At 1.5 lakh, pedestrians made up 20% of road deaths in 5 years

Nearly 1.5 lakh pedestrians died in India from 2019-2023, highlighting their vulnerability despite having right-of-way. A Supreme Court panel audit revealed that footpath availability varies widely across states, often not meeting standards. The court emphasized pedestrians' rights under Article 21, advocating for accessible, encroachment-free footpaths as a crucial, low-cost safety measure. NEW DELHI: Despite having the first right on roads, pedestrians remain the most vulnerable user and data show that nearly 1.5 lakh of them died in road crashes in the country in from 2019-2023 out of the little over 7.9 lakh of all road fatalities during these years. While Supreme Court this week said that 'rights of pedestrians to use footpaths are guaranteed under Article 21 of Constitution', audits carried out in 24 states following a direction of an SC panel found that roads having footpaths across most states and UTs range between 19% and 73%, with Maharashtra having the maximum. Just 3% of J&K roads have pavements Details of the audit findings were released recently by the Transportation Research and Injury Prevention Centre of Injury and IIT-Delhi in its report 'India Status Report on Road Safety'. The availability of footpaths and whether these comply with the norms of width and height specified by the Indian Road Congress (IRC) were arrived at based on surveys across four cities in each state. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 'Swing is King': Mr. Hemant's Strategy Finally Explained in Free Session TradeWise Learn More Undo As per the findings, in Jammu & Kashmir, barely 3% of the roads surveyed had footpath, and in the case of Puducherry, it was only 5%. In Bihar and Haryana, 19%-20% of roads had footpath. In most cases, footpath were not as per IRC norms. The apex court, in its order this week, observed, 'It is necessary to have proper footpaths for citizens. They should be such that they should be accessible for persons with disabilities and removal of encroachments is mandatory. This court has recognised that the right of pedestrians to use footpaths is guaranteed under Article 21 of the Constitution.' Amar Srivastava, who heads India Road Safety Campaign, a youth-led road safety movement, said that building proper footpaths and keeping them free for pedestrians is the most low cost intervention to prevent road crashes. 'So, this should be the priority of every city administration and local govts,' he added. According to World Health Organisation, globally pedestrians make up 21% of road fatalities and in India, nearly one-fifth of people killed in road crashes in 2023 were walkers. WHO, last week, released a toolkit for promoting 'walking and cycling' for govt bodies as part of the ongoing UN Road Safety Week with the theme 'make walking and cycling safe', laying out why promoting walking and cycling should be the priority of govts for sustainable development and good health of people.

Bill aimed at holding health insurance companies accountable moves forward

OKLAHOMA CITY (KFOR) — A bill giving Oklahomans the right to sue medical insurance companies was given new life after first being stalled at the state capitol. House Bill 2144 passed through the House floor with unanimous support in March, and it seemed the legislation was moving in the right direction, but as News 4 reported Wednesday, the bill was not heard in the Senate Judiciary Committee, leaving the bill in limbo as the deadline to hear bills was Thursday. After our initial story aired, things changed; the bill was on the agenda for the Senate Rules Committee meeting. Debate continues over declaring 'Christ is King' in Oklahoma It was heard Thursday morning and passed with overwhelming support, 17 to 2. 'I can't afford to take no, or I won't be alive, so it means a lot that people who don't have the voice or don't know what to do will have the back of this bill now,' said Lacy Cornelius-Boyd, who was denied a transplant. Cornelius-Boyd has been in a fight for her life, not just against her injuries, but against her insurance company. After a devastating car crash, she lost nearly all of her intestines. 'The average person has 35 feet of intestines, and I have about 35 inches left,' said Cornelius-Boyd. Her insurance company has denied a transplant several times, and now her kidney and liver are failing. 'I have a five-year-old, so it's hard for her to know that mommy's sick and I just don't have a normal life anymore,' said Cornelius-Boyd Her story is one that pushed the bill now headed to the Senate floor. If it becomes law, it would create the Insurance Consumers Protection Act, giving those the right to sue medical insurance companies that deny or delay care in bad faith. Some questioned and argued it could flood the courts and benefit more than just the patient, but supporters fought back. 'This is not about anti-insurance, and it's sure not about pro lawsuit, what this is about is pro citizen,' said Sen. Darrell Weaver, R-Moore. Sen. Carri Hicks also weighed in. 'There are very few patients who have the level of medical expertise to bring a compelling case, we also have to be mindful if patients are awaiting medical treatments, they are more than likely not at a financial position where they could also pay for that legal remedy,' said Sen. Hicks. For Cornelius-Boyd, it's never been about the money, she says it is about staying alive. 'I could care less about any amount of money. I want to be alive for myself, my husband, my family, my daughter. They deserve it and I deserve a chance to live,' said Cornelius-Boyd.
