Newsom's declaration of a State of Emergency in San Joaquin County, Health Net, one of California's most experienced Medi-Cal managed care health plans and company of Centene Corporation (NYSE: CNC), is taking immediate action to support those affected by the Victoria Island Incident. The company's priority is ensuring both its members and healthcare providers have the resources they need during this critical time. Member Prescription Information During a declared State of Emergency, impacted members have two options to secure an emergency supply of their medications: Members can fill their prescription at the original pharmacy if it is open. If the original pharmacy is not open, members can call Health Net at 1-800-400-8987. We will suspend refill limitations so they can get their prescriptions at an out-of-network pharmacy. Coping Support for Members Members can call Health Net Behavioral Health Services for crisis support 24 hours a day, seven days a week by calling 1-800-400-8987 (TTY: 711). This includes: Support to help them deal with grief, stress or trauma Referrals to mental health counselors, local services and telephone consultations Members: Video Medical Appointments If members cannot reach their primary care provider during a declared State of Emergency, Health Net offers telehealth services at no cost. Members can find appointment instructions in two places: On the back of their Health Net ID card On after registering and signing in Access to Social Services To connect with local community resources, members can call 2-1-1 or visit for help with: Emergency shelter, food and transportation Social services and financial assistance Legal guidance from verified agencies Information for Healthcare Providers During a declared State of Emergency, doctors and nurse practitioners may call Health Net at 1-800-641-7761 for assistance. To support these participating providers in affected areas, Health Net will: Extend grace periods for notifications, beginning on the admission date, for acute services, post-acute care, durable medical equipment (DME), medical supplies and home health care services Waive prior authorization – however, our notification requirement will remain in effect despite relaxed deadlines In addition, Health Net will: Authorize out-of-network services if a contracting provider or facility becomes unavailable Grant post-admission notification approvals for impacted facilities. The local State of Emergency on Banks Peninsula has been lifted after monitoring of a slip in Akaroa showed no further significant land movement. Christchurch Mayor Phil Mauger lifted the State of Emergency at 3pm today, saying monitoring equipment at a slip in Akaroa had revealed there had been "no further significant land movement". "With that information, we're now in a position to make a decision on the evacuation zone, begin work on the slip remediation options and lift the State of Emergency." Emergency services were called to Lighthouse Rd on May 1 due to a large crack in the road, with four homes evacuated as a precaution due to risk of slips. The team had been working with property owners and businesses in Akaroa and would continue to do so, said Mauger. "It's been a big two weeks for this community and for the team working on the response, and I'd like to thank everyone for their hard work and patience." Christchurch City Council would keep a close eye on the area as the ground in the area was "still saturated", he added. "A designation has been made under the Building Act on the area, so we can react if needed." Three States of Emergency were declared after the April 30 weather event — in the Selwyn district and Christchurch City and one local declaration in Banks Peninsula. All were now lifted. Christchurch and Banks Peninsula were now both in a recovery period and the focus would be on repairing damaged infrastructure.

