Congress upended D.C.'s budget months ago — and still hasn't fixed it
In late April, about 30 D.C. residents held up traffic downtown outside a breakfast event. Their message was targeted at one attendee: House Speaker Mike Johnson (R-Louisiana).
'$1.1 billion dollars … are currently frozen, unable to be spent, sitting in our bank account, doing nothing except costing our communities the services we need,' Alex Dodds, co-founder of the group Free DC, which advocates for D.C. home rule, yelled into a megaphone.
