Analysis reveals Victoria's coal-fired power stations are 'unreliable' as closures near
Units at Victoria's coal-fired power stations spent weeks offline last summer due to breakdowns and planned maintenance. A new report by Reliability Watch, using data supplied by power station operators to the Australian Energy Market Operator (AEMO), shows Loy Yang A unit 4 and Yallourn unit 4 were among the most unreliable power station units last summer. According to the report, coal-fired power stations around Australia told AEMO in October last year that 9 per cent of their capacity would be unavailable over the next six months, when in fact 23 per cent of capacity was unavailable due to breakdowns and planned outages. Reliability Watch is a collaboration between Environment Victoria, the Queensland Conservation Council, and the Nature Conservation Council of NSW. The report showed there were 145 outages at power stations around Australia between October and March. At Yallourn Power Station, there were 18 breakdowns when only five outages were planned. Its planned outage schedule, provided to AEMO in October, noted that at least one of its units would be offline for 93 days over the summer; instead, it was out for 195 days. Loy Yang A recorded 13 outages. Loy Yang B Power Station was operational 98 per cent of the time. The plant recorded only one breakdown over the summer and had no planned outages. Environment Victoria climate campaign manager Joy Toose said the report showed the need for a fast renewable energy transition backed by storage to replace coal. "What we know is that these coal-fired power stations are ageing, they're unreliable, and they're really struggling to keep up with renewables," she said. "We're seeing Yallourn Unit 4 is clearly struggling and had three breakdowns in seven weeks before its scheduled maintenance, and the maintenance actually took 20 more days than originally planned. "It's more important than ever that we're planning for Yallourn's retirement in 2028. "Anyone who's entertaining the idea that it can be extended is just dreaming." AEMO's first Quarterly Energy Dynamics Report for 2025 showed a steady increase in renewable energy generation between January and March. At the same time, output from coal-fired power plants reached new quarterly lows. The energy operator said there was a record number of renewable generation projects coming on board, with 42 project applications approved this financial year. Loy Yang B Power Station general manager Tony Hicks attributed the station's reliability to a long-term preventive maintenance regime and capital investment. "At the moment, we do a planned outage every 18 months at each of the units," he said. Mr Hicks said Loy Yang B, which is scheduled for closure in 2047, would continue on its maintenance schedule to ensure it operated reliably until shutdown. "We still see that Loy Yang B will be needed in the system to maintain system reliability, which is about supporting renewables and also affordability." He said a big piece of work was ensuring the plant was flexible enough to adjust to the influx of renewable energy at different times of the day and "keep the grid humming along". "It's not just about reliability; it's about the flexibility these plants can provide," he said. It is understood Loy Yang A, which is operated by AGL, has experienced more outages than expected during this financial year as it undertakes maintenance work to keep the plant running until its slated closure in 2035. Many of the unplanned breakdowns were caused by the ageing unit 2, which is coming up to its six-year major outage and overhaul. Unit 2 faces more constraints because it is different from the power station's other units. It was originally destined for the gas-fired power station in Newport, but was not needed. "It is not unusual to see performance decline as a unit gets close to its major overhaul with several components needing attention," an AGL spokesperson said. "With 10 years of operation remaining planned for the Loy Yang A power station, there is no plan in the foreseeable future to reduce investment in the asset." Energy Australia, which operates Yallourn Power Station, has been contacted for comment.
