Dhaka's pivot to revenge politics

The indictment of former Bangladesh PM Sheikh Hasina by a tribunal on Sunday for ordering a police crackdown on protestors last year coincided with a Bangladesh Supreme Court order directing the Election Commission to restore the registration of the Jamaat-e-Islami as a political party. The International Crimes Tribunal, set up by Hasina's government in 2009 to investigate crimes during Bangladesh's war of liberation in 1971, indicted her along with former home minister Asaduzzaman Khan Kamal and senior police official Chowdhury Abdullah Al-Mamun for what prosecutors said was a 'coordinated, widespread and systematic attack' on students and other activists whose protests led to the ouster of the Awami League regime last year. The tribunal also ordered that Hasina — living in self-exile in India since last August — should be produced before it on June 16. New Delhi has not acted so far on Dhaka's request for extradition, maintaining that the latter has not completed all the required formalities. Meanwhile, the Supreme Court order will enable the Jamaat-e-Islami, which has espoused an anti-India line, to participate in general elections whenever they are held. At the same time, the interim government headed by Muhammad Yunus has banned the activities of Awami League under the country's anti-terror law until the party's leadership has been tried by the tribunal. All these developments are a pointer to the direction that Bangladesh is taking under the caretaker administration. It has not gone unnoticed that the order on the Jamaat-e-Islami and the proceedings in the tribunal have come at a time when political parties, especially the influential Bangladesh Nationalist Party (BNP), and the powerful army have stepped up calls for holding elections by the year-end. Clearly, Bangladesh is sliding towards a phase that rejects the legacy of 1971, and where ideologies that are anti-India and pro-Islamist gain ground. Yunus, who has given hints of making way for an elected government by June 2026, appears to be pitting the various stakeholders in Bangladesh against each other. Rather than the churn in the country settling anytime soon, matters may take a turn for the worse, especially if the army sticks to its stand for elections to be held by December and Yunus, backed by student groups, refuses to yield. New Delhi needs to remain on guard for further complications.

Deepening Rift Between Muhammad Yunus, Bangladesh Army Chief?

New Delhi: A round of meetings in Bangladesh has once again led to reports of major differences between Bangladesh Army Chief General Waker-Uz-Zaman and Chief Adviser of the interim government Muhammad Yunus. On Tuesday, a high-level meeting on the law and order situation in the country was held at the State Guest House Jamuna in Dhaka, which was chaired by Mr Yunus. The meeting was attended by home adviser Lieutenant General (retired) Jahangir Alam Chowdhury, foreign adviser Md Touhid Hossain and national security adviser Khalilur Rahman, who are part of the interim government that currently governs Bangladesh. It was also attended by top military officials, including Army Chief General Waker-Uz-Zaman, Navy chief Admiral Mohammad Nazmul Hassan and Air Force chief Air Marshal Hasan Mahmood Khan. Reports from Bangladesh suggest that all meetings, rallies and processions around Sena Niwas, the residence of Army chief have been banned as there is apprehension that hardline Islamists, who are using the students' uprising as a front to back Muhammad Yunus, might try to hold protests. The Army Chief's planned visit to the US earlier this month was also cancelled. Adding to the speculation was General Zaman's May 20 scheduled address all "available officers" in Dhaka at the Army's Senaprangan facility on May 20. The apprehension also stems from the role of Lieutenant General Mohammad Faizur Rahman, the Quartermaster General (QMG), who seen as harbouring pro-Islamist and pro-Pakistan sentiments and is believed to have close links with Islamabad's Inter Services Intelligence agency. He is said to be operating as Mr Yunus's man in the army. Differences between the Army Chief and the Quartermaster General also stem from Lieutenant General Mohammad Rahman holding a closed-door meeting with National Security Advisor Khalilur Rahman, who was appointed to the post while the Army Chief was abroad on an official visit to Russia and Croatia. Sources have confirmed that Muhammad Yunus and Bangladesh Army Chief Waker-Uz-Zaman also have differences over the establishment of a 'humanitarian corridor' for the passage of logistics and supply of provisions to the Rakhine State in Myanmar, something that the Army chief is opposed to. The Yunus-led government has been trying to get the army chief to agree to the plan and have even tried to get foreign diplomats to help with the issue, but the army chief has not budged. The army in Bangladesh has been warning about instability in the country and has been carrying out operations to maintain law and order. In a statement issued on May 20, Bangladesh's Inter Services Public Relations had said, "In a special operation conducted from 2 am tonight at the Bhashantek Army Camp of the 86 Independent Signal Brigade of the Bangladesh Army, 03 automatic pistols, 1 revolver and 28 rounds of bullets, including various equipment, were recovered from the Matikata area of the capital. 10 active members of the notorious 'Hitlu Babu Gang' were arrested in the operation." "The gang's activities were being monitored from the Bhashantek army camp for a long time based on secret information. The operation was conducted today based on specific intelligence information. During the operation, around 5 am, when the gang members tried to attack the patrol team, considering it impossible to avoid arrest, the army team fired warning blank shots to bring the situation under control. Later, the terrorists failed to escape and were arrested by the army patrol. Residents welcomed this step of the army and expressed relief," the statement added. "The Bangladesh Army is committed to ensuring public safety and maintaining law and order. The public is requested to report any information about any criminal activity to the nearest army camp or law enforcement agency", the statement said. The Muhammad Yunus-led interim government has been accused of delaying elections to form a properly elected government and even taken steps like banning the Bangladesh Awami League even before elections. The other main political party Bangladesh Nationalist Party has also highlighted the controversy over the appointment of Mohammad Azaz, the administrator of Dhaka North City Corporation. Protests have been held over his appointment in Dhaka. The Bangladesh Nationalist Party reposted an article by a researcher which said, "It appears that within the current interim government of Bangladesh, another shadow government is operating, led by at least six individuals who have cunningly infiltrated the statecraft. There is a well-coordinated attempt to vilify a few advisers and important officials who are working towards a democratic transition to uphold the spirit of the July 2024 monsoon revolution. However, this shadowy group of 14 people, including the six mentioned earlier and led by a man named Nurul Islam Bhuiyan Choton, is creating hurdles. One of the members of this group is Mohammad Azaz, the administrator of Dhaka North City Corporation." Bangladeshi researcher Sami said on X, which was reposted by the Bangladesh Nationalist Party, stated, "I was curious to uncover his political identity and was shocked to find him among the top leaders of the banned organization Hizb ut-Tahrir (banned in Bangladesh since October 2009 for posing a threat to national security) was involved in Chhatra Shibir politics during his student life but became associated with Hizb ut-Tahrir in 2002. While working for this organization, he was arrested at least twice."

