Trichy: Trichy corporation on Thursday said that a total of 15 candidates are in the fray, after scrutiny, for the maiden election to constitute the street vending committee in Trichy city. The election to the street vending committee was announced by Trichy corporation to regulate the business of street vendors in all five zones here in a way not affecting public movement. The six representatives to be elected will make suggestions for finalizing the allowed and prohibited zones. The election, in which vendors from all parts of the city will vote, will be conducted on May 30 at Bishop Heber school in Puthur. The categories of the election include Backward Class (BC), Minorities, Women, Persons with Disabilities (PwD), Scheduled Caste (SC), and General with two-three members in each. There are 6,220 street vendors provided with ID cards through a GPS-enabled survey conducted by the urban local body. However, as a section of the vendors approached high court alleging irregularities, Trichy corporation conducted another survey as directed by the court and informed that 38 street vendors with ID cards until 2024 have died. Their names were removed from the electoral roll. Presently, there are 6,182 street vendors eligible to vote in the election.

PUDUCHERRY: Pondicherry University will launch a free 12-month UPSC coaching programme exclusively for Persons with Disabilities (PwDs), organised by the Higher Education for Persons with Special Needs (HEPSN) and the Centre for Study of Social Inclusion (CSSI). The initiative is funded by the Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment. The coaching programme will be inaugurated on May 29, 2025 at the university campus and will be conducted entirely in physical mode. PwDs aged between 20 and 41 years, with an annual family income below `8 lakh, who have completed their degree or are in the final semester, and hold a valid Unique Disability Identification (UDID) card, are eligible to apply. Accommodation will be provided for outstation candidates. Selected participants will receive coaching from subject experts, 24×7 access to the university's accessible library, and a monthly stipend of `6,000, disbursed on a quarterly basis. Attendance will be monitored through an Aadhaar-based biometric system; only those with regular attendance will be eligible for the stipend. Applications must be submitted by May 25, 2025 via the official form at along with the required documents. A high-level committee will shortlist applicants, who will be informed individually. The Union Housing and Urban Affairs Ministry on Thursday decided to extend a 4% reservation for persons with disabilities (PwD) in the General Pool Residential Accommodation (GPRA), which will cover houses up to Type 5, benefiting officials from Assistant Section Officer (ASO) level to Director rank, it is learnt. The Directorate of Estates under the Ministry issued an office memorandum on Thursday applying the reservation. 'In order to promote the rights of People with Disabilities, laid down in the Rights of Persons with Disabilities Act (RPWD), 2016 the Directorate of Estates, Ministry of Housing and Urban Affairs has decided to adopt the reservation of 4% for the allotment of GPRA to eligible Government servants,' it said. Those Central government servants who have benchmark disabilities, as laid down in the RPWD Act, will be given priority for allotment of GPRA every month, it said. In order to be considered for accommodation, all government servants can participate in the monthly online bidding process carried out by the Directorate of Estates. 'The eligible PwD applicants would be given priority over the unified waiting list for both initial allotment/change of GPRA. The Unique Disability ID (UDID) card issued by the Government will be a valid document for proof of disability,' the OM said. According to government sources, when a government servant joins as an ASO, it takes about 15 years to be allotted a home due to the shortage of housing. As of now, the waiting period for some categories is up to 18 years, an official said. Some government servants who have disabilities are forced to stay in hostels and away from their families due to the lack of housing, the official said. Overall, the Directorate of Estates manages 1.02 lakh GPRA units across 355 locations in 61 cities.

