums led by: Al Madina, Bahwan CyberTek, Bahwan Engineering, Business Gateways, NELTA, Nortal, PwC, Quilix, Solutions by STC (Saudi Telecom Company), SSL Software Systems, Tata Consultancy Services and World CloudTurksat. They were shortlisted from among a total of 30 companies that sought to prequalify for this first-ever initiative to build and operate a digital hub designed to deliver seamless, efficient, and integrated government services. The Ministry of Finance, in its exclusive capacity as the orchestrator of PPP projects, is overseeing the procurement process on behalf of the project owner, the Ministry of Commerce, Industry and Investment Promotion (MoCIIP). The project is one of several flagship initiatives unveiled under the latter's Digital Transformation Programme 2021-25. Launched originally as a One-Stop-Shop in 2003, the Oman Business Platform has undergone a succession of upgrades and enhancements – technological and qualitative – to serve as the government's principal digital vehicle for engagement with investors and the wider business community. 'The Oman Business Platform plays a crucial role as the central hub for business registration data in Oman, serving over 50 million records and supporting more than 36 government and private entities. This platform is vital for ensuring smooth e-government services across the country. On an average day, it handles 250,000 web service requests, processes 10,639 tasks and supports more than 50 online services and licensing-related services,' the Ministry of Finance explained in a backgrounder on the initiative. The successful vendor will be granted a 7-year contract (extendable by 1+1 year renewal periods) to operate the platform against a payment structure that includes 'both a fixed component and one or more variable components possibly related to platform revenue growth and/or transaction volume growth'. The Platform Operator will be required to enhance the platform's capability to deliver seamless, efficient, and integrated government services. 'As a digital hub for the community, the platform's enhancements will prioritise user engagement and streamlined service delivery. The vision includes refining user interfaces and improving backend systems to ensure a responsive and accessible digital environment for all users, ranging from local Omani businesses to international investors and the general public,' the Ministry of Finance added. In the next stage of the procurement process, the qualified contestants will be invited to submit proposals outlining their respective strategies for building and operating the platform. An award is anticipated before the end of this year.