The last day for in-person candidate filing is Friday, and the deadline to withdraw from the race is on Monday. SEATTLE - Bruce Harrell appears to have some competition when it comes to retaining his seat as Seattle's mayor. As of Thursday night, seven candidates have filed for the position of Seattle mayor. According to King County Elections, the deadline for in-person candidate filing is on Friday, May 9. Along with Harrell, several others have put their names in the hat, highlighting their focus on housing, community and public safety. Here's who's running for the Seattle mayor's office: Incumbent Bruce Harrell is running for a second term as the Mayor of Seattle. Harrell previously served as the president of the Seattle City Council from 2016 to 2020, after having been on the council since 2008. He was acting mayor of Seattle for a brief stint in 2017 before being elected in his own right in the 2021 Seattle mayoral election, beating out Lorena González. In his time in office, Harrell has made it clear that he's dedicated to solving the city's homeless crisis, increasing community safety and fighting the opioid epidemic. Harrell hopes to find and create more solutions as the Seattle-Tacoma area continues to grow in population. Joe Mallahan, a previous candidate in the 2009 Seattle mayoral race, is once again running for office. Mallahan was narrowly beat out in November 2009 by former mayor Mike McGinn, who won just 51% of the vote. A former leader at T-Mobile, Mallahan wants to address issues he believes city leadership has been too slow to act on, such as crime, homelessness, housing costs and community outreach. Joe Molloy has a strong focus on the Seattle homelessness crisis, as he says he lost his home last year as the result of an unsupported disability. Molloy, a Detroit native, has three main priorities outlined in his campaign: addressing shelter and housing, creating a dedicated crisis response and public safety service, and a Universal Basic Income pilot program. Molloy introduced his plan as "The Homeless New Deal," aimed at addressing the ongoing "State of Emergency." His background includes experience in real estate and Seattle homeless advocacy organizations. Katie Wilson, a current coalition leader, brings a variety of ideas aimed at improving the lives of Seattleites. Wilson's spent her career fighting for working families, and has big goals for affordable housing, public transportation, workers' rights, public safety, and more. She co-founded and serves as the executive director of the Transit Riders Union, and led campaigns to raise the minimum wage, strengthen renter protections and improve access to low-income individuals. Ry Armstrong, a Pacific Northwest native, says he plans to tackle Seattle's challenges head-on, with a commitment to accessibility and collaboration. If elected, Armstrong hopes to build more housing, invest in public safety, fight for Seattle workers and create accessible, affordable childcare. With a background in unions, nonprofits and state politics, Armstrong says his vision for Seattle's future is rooted in equity, resilience, and collaboration. Isaiah Willoughby is running for Seattle mayor. Willoughby, with a listed Burien address, shares the same name as a man previously sentenced to two years in prison for setting fire to a Seattle Police precinct in the Capitol Hill Occupied Protest (CHOP) zone during the George Floyd protests in 2020. David Tuniman is also listed as a 2025 candidate who has put their name in the Seattle mayoral race. At last check, Tuniman does not have an active website for his campaign. Last Updated: Pakistan's provocation and India's strong retaliation on Thursday night begs the question – are the nuclear neighbours at war? If yes, how is a war formally declared in India? In a dramatic military escalation, Pakistan unsuccessfully attempted to hit Indian military stations at Jammu, Pathankot and Udhampur with drones and missiles, which were effectively engaged by the Indian armed forces and thwarted. In retaliation, India struck Pakistan's capital Islamabad as well as Lahore and Sialkot. Several cities and towns in J&K, Punjab, Rajasthan and Gujarat observed blackouts of different durations, with officials issuing advisories for citizens while reassuring safety. Separately, Pakistan violated ceasefire along the Line of Control, which was effectively responded to by the Indian forces. The cross-border action followed India's Operation Sindoor under which armed forces destroyed terrorist hubs across nine locations in Pakistan and Pakistan-occupied Kashmir to avenge the Pahalgam terror attack. News18 explains… India addresses matters related to declarations of war through a mix of constitutional provisions, parliamentary oversight, and executive authority, unlike some countries with formal legislation on such declarations. In India, the power to declare war resides with the President, but it is exercised based on the advice of the Union Council of Ministers led by the Prime Minister. The Indian Constitution does not explicitly detail a procedure for a formal declaration of war as some other nations do. However, the declaration of a National Emergency under Article 352 of the Constitution is the closest constitutional mechanism related to a war-like situation. Procedure On Paper Procedurally speaking, if a formal declaration of war is to be made, the Union Cabinet, after assessing the situation, will make a written recommendation to the President. Upon receiving the written recommendation from the Cabinet, the President can issue a Proclamation of National Emergency under Article 352 on the grounds of 'war' or 