البيان المشترك بشأن التطورات في قطاع غزة
تعرب اللجنة الوزارية المكلفة من القمة العربية الإسلامية الاستثنائية المشتركة بشأن التطورات في قطاع غزة التي تضم كل من مملكة البحرين، وجمهورية مصر العربية، وجمهورية إندونيسيا، والمملكة الأردنية الهاشمية، وجمهورية نيجيريا الاتحادية، ودولة فلسطين، ودولة قطر، والمملكة العربية السعودية، وجمهورية تركيا، وجامعة الدول العربية، ومنظمة التعاون الإسلامي، بالإضافة إلى جمهورية بنجلاديش الشعبية، وجمهورية تشاد ، وجمهورية جيبوتي، وجمهورية جامبيا، ودولة الكويت، ودولة ليبيا، وماليزيا، والجمهورية الإسلامية الموريتانية، وسلطنة عمان، وجمهورية باكستان الإسلامية، وجمهورية الصومال الفيدرالية، وجمهورية السودان، والإمارات العربية المتحدة، والجمهورية اليمنية عن إدانتهم الشديدة ورفضهم القاطع لإعلان اسرائيل نيتها فرض السيطرة العسكرية الكاملة على قطاع غزة، وتعتبر أن هذا الإعلان يشكل تصعيدًا خطيرًا ومرفوضًا، وانتهاكًا للقانون الدولي، ومحاولة لتكريس الاحتلال غير الشرعي وفرض أمر واقع بالقوة يتنافى مع قرارات الشرعية الدولية ذات الصلة. ونؤكد أن هذا التوجه المعلن من جانب اسرائيل يأتي استمرارا لانتهاكاتها الجسيمة القائمة على القتل والتجويع ومحاولات التهجير القسري وضم للأرض الفلسطينية وإرهاب المستوطنيين وهي جرائم قد ترقى لان تكون جرائم ضد الإنسانية، كما أنها تبدد أي فرصة لتحقيق السلام، وتقوّض الجهود الإقليمية والدولية المبذولة للتهدئة وإنهاء الصراع، و تضاعف من الانتهاكات الجسيمة ضد الشعب الفلسطيني، الذي يواجه على مدار ٢٢ شهرا، عدوانًا وحصارًا شاملاً طال كافة مناحي الحياة في قطاع غزة وانتهاكات خطيرة في الضفة الغربية والقدس الشرقية. وإزاء هذا التطور الخطير، نشدد على ما يلي: • ضرورة الوقف الفوري والشامل للعدوان الإسرائيلي على قطاع غزة، ووقف الانتهاكات المستمرة التي ترتكبها قوات الاحتلال بحق المدنيين والبنية التحتية في القطاع والضفة الغربية والقدس الشرقية. • مطالبة إسرائيل، بصفتها القوة القائمة بالاحتلال، بالسماح العاجل وغير المشروط بدخول المساعدات الإنسانية إلى قطاع غزة، بما يشمل الاحتياجات الكافية من الغذاء والدواء والوقود، وضمان حرية عمل وكالات الإغاثة والمنظمات الدولية الإنسانية وفقًا للقانون الإنساني الدولي ومعايير العمل الإنساني الدولية المعمول بها. • دعم الجهود الرامية إلى وقف إطلاق النار، والتي تبذلها كل من جمهورية مصر العربية، ودولة قطر، والولايات المتحدة الأمريكية، للتوصل إلى اتفاق لتبادل الأسرى والرهائن، باعتباره مدخلًا إنسانيًا أساسيًا لخفض التصعيد وتخفيف المعاناة وإنهاء العدوان الإسرائيلي. • ضرورة العمل علي البدء الفوري لتنفيذ الخطة العربية الاسلامية لإعادة اعمار قطاع غزة، والدعوة للمشاركة بفاعلية في مؤتمر اعادة اعمار غزة المقرر عقده بالقاهرة قريباً. • رفض وادانة اي محاولات لتهجير الشعب الفلسطيني من ارضه بغزة والضفة الغربية بما في ذلك القدس الشرقية، ونؤكد على ضرورة الحفاظ على الوضع القانوني والتاريخي القائم في المقدسات الإسلامية والمسيحية في القدس، مع الاعتراف بالدور الأساسي الذي تضطلع به الوصاية الهاشمية في هذا الصدد. • التأكيد على أن السلام العادل والدائم لا يمكن تحقيقه إلا عبر تنفيذ حل الدولتين، بما يضمن تجسيد الدولة الفلسطينية المستقلة على خطوط الرابع من يونيو 1967، وعاصمتها القدس الشرقية، وفقًا لمبادئ القانون الدولي وقرارات الأمم المتحدة ذات الصلة. ونحمل الاحتلال الإسرائيلي المسؤولية الكاملة عن جرائم الإبادة والكارثة الإنسانية غير المسبوقة التي يشهدها قطاع غزة، وتدعو المجتمع الدولي، ولا سيما الدول دائمة العضوية في مجلس الأمن، إلى تحمّل مسؤولياتها القانونية والإنسانية، والتحرك العاجل لوقف السياسات العدوانية الإسرائيلية، التي تهدف إلى تقويض فرص تحقيق سلام عادل ودائم والقضاء على آفاق تنفيذ حل الدولتين وتحقيق السلام العادل والشامل، والعمل على المحاسبة الفورية لجميع الانتهاكات التي تقوم بها اسرائيل ضد القانون الدولي والقانون الإنساني الدولي بما فيها ما يرقى إلى جرائم الإبادة. كما نؤكد على ضرورة العمل على تنفيذ مخرجات المؤتمر رفيع المستوى للتسوية السلمية للقضية الفلسطينية وتنفيذ حل الدولتين الذي انعقد في نيويورك برئاسة المملكة العربية السعودية وجمهورية فرنسا، وما تضمنته الوثيقة الختامية من إجراءات