KSN: DPPN Award A Source Of Motivation To Further Elevate Public Service
GEORGE TOWN, July 26 (Bernama) -- Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar described the Darjah Panglima Pangkuan Negeri (DPPN) award he received today as a source of motivation to continue strengthening and driving the public service towards greater heights. He conveyed his deepest appreciation to the Yang Dipertua Negeri of Penang, Tun Ramli Ngah Talib, for conferring the award, which carries the title 'Datuk Seri'. 'This award further strengthens my resolve to improve the public service to a higher level of excellence,' he said briefly when met by reporters after the investiture ceremony held in conjunction with Tun Ramli's 84th birthday celebration at Dewan Seri Pinang here today.

‘Fill healthcare vacancies quickly'
Fahmi: 'Appointment of Auditor-General does not contravene Federal Constitution.' — Bernama PUTRAJAYA: Cut the red tape and quickly fill the over 4,000 vacancies at public health facilities, says Communications Minister Datuk Fahmi Fadzil. This was the message from Prime Minister Datuk Seri Anwar Ibrahim to the Health Ministry (MOH) at the weekly Cabinet meeting yesterday, Fahmi said. 'The Prime Minister has requested that the bureaucratic process, which is seen as possibly causing this delay, be expedited, given that MOH had originally expected most or all of the positions to only be filled by November. 'But the Prime Minister believes this is too late. So the process will be sped up,' Fahmi, who is the unity government's spokesperson, told reporters, Bernama reported. On July 23, Anwar said the government will quickly fill up 4,352 vacancies in public clinics and hospitals, including appointing contract doctors. At the Cabinet meeting, Fahmi said Health Minister Datuk Seri Dr Dzulkefly Ahmad gave a commitment to shorten the time needed to fill the posts without compromising on procedures. On another matter, Fahmi said the appointment of Datuk Seri Wan Suraya Wan Mohd Radzi as Auditor-General is lawful and does not contravene the Federal Constitution. This was confirmed by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar who was present at the Cabinet meeting. 'From a constitutional perspective, there is no issue. 'The appointment aligns with what is clearly stated in the Federal Constitution,' added Fahmi. He said the KSN also clarified that Wan Suraya had ceased to be a civil servant at the time she agreed to take on the role of Auditor-General. 'This means there is no issue of her being an active civil servant at the time of her appointment,' he said, noting that the Public Service Department is expected to issue an official statement soon to provide further clarification. The clarification comes amid recent claims by several quarters alleging that Wan Suraya's appointment as Auditor-General was unconstitutional. Critics argued that the role should be held by someone who has already retired or formally resigned from the civil service, to preserve the independence of the office from the executive branch.

Fahmi, who is also the Madani Government spokesperson, said that the matter was confirmed by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar during today's Cabinet meeting chaired by Prime Minister Datuk Seri Anwar Ibrahim. "From a constitutional perspective, there is no issue. The appointment aligns with what is clearly stated in the Federal Constitution,' he told reporters during a post-Cabinet press conference on Friday (July 25). Fahmi said the Chief Secretary also clarified that Wan Suraya had ceased to be a civil servant at the time she agreed to take on the role of Auditor-General, effectively addressing concerns that her appointment may have breached constitutional provisions. "This means there is no issue of her being an active civil servant at the time of her appointment,' he said, noting that the Public Service Department (PSD) is expected to issue an official statement soon to provide further clarification. The clarification comes amid recent claims from several quarters alleging that Wan Suraya's appointment as Auditor-General was unconstitutional. Critics argued that the role should be held by someone who has already retired or formally resigned from the civil service, to preserve the independence of the office from the executive branch. Wan Suraya, who previously served as the Malaysian Institute of Integrity (IIM) chief executive officer, was appointed Auditor-General effective June 13, 2023. Civil servants barred from joining assemblies under KSN directive
KUALA LUMPUR: The Attorney-General's Chambers (AGC) has reaffirmed that civil servants must adhere to directives from the Chief Secretary to the Government (KSN) prohibiting participation in public assemblies. Non-compliance could lead to disciplinary action under existing regulations. In a statement, the AGC cited P.U. (A) 1/2012, P.U. (A) 395/1993, and other government-issued instructions as binding for all public officers. 'Although Articles 10(1)(a) and 10(1)(b) of the Federal Constitution grant citizens the right to freedom of speech and peaceful assembly, these rights are not absolute,' the statement said. Last week, KSN Tan Sri Shamsul Azri Abu Bakar reminded civil servants against joining an upcoming rally in the capital, stressing that participation would violate the Rukun Negara principle of Loyalty to the King and Country. The AGC further noted that public officers are bound by the Letter of Undertaking under subregulation 20(3) of the Public Officers (Appointments, Promotions and Termination of Services) Regulations 2012. This requires adherence to all government regulations, including conduct and discipline rules. 'A public officer must at all times demonstrate loyalty to the King, the nation, and the government,' the statement added.