'external aggression'. This proclamation can be for the entire country or a part of it. The Proclamation of Emergency must be laid before each House of Parliament. It will cease to operate after one month unless approved by resolutions passed by both Houses with a special majority (a majority of the total membership of that House and by a majority of not less than two-thirds of the members of that House present and voting). Once approved by Parliament, the emergency remains in force for six months. It can be extended for further periods of six months with continued parliamentary approval through similar resolutions. Finally, the President can revoke a Proclamation of Emergency at any time through a subsequent proclamation. Additionally, the 44th Amendment mandates that the President must revoke the emergency if the Lok Sabha passes a resolution disapproving its continuation. But No Formal Rule Exists To Declare War The Indian Constitution, however, does not have a specific article or procedure solely dedicated to the 'declaration of war". The provisions related to National Emergency under Article 352 are invoked in situations of war or external aggression. So What Happened In 1965, 1971 And Kargil Wars? A formal declaration of war, in the traditional sense, was not made during any of the India's military conflicts. India-Pakistan War of 1947-48 (First Kashmir War): This war began with the invasion of Kashmir by tribal militias and Pakistani forces. India responded after the Maharaja of Kashmir acceded to India. There was no formal declaration of war by either side. India-China War of 1962: This war started with a large-scale Chinese offensive along the disputed border. India was taken by surprise. There was no formal declaration of war from either India or China. China unilaterally declared a ceasefire and withdrew after about a month. India-Pakistan War of 1965: This war escalated from border skirmishes and Pakistan's Operation Grand Slam in Kashmir. India retaliated by crossing the international border. Again, no formal declaration of war preceded the large-scale hostilities. The conflict ended with a UN-brokered ceasefire and the Tashkent Declaration. India-Pakistan War of 1971 (Bangladesh Liberation War): This war stemmed from the political crisis and humanitarian crisis in East Pakistan (now Bangladesh). India intervened in support of the Bengali liberation movement following a large influx of refugees. While the conflict was extensive, there was no formal declaration of war before India's military involvement. Pakistan initiated air strikes on Indian airfields, which led to India's full-fledged entry into the war. Kargil War of 1999: This conflict began with the infiltration of Pakistani soldiers and terrorists into Indian territory in the Kargil region. India responded with 'Operation Vijay', which was a limited conflict, and no formal declaration of war was made by either sides. RALEIGH, N.C. (WNCN) — As wildfires continue to wreak havoc in western North Carolina, relief is being extended by the state and federal government. Governor Josh Stein announced Saturday that the state of emergency is extended for the next 30 days for 34 counties in NC. Wildfires have ravaged an already damaged part of the state, making it even harder for citizens to recover. 'I appreciate all of the first responders, emergency managers, state forest rangers, and state and local officials working hard to protect North Carolinians from wildfires,' said Governor Stein. 'I am extending this State of Emergency to ensure the State Emergency Response Team has every resource available to continue to respond to wildfires to protect people and property.' Here are the counties included among the state of emergency: Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Cabarrus, Caldwell, Catawba, Cherokee, Clay, Cleveland, Gaston, Graham, Haywood, Henderson, Iredell, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rowan, Rutherford, Stanly, Swain, Transylvania, Union, Watauga, Wilkes, Yancey, as well as the tribal lands of the Eastern Band of Cherokee Indians. PREVIOUSLY: Evacuation order issued as crews battle wildfire in western NC In the press release, the state's Department of Agriculture cited 2,348 wildfire incidents between March and April. A statewide burn ban was issued by the NC Forestry Service between March 21 and April 2. 'The spring wildfire season is off to a very busy start, which has kept the N.C. Forest Service, first responders and emergency management staff on their toes,' said Agriculture Commissioner Steve Troxler. The extension will continue to provide resources to assist counties by deploying firefighters and sending more logistical supplies and equipment. Also, the State Emergency Operations Center's 24-hour Watch Center will continue assisting counties with issuing evacuation orders through the Wireless Emergency Alert Network and through the Integrated Public Alert and Warning System. 'I appreciate the Governor extending the State of Emergency and making resources available, especially with the elevated risk of wildfires in Western NC,' said Troxler. 'I also urge people to use extreme caution when doing any burning.' FEMA previously announced on Monday that federal funds were authorized to help battle the Sam Davis Road wildfires in Swain County. They said the fire threatened approximately 70 homes in the Lower Alarka and Big Rockies Road area. Before that, FEMA provided federal funding for wildfires in Alarka — which is also in Swain County — the Table Rock Fire that started in South Carolina and spread to NC, and Black Cove in Polk and Henderson counties all back in March.