تنفيذية عاجلة ضمن جدول زمني لإنهاء الحرب في غزة، والالتزام بمسار سياسي للتسوية السلمية الشاملة للقضية الفلسطينية وتنفيذ حل الدولتين. The Ministerial Committee mandated by the Joint Extraordinary Arab-Islamic Summit on developments in the Gaza Strip, the Kingdom of Bahrain, the Arab Republic of Egypt, the Republic of Indonesia, the Hashemite Kingdom of Jordan, the Federal Republic of Nigeria, the State of Palestine, the State of Qatar, the Kingdom of Saudi Arabia, the Republic of Türkiye, the League of Arab States and the Organization of Islamic Cooperation, in addition to People's Republic of Bangladesh, Republic of Chad, Republic of Djibouti, Republic of The Gambia, State of Kuwait, State of Libya, Malaysia, Islamic Republic of Mauritania, Sultanate of Oman, Islamic Republic of Pakistan, Federal Republic of Somalia, Republic of the Sudan, United Arab Emirates, and Republic of Yemen express their strong condemnation and categorical rejection of Israel's announcement of its intention to impose full military control over the Gaza Strip. We consider this announcement a dangerous and unacceptable escalation, a flagrant violation of international law, and an attempt to entrench the illegal occupation and impose a fait accompli/ facts on the ground by force, in contravention of international legitimacy. We affirm that this declared course of action by Israel constitutes a continuation of its grave violations, including killing and starvation, attempts at forced displacement and annexation of Palestinian land, settler terrorism, which are crimes that may amount to crimes against humanity. Such actions obliterate any opportunity for peace, undermine regional and international efforts towards de-escalation and peaceful resolution of the conflict, and exacerbate the severe violations against the Palestinian people, who have faced for nearly two years a comprehensive aggression and blockade affecting all aspects of life in the Gaza Strip, alongside serious violations in the West Bank and East Jerusalem. In light of this dangerous development, we assert the following: • The immediate and comprehensive cessation of the Israeli aggression against the Gaza Strip, and an end to the ongoing violations committed by the occupying forces against civilians and civilian infrastructure in the Gaza Strip, the West Bank, and East Jerusalem. • The demand that Israel, as the occupying power, immediately and unconditionally allow the entry of humanitarian assistance at scale into the Gaza Strip — including food, medicine, and fuel — and ensure the freedom of operation of relief agencies and international humanitarian organizations, in accordance with international humanitarian law and its applicable principles. • Support for the efforts undertaken by the Arab Republic of Egypt, the State of Qatar, and the United States of America to achieve a ceasefire and reach an agreement for the exchange of prisoners and hostages, as a fundamental humanitarian entry point to de-escalation, alleviating suffering, and ending the aggression. • The immediate commencement of the implementation of the Arab-Islamic reconstruction plan of the Gaza Strip, and the call for active participation in the upcoming reconstruction conference to be held in Cairo. • Rejection and condemnation of all attempts to displace the Palestinian people from their land in Gaza and the West Bank, including East Jerusalem, and the affirmation of the need to preserve the legal and historical status quo in the Islamic and Christian holy sites in Jerusalem, while recognizing the key role of the Hashemite Custodianship in this regard. • The affirmation that a just and lasting peace can