Tallulah Willis reveals hair loss amid recovery from 'severe' anorexia
Tallulah Willis is shining a light on the physical impact of her battle with an eating disorder. In a candid Instagram post on Sunday, the actress, who is the youngest daughter of Bruce Willis and Demi Moore, shared a deeply personal reflection, detailing the hair loss she experienced during the most severe phase of her anorexia. The post included photos from her time at a recovery facility in 2022, showing her hair cropped close and visibly thinning. In the caption, Tallulah Willis opened up about how, at the time, she saw her hair loss as a twisted badge of honor, shaped by the unhealthy mindset her disorder created. "I wanna talk about when I was balding because of my severe anorexia," she wrote. "The first photos were taken in summer 2022 in Austin TX while I was at Driftwood recovery. I want to talk about how I for a long time in my life I would have seen those patches of bare skin blurring through sparse hairs as a badge of honor. 'I was sick enough to make you look' :( ." She continued, "While I was at driftwood I temporarily needed a wheelchair to walk because my leg muscles had atrophied so badly. I'm still working to build back the muscles decimated during those many many years. I had such breakable and fragile hair, so thinned I had to use thousand clippies to keep things in place. And usually they slipped off because they [had] nothing to grab into." "I chose to crop some of them because for me this truly isn't a stage to show off how I nearly starved to death (publicly!), but I think the photos serve as a teaching tool," she added. Tallulah Willis went on to detail her recovery journey with gratitude, sharing that looking through recent "after" photos brought her joy, and expressing how something as simple as feeling her hair bounce now feels empowering. "I didn't realize how comforting a big bun could feel like, how sexy it feels for your hair bounce a little when you walk," she wrote. "I didn't value myself or my health but I am of the lucky who have made it to the other side. I made my disorder public and now it only feels right to make my recovery as well." "I want to heal and hug and soothe every busy mind that's out there still hurting," she concluded her post. "Keep going I love u all 🫂." Eating disorders are serious and potentially "fatal illnesses associated with severe disturbances in eating behaviors and related thoughts and emotions," according to the National Institute of Mental Health. The National Eating Disorders Association (NEDA) notes that low caloric and fat intake can lead to dry skin, brittle hair, and hair loss. In response to prolonged starvation, the body may also develop fine, downy hair called lanugo to conserve warmth. Additionally, severe and extended dehydration can result in kidney failure. In the U.S., NEDA estimates that 30 million Americans will experience an eating disorder at some point in their lives. In addition to Tallulah Willis, Bruce Willis, who was diagnosed with aphasia in 2022 and frontotemporal dementia in 2023, also shares Rumer Willis and Scout Willis with Moore. He is also father to daughters Mabel Ray and Evelyn Penn, whom he shares with his wife, Emma Heming Willis.

Lao govt prioritises key transport projects to boost regional connectivity
An upgraded section of Road 13 South between Km71 in Thaphabath district, Borikhamxay province, and Km346 in Thakhaekdistrict, Khammuan province. - NR 13 South Improvement and Maintenance Project. VIENTIANE: The Lao government will focus on key developmentsaimed at improving transportation infrastructure to enhance connectivity at the domestic, regional, and international levels, the Prime Minister has told the National Assembly recently. The initiative is expected to support production, services, trade, and investment by strengthening critical transport links. Prime Minister Sonexay Siphandone told National Assembly members that this includes the completion of upgrades to Road No. 13 North from Sikhai to Phonhong, and Road No. 13 South from km71 to km346. In addition, preparations are underway for thesigning of a loan agreement to upgrade Road No. 13 South from km21 to km71 in Vientiane province, while bidding is being conducted for contracts