Patna, May 16 (PTI) Ahead of the assembly polls due later this year in Bihar, the Election Commission of India (ECI) on Friday expressed concern over the low voter turnout in the state in the 2024 Lok Sabha polls and asked officials to formulate a strategy to enhance participation of people in the electoral process. In the meeting, preparations for the upcoming elections, adherence to the Model Code of Conduct, special summary revision of the electoral roll and other related issues were discussed. 'The Election Commissioner of India expressed concern over the low voter turnout in Bihar. While the national average voter turnout stands at 66.10 per cent, Bihar recorded only 56.28 per cent in the last Lok Sabha elections, which is significantly lower,' the CEO said in a statement. Joshi stressed the need to formulate a comprehensive strategy to increase voter turnout, which should be implemented at the micro level and regularly reviewed by the ECI. 'He noted that in the last 10 years of general elections, Bihar's voter turnout has hovered between 56 per cent and 57 per cent, which necessitates focused efforts to improve it,' said the statement. Bihar has a total of 7,69,046 Persons with Disabilities (PwD) and 5,91,347 elderly voters aged above 85 years. The ECI directed that maximum inclusive participation of these voters be ensured so that they can vote without any hindrance. 'This will not only affirm inclusive participation of all sections of society in the electoral process but will also play a vital role in increasing the overall voter turnout,' said the statement. Joshi instructed officials to ensure that all election-related activities are carried out impartially and within stipulated timelines. He also urged the administration to take proactive and creative initiatives to ensure the active participation of all stakeholders. The ECI is conducting extensive training programmes to ensure the accuracy of the electoral roll. 'Those attending training programmes include polling station officers, electoral registration officers, and booth-level agents of recognised political parties. These training sessions are being held in New Delhi, as well as at divisional and district levels across Bihar,' the statement said. Bihar has a total of 77,895 polling stations, and the ECI directed officials to ensure that all essential facilities are provided there. According to the final publication of the electoral roll, Bihar has approximately 7.80 crore registered voters. 'The Election Commissioner directed that no eligible citizen should be left out of the electoral roll. He expressed concern about the low registration among youth aged 18 to 19, whose current number stands at only 8,08,857, compared to the estimated population of around 6.4 million in that age group. Hence, he directed special focus on registering voters in this age category', the statement said. During his four-day visit, Joshi will inspect the First Level Checking (FLC) of EVMs in Motihari on Saturday and will hold a review meeting. He will also visit Bettiah (West Champaran). On Sunday, he will meet with SSB officials in Valmiki Nagar and conduct a field visit. On Monday, he will visit areas in Vaishali district. Joshi's visit is aimed at conducting on-the-ground assessments of voter facilities, security arrangements, the FLC process, training centres, and the condition of polling stations. Through this visit, the ECI intends to ensure that elections in Bihar are conducted in a fair, peaceful, and participatory manner, the statement said. From ensuirng optimum nutrition for pregnant women to setting up dedicated libraries, a slew of measures are on the anvil to cater to the needs of this segment of at a programme held at Nalwadi Krishnaraja Wadiyar Kalamandira, Das Suryavamshi, the state commissioner for Rights of Persons with Disabilities, said "Mandya is setting a historic precedent," focusing on the welfare of women, children, and specially-abled citizens as part of a model for inclusive programme was organised by the district administration, zilla panchayat, and the department for empowerment of the differently-abled and senior programme focused on the effective implementation of the Rights of Persons with Disabilities Act, 2016, and brought together officers from the district, taluk, and gram panchayat levels, rural rehabilitation workers, and NGO leaders.K R Nandini, the CEO of the zilla panchayat, said: "Officials must focus not only on fulfilling the mandated 5% reservation for specially-abled individuals, but also on ensuring their overall development through skill training, employment opportunities, and accessible healthcare."Nandini noted nearly 12,000 children had taken part in innovative, free summer camps held across the district."Following the welfare of children, the comprehensive development of the specially-abled community must be our top priority," she said, urging officials at all levels to work in collaboration to ensure inclusive CEO highlighted the importance of maternal health, emphasising that better nutrition and care during pregnancy can significantly reduce disabilities. She urged the women and child health departments to intensify efforts to provide nutritious food, ensure vaccinations, and essential healthcare for pregnant officer also revealed that exclusive libraries for specially-abled individuals will soon be established in every taluk of Mandya district.