only be achieved through the implementation of the two-State solution, ensuring the realization of an independent Palestinian State on the 4 June 1967 lines, with East Jerusalem as its capital, in accordance with the principles of international law and relevant United Nations resolutions. We hold the Israeli occupation fully responsible for the ongoing genocide and the unprecedented humanitarian catastrophe taking place in the Gaza Strip, and calls upon the international community — particularly the permanent members of the Security Council — to assume their legal and humanitarian responsibilities and to take urgent action to stop Israel's illegal aggressive policies aimed at undermining prospects for a just and lasting peace, eliminating any horizon for the implementation of the two-State solution, and ensuring immediate accountability for all violations committed by Israel against international law and international humanitarian law, including those amounting to genocide. We also underscore the need to implement the outcomes of the High-Level International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in New York co-chaired by the Kingdom of Saudi Arabia and the French Republic, including the urgent operational time-bound measures contained in its final outcome document to end the war in Gaza and the implementation of a political path to achieve the comprehensive peaceful settlement of the Palestinian question and the implementation of the two-State solution.

يا عمال العالم اتحدوا WORKERS OF ALL COUNTRIES UNITE بيان صادر عن الحزب الشيوعي الفلسطيني بمناسبة يوم الاسير الفلسطيني يا جماهير شعبنا الباسل، يا أبناء الطبقة الكادحة والمناضلة، يا أحرار العالم، في هذا اليوم، يوم الأسير الفلسطيني، نقف وقفة وفاء وتضامن مع أكثر من 9,000 أسير وأسيرة يقبعون في زنازين الاحتلال الصهيوني، يتعرضون لأبشع أنواع القمع والإذلال، فقط لأنهم ناضلوا من أجل حرية شعبهم وكرامة وطنهم. ويأتي يوم الأسير هذا العام في ظل عدوان صهيوني متواصل وشامل على شعبنا في غزة والضفة والقدس، عدوان يستهدف الإنسان والحجر، ويُحاصر أهلنا بالتجويع والدمار والتنكيل الجماعي، وسط صمت دولي مخزٍ لا يكسره إلا بعض الأصوات الحرة لشعوبٍ وحكوماتٍ ما زالت تؤمن بحق الشعوب في تقرير مصيرها، وبالحق الفلسطيني الذي لا يسقط بالتقادم. إن أسرانا في سجون الاحتلال يعانون من أبشع صنوف الانتهاكات: الحبس الانفرادي، الحرمان من الزيارات، الإهمال الطبي المتعمد، التعذيب الجسدي والنفسي، وسوء التغذية، إضافة إلى سياسة الاعتقال الإداري التعسفي دون محاكمات عادلة. هناك من أمضى عشرات السنين خلف القضبان، ومن حُكم عليهم بمئات السنين ظلمًا وعدوانًا، ومنهم من استُشهد داخل السجون نتيجة هذه الظروف اللاإنسانية، حيث بلغ عدد شهداء الحركة الأسيرة أكثر من 70 شهيدًا منذ السابع من أكتوبر الماضي. كما نُدين بأشد العبارات اعتقال الآلاف من أبناء شعبنا في قطاع غزة خلال العدوان، وزجّهم في معتقلات جماعية أبرزها ما يسمى بـ'سجن سادهتمين'، الذي بات رمزًا لجريمة التعذيب الممنهج والإذلال الجماعي، في انتهاك صارخ لكل القوانين والأعراف الدولية. إننا في الحزب الشيوعي الفلسطيني نؤكد في هذه المناسبة على ما يلي: 1- أن حرية الأسرى هي جزء أصيل من حرية الوطن، ولا يمكن الحديث عن أي تسوية أو تهدئة دون الإفراج الكامل عن جميع الأسرى، خاصة النساء والأطفال والمرضى وكبار السن. 2-نحمل الاحتلال المسؤولية الكاملة عن جرائم التعذيب والإعدامات البطيئة التي يتعرض لها الأسرى، خاصة في السجون والمعتقلات المقامة على أنقاض غزة الجريحة. 3-ندعو جماهير شعبنا إلى تصعيد الفعل الشعبي المقاوم، وإبقاء قضية الأسرى حية في ضمير الأمة، كما ندعو القوى الوطنية للتوحد خلف برنامج نضالي واضح لتحريرهم. 