In the recording, Asif indicated that the Army chief had questioned the credentials of Yunus. He said despite his Nobel laureate status and reformist credentials, he was not the right person for the role. 'This suggest a hesitation within the military establishment about Yunus. This video is evidence of internal divisions within the Army. It also hints at possible interference by external forces. It is possible that Yunus knows about this development and wants the Army chief to go. Earlier, the Army chief had asked civilians to handover the country into right hands," said top intelligence sources from India. ISI CHIEF MET QMG: News18 had reported about a recent meeting between Pakistan's ISI chief Lieutenant General Asim Malik and Rahman earlier this year, suggested a clear division, further fuelling tensions within the Army and seen as a snub to the Army chief. Following the March 11, 2025, hijacking of the Jaffer Express train by secessionist fighters of the Balochistan Liberation Army (BLA), Urdu-language dailies wrote editorials, examining the new wave of terrorism that Pakistan faces not only in Balochistan province, but also in Khyber Pakhtunkhwa province and to some extent the rest of Pakistan. A reading of the editorials, translations of which are given below, in Roznama Islam, Roznama Ummat, and Roznama Nawa-i-Waqt indicates that all these newspapers blame India for its role in Balochistan in allegedly aiding the BLA, which has launched major attacks in recent years. Some of these attacks have been executed by the BLA's Majeed Brigade, a martyrdom-seeking arm of the secessionist group. Roznama Nawa-i-Waqt , in its editorial blaming India, wrote: "If poisonous propaganda is spread on social media, whether from within the country or abroad, to mislead people against these operations, it is not far-fetched to assume that such elements are in contact with India." Roznama Islam noted in its editorial that Pakistan is "in a state of war," adding: "It is the responsibility of all the political and religious parties of Pakistan to unite and agree on a narrative for the protection of the country and the people and the army..." Roznama Ummat , in its editorial, emphasized the importance of international cooperation in fighting terrorism in Pakistan, which, since both Roznama Islam and Roznama Ummat are pro-Islamist outlets, means aid from Islamic countries. "If such poisonous propaganda has been spread by the social media cell of a specific political party [alluding to Imran Khan's Pakistan Tehreek-e-Insaf party] in the country, it only confirms that the relevant individuals of that party have links with India. The DG ISPR has also confirmed Afghanistan's involvement in this terrorist incident, which India is undoubtedly using to achieve its objectives against Pakistan's security. "In this context, Balochistan Chief Minister Sarfraz Bugti, while congratulating the security forces on the successful operation, emphasized that terrorists want to break Pakistan; therefore, separatist elements in Balochistan will be treated in the same manner as terrorists. Undoubtedly, nothing is more precious to us than the security of our country. The reasons for the wave of terrorism in Balochistan are various, including the presence of local separatist movements, extremist groups, and international elements playing a prominent role [in aiding terrorism]." "The Solution To The Problem Of Terrorism Is Dependent Not Only On The Domestic Policies Of Pakistan's Government And Military But Also Requires Cooperation And Stable Relations At The International Level" "There are some separatist groups in Balochistan who demand independence of the province from Pakistan. These groups carry out attacks for their own purposes, targeting government institutions, security forces, and non-Baloch civilians. "According to these groups, the unfair distribution of Balochistan's resources and the violation of the rights of local people have led to their struggle. Terrorist organizations active in Balochistan are trying newer methods, including suicide bombings. India is supporting separatists in Balochistan and promoting terrorism there so that Pakistan's internal security can be weakened. Although India denies these allegations, the red-handed arrest of terrorists like Kulbhushan [Jadhav] is irrefutable proof of Indian terrorism. "These incidents of terrorism have increased in recent times and the security forces are facing these challenges. Due to terrorist attacks in different areas of Balochistan, the local people, security forces, and the government have suffered. The solution to the problem of terrorism is dependent not only on the domestic policies of Pakistan's government and military but also requires cooperation and stable relations at the international level. "Political dialogue, protection of local people's rights and joint measures against terrorism are essential for establishing peace in Balochistan. Along with this, this matter should be raised in a concrete and effective manner with the neighboring countries. Along with diplomatic efforts, the voice should also be raised on international forums. "India was allowed to play openly in Afghanistan during the previous [pre-Taliban] puppet government there. Apparently Indian consulates were closed during the Taliban era which were centers of terrorism. Yet it is beyond comprehension that terrorists are receiving support from there. Because Pakistan had given all possible help to the Taliban and had hoped that the western border would be secured after the establishment of the Taliban government..."
