Gurgaon: Six months after an Anti-Corruption Bureau (ACB) sting to arrest a sub-inspector (SI) failed, an FIR has been lodged against him — courtesy of digital evidence. On Saturday, ACB registered the case against SI Dharmendra after analysing digital evidence in the form of call recordings and WhatsApp chat. This came after another complaint — in May — lodged by Niyamat alias Badshah, a resident of Pinangwan in Nuh, about an alleged bribe demand. The case has been registered at ACB Gurgaon under Section 7 of the Prevention of Corruption Act. An ACB official said, "Based on the evidence, the bribery charge was found to be true." Dharmendra was in charge of a police chowki in Nuh. But the ACB failed to catch Dharmendra red-handed as he was alerted about the presence of the sleuths at his police chowki. The ACB team, after gathering evidence and questioning him, came to Akeda post from Faridabad for a sting operation to catch the SI, "who was ready to take money at the post", ACB officials said. Meanwhile, the SI got the information that the ACB team was stationed nearby and might apprehend someone following which Dharmendra fled. In May, Niyamat filed another complaint along with the evidence alleging that despite his complaint to the SP, no action was taken against the corrupt police officer. In the meantime, Dharmendra was transferred from Akeda outpost to Firozpur Jhirka police station in Nuh district. During the investigation, the statements of the complainant Niyamat and the recordings related to the bribery conversation between the complainant and Dharmendra, then in charge of Akeda outpost, were studied leading to the filing of the FIR. In July, ACB had arrested a woman head constable posted as an investigating officer at the Women police station, Manesar, for accepting a bribe of Ra 5,000 in cash. Prameela, was caught red-handed while taking the bribe from the complainant near her vehicle parked outside the police station premises. In May, ACB had booked an industrial inspector who allegedly took a Rs 60,000 bribe from a youth looking for a job. The Narnaul-based inspector promised to facilitate a govt-subsidised loan through the district industrial centre (DIC) scheme. The scam came to light when the victim approached the ACB after failing to receive the promised loan.

Bhubaneswar: The Vigilance sleuths on Sunday detected 44 plots, one kg of gold, deposits worth Rs 1.34 crore and other valuable items allegedly in the possession of a Motor Vehicle Inspector (MVI) in Boudh district. The valuables were located in six locations of Golap Chandra Hansdah, MVI, Boudh, an official of the anti-corruption wing said. The MVI was taken into on an allegation that he had accumulated properties disproportionate to his known source of income, a search was conducted in his houses. The Vigilance team found Rs 2.38 lakh in cash, a dairy with details of 'benami' money transaction and spending of Rs 40 lakh for the medical studies of his daughter, a statement said. He also possessed a double-storeyed building with an area of 3,300 sq ft at Baripada in Mayurbhanj district. Of the 44 plots in possession of Hansdah and his family, 43 were located in and around Baripada town and one was on the outskirts of Balasore town, the Vigilance statement said. 'The sale deed value of plots comes to Rs 1.49 crore. A thorough probe has been initiated in this regard. The measurement and valuation/assessment of the buildings/plots are being carried out by the Vigilance Technical Wing. One kg of gold, 2.126 kg of silver and bank deposits worth Rs 1.34 crore were detected,' the Vigilance said. Hansdah had joined the government services in 1991 and worked in the DIC (District Industries Centre) offices of Sambalpur and Deogarh. He was promoted to junior MVI in 2003 and worked in several districts. 'In 2020, he was promoted to MVI and posted to the RTO office in Boudh, where he has been continuing till now. His present salary is Rs 1.08 lakh per month,' the Vigilance said, adding that the investigation was in progress.