4-نطالب المؤسسات الدولية الحقوقية والإنسانية، وفي مقدمتها الأمم المتحدة والصليب الأحمر، بالتحرك الفوري للتحقيق في جرائم الاعتقال والتعذيب الجماعي، ومحاسبة الاحتلال على هذه الانتهاكات التي ترقى إلى جرائم ضد الإنسانية. ختامًا، نجدد عهدنا للأسرى، بأننا سنبقى على دربهم، نحمل قضيتهم ونناضل من أجل حريتهم وحرية شعبنا. لن تنكسر إرادتكم، ولن تهزم قضيتكم، فأنتم طليعة النضال، وأنتم نبض الحرية. المجد للشهداء، الحرية للأسرى، النصر للمقاومة والشعب عاش نضال الشعب الفلسطيني عاش الحزب الشيوعي الفلسطيني صوت الكادحين والمقاومين Statement by the Palestinian Communist Party On the Occasion of Palestinian Prisoners' Day – April 17 To the masses of our steadfast people, To the working and struggling classes, To the free people of the world, On this day, Palestinian Prisoners' Day, we stand in loyalty and solidarity with more than 9,000 Palestinian male and female prisoners languishing in the occupation's prisons, subjected to the most brutal forms of repression and humiliation, simply for defending their people's freedom and their homeland's dignity. This year, Prisoners' Day arrives amid a continued and comprehensive Zionist assault on our people in Gaza, the West Bank, and Jerusalem—an aggression that targets both people and land, inflicting collective starvation, destruction, and mass abuse, all in the face of shameful international silence broken only by the voices of a few peoples and governments that still believe in the right of nations to self-determination and in the inalienable Palestinian right that does not fade with time. Our prisoners suffer the most horrific forms of violations: solitary confinement, denial of family visits, deliberate medical neglect, physical and psychological torture, and malnutrition, in addition to the policy of arbitrary administrative detention without fair trial. Many have spent decades behind bars, some sentenced to hundreds of years, and many have died in prison as a result of these inhumane conditions. Over the past year alone, more than 70 prisoners have been martyred, particularly since the beginning of the genocidal war on Gaza in October. We strongly condemn the mass arrest of thousands of civilians from the Gaza Strip, who have been detained during the ongoing aggression and held in mass detention camps, most notoriously the so-called 'Sadahtemin Prison,' which has become a symbol of systematic torture and collective humiliation, in blatant violation of all international laws and conventions. On this occasion, we in the Palestinian Communist Party affirm the following: The freedom of the prisoners is an inseparable part of the freedom of the homeland. No discussion of ceasefires or political solutions can occur without the unconditional release of all prisoners, especially women, children, the ill, and the elderly. We hold the occupation fully responsible for the crimes of torture and slow executions committed against our prisoners, particularly in the newly established prisons built on the ruins of devastated Gaza. We call on our people to escalate popular resistance and keep the prisoners' cause alive in the conscience of the nation. We also urge national forces to unite behind a clear and determined program of struggle to liberate them. We demand that international human rights and humanitarian institutions, especially the United Nations and the International Committee of the Red Cross, act immediately to investigate the crimes of mass arrests and torture, and to hold the occupation accountable for these violations, which amount to crimes against humanity. In conclusion, we renew our pledge to the prisoners: we will remain on your path, carrying your cause and struggling for your freedom and the freedom of our people. Your will shall not be broken, and your cause shall never be defeated—you are the vanguard of the struggle, and the heartbeat of freedom. Glory to the martyrs. Freedom to the prisoners. Victory to the resistance and to the people.
