Libya Joins African Parliament Talks on Trade & Climate

Members of Libya's House of Representatives participated in a high-level joint seminar held on the sidelines of the African Parliament sessions in Midrand, South Africa. The event brought together delegates from Libya, South Africa's National Assembly, and the Pan-African Parliament. Libyan representatives Yusuf Al-Fakhri, Salem Gnan, Abdelqader Yahya, Saleh Qelma, and Asmaa Al-Khuja took part in the seminar, which addressed key regional issues and inter-African cooperation strategies. Focus on Trade, Migration, and Climate Legislation Participants discussed a joint working paper on enhancing trade across African countries and activating the African Continental Free Trade Agreement (AfCFTA), which aims to create a single market for goods and services on the continent. The seminar also addressed migration policies, focusing on ways to protect the rights of African citizens across borders. A third working paper highlighted the urgent need for legislative responses to climate change, including the development of unified environmental policies. Final Statement and Continental Implementation At the conclusion of the seminar, attendees agreed on a set of recommendations to be compiled into a formal statement. This document is expected to be officially adopted at the end of the current session of the Pan-African Parliament, with the aim of ensuring continent-wide implementation. Libya's participation underscores its commitment to playing a constructive role in African legislative cooperation and in addressing shared challenges through collective policymaking. OPEN// FM says Sisi's participation in AU summit reflects Egypt's commitment to Africa

MALABO, July 13 (MENA) - Minister of Foreign Affairs, Emigration and Egyptian Expatriates Badr Abdelatty stressed that President Abdel Fattah El Sisi's participation in the African Union's (AU) mid-year coordination summit underscores Egypt's commitment to strengthening ties with the continent. In statements to Nile TV on Saturday evening, Abdelatty said the President's attendance highlights the priority Egypt places for fostering inter-African relations and enhancing cooperation with its brothers across the continent. He said the current AU session is of special significance as it focuses on regional integration, a critical issue following the enactment of the African Continental Free Trade Agreement (AfCFTA). Egypt is working hard to leverage this agreement to boost intra-African trade and advance regional integration, he added. Abdelatty said President Sisi will deliver two speeches at the summit, one in his capacity as the chair of the NEPAD Heads of State and Government Steering Committee and the other in his capacity as the head of the North African Regional Capability. Sisi will review Egypt's efforts over the past two years to mobilize funding for implementing the AU's Agenda 2063 and advancing regional integration. The top diplomat said President Sisi's visit includes planned meetings with several African leaders as part of Egypt's keenness on deepening political, economic, and trade relations with the African continent. Abdelatty highlighted several mechanisms launched under Sisi's directives to bolster pan-African cooperation, including doubling the budget of the Egyptian Agency of Partnership for Development (EAPD), enacting a $100 million financing mechanism for water and development projects in the Nile Basin and establishing the Egyptian Export Credit Guarantee Agency for Africa. Abdelatty reiterated Egypt's ongoing mediation efforts in coordination with Qatar, including almost-daily contact with US envoy Stephen Wittkoff and Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani. He said President Sisi has directed intensified efforts to finalize a ceasefire agreement, a long-awaited step to spare Palestinian lives. Negotiations are now at an advanced stage, but greater Israeli flexibility and political will are needed, Abdelatty said. Once a ceasefire is achieved, Cairo's international conference on early recovery and reconstruction in Gaza will take place, he added. (MENA) S R E

Burkina Faso Applauds Morocco's African Peace Council Leadership

Doha – Burkina Faso's Foreign Minister Karamoko Jean-Marie Traoré has formally acknowledged Morocco's diplomatic efforts as chair of the African Union Peace and Security Council (PSC-AU), following informal consultations with six African nations currently suspended from the continental organization. In a letter addressed to Moroccan Foreign Minister Nasser Bourita, Traoré specifically commended 'the new leadership at the helm of the PSC' and praised Morocco's approach, which he characterized as being 'based on promoting constructive dialogue informed by realism and mutual listening.' The acknowledgment follows Morocco's initiative to convene informal consultations in Addis Ababa on Tuesday with representatives from Burkina Faso, Mali, Niger, Gabon, Guinea, and Sudan. These countries are currently suspended from the African Union following recent changes in their political leadership. Held during Morocco's March presidency of the PSC-AU, these consultations provided a platform for the ambassadors of the suspended countries to discuss their ongoing democratic transition processes. The meeting was conducted in accordance with Article 8, Paragraph 11 of the PSC protocol, which permits informal consultations with parties involved in situations under the Council's review – a mechanism previously underutilized in AU diplomacy. The diplomatic gathering aimed to strengthen dialogue between countries in political transition and AU institutions, with the ultimate goal of facilitating their full reintegration into the continental organization. The discussions explored areas of convergence and enhancing inter-African cooperation for sustainable peace and stability. As part of the pan-African organization's conflict resolution framework, the PSC has strengthened its preventive diplomacy through specialized networks such as PanWise, FemWise-Africa, and WiseYouth. The latter, operational since October 2024, specifically focuses on integrating youth perspectives into peace processes. The Council says it is currently working to enhance these instruments through increased financial and technical support, with the AU Commission tasked with allocating additional resources for crisis prevention rather than post-facto management. Morocco leads AU consultations on political transitions in six African nations

As the current chair of the African Union's (AU) Peace and Security Council (PSC) for March, Morocco launched informal consultations on Tuesday in Addis Ababa with six nations undergoing political transitions: Burkina Faso, Gabon, Guinea, Mali, Niger, and Sudan. These discussions provided a platform for representatives of these countries—suspended from the AU following changes in their governments—to assess the progress of their democratic transitions and maintain an open dialogue with the continental body. Mohamed Arrouchi, Morocco's Ambassador and Permanent Representative to the AU and the UN Economic Commission for Africa, emphasized that these consultations align with the PSC's mandate under Article 8, paragraph 11 of its Protocol, which allows for informal meetings with parties involved in situations under review. «Our meeting aims to strengthen dialogue with the transitioning states, listen to their expectations, and jointly identify the best ways to promote stability, peace, and their return to constitutional order—an essential condition for their full reintegration into the AU», he said. This initiative highlights Morocco's active role in promoting regional stability. It marks a step toward a multidimensional and supportive approach, guiding these nations toward sustainable solutions tailored to their national contexts and regional dynamics. Through this dialogue, the PSC seeks to identify common ground, enhance inter-African cooperation, and pave the way for the gradual reintegration of transitioning countries into the African Union.