Surat: The number of applications for school fee assistance for children of unemployed diamond artisans in Gujarat has crossed 1.20 lakh, as the counting of forms continues across the state. Forms have been submitted from districts and cities where the diamond cutting and polishing industry operates. According to preliminary figures, around 78,000 forms were received in Surat, followed by 14,000 in Bhavnagar, 12,000 in Botad and 4,000 in Amreli. An additional 12,000 forms came from other smaller towns and districts. The forms were first collected at schools and are now being forwarded to the District Industries Center (DIC) for processing. By July 23, around 65,000 forms from Surat schools were counted, with 13,000 more added later. Officials said the next step is to scrutinize the applications for eligibility and forward them to the Surat Diamond Association (SDA) and other district-level diamond associations for employment verification. The associations will confirm whether the applicants were employed at the units mentioned in the forms. Haveri: The industrial corridor planned near Ganajur and Koluru villages in Haveri is experiencing setbacks concerning 68 acres of forest or revenue land confusion. Despite local farmers cultivating this land for years without proper documentation, the Karnataka Industrial Areas Development Board (KIADB) is unable to provide compensation owing to its legal classification as forest land, thereby impeding the project. Over 125 entrepreneurs requested land allocation to establish industries near Haveri's district headquarters. Sources indicate that while the 68 acres originally belonged to the revenue department, forest authorities previously planted saplings there. Subsequently, residents of Kolur began cultivation without proper documentation. The forest department now asserts its ownership of this land. Previously, the govt decided to establish an industrial corridor between Ganajur and Kolur across 407 acres, comprising both govt and private land. Within this, the first phase involving a 200-acre industrial layout was contracted to Bengaluru-based SRC Infra. While the initial phase is 80% complete, farmers are resisting development in the second phase. "At least 59 farmers have been claiming that they are cultivating 68 acres of land in Koluru village, but these farmers don't have any documents. Deputy commissioner Vijay Mahantesh Danammanavar conducted a meeting with KIADB officials, Haveri tahsildar, and forest authorities, delegating land-related responsibilities to the tahsildar. "I asked for a detailed report from the tahsildar of Haveri after receiving applications from the farmers who claim to have been cultivating govt land for a long time. We will submit the report to the govt, and the govt will make a decision. We will complete the development works of the first phase of the industrial corridor by the end of Dec," assured DC Danammanavar. Entrepreneur Ramesh Ballari noted that numerous individuals waiting to establish industries have applied for land in the new corridor. However, land disputes persist despite ongoing construction. "Following this, many entrepreneurs are frustrated because they are not able to execute their ideas through their startups. The KIADB and department of industries and commerce (DIC) should complete the corridor work and allot layouts as early as possible," he demanded. Ludhiana: Aspiring entrepreneurs of the city have been left stranded as fresh loan applications under the Prime Minister's Employment Generation Programme (PMEGP) remain inaccessible largely for the fourth consecutive month of the current financial year. Tired of too many ads? go ad free now Since April, the online portal for PMEGP — a flagship self-employment scheme — was completely shut for two months and has only recently reopened partially. As of now, only applicants from the scheduled caste (SC) category are allowed to submit applications. General category applicants, who constitute a significant share of aspiring business owners, continue to face an indefinite freeze. "There has never been such a blanket closure since the scheme launched in 2008," said Bhupinder Singh, functional manager at the District Industries Centre (DIC), Ludhiana. "The application process has continued uninterrupted even with changes in govt. This is the first time we've seen a prolonged stoppage." Growing Demand PMEGP is administered by the MSME (micro, small & medium enterprises) ministry and implemented nationally by the Khadi and Village Industries Commission (KVIC). At the state and district levels, it is executed by KVIC directorates, state khadi boards, and district industries centres. The scheme offers financial assistance for setting up new micro-enterprises in both manufacturing and service sectors, based on a credit-linked subsidy model. Under current guidelines, applicants can seek loans of up to ₹50 lakh for manufacturing and ₹20 lakh for service or trading units, with a govt subsidy of 15 to 35%, depending on the category and area. District officials say demand has surged in recent years. No Clarity From Centre Rakesh Kumar Kansal, general manager of the DIC, confirmed that the shutdown was due to technical restrictions from the central govt. "The portal was non-functional for two months after April. It now accepts only SC category applications. We're awaiting further instructions from the Centre on when general category processing will resume," he said. The delay has left many prospective entrepreneurs in a state of confusion and frustration. "We were informed about the scheme in recent seminars, but what's the point if applications haven't been accepted for months?" said Gagandeep Singh, an aspiring applicant. "The govt must act and open the scheme to all categories." Without a clear timeline from the central authorities, the indefinite delay threatens to derail the entrepreneurial ambitions of hundreds across Ludhiana, undermining the very goal of the employment generation programme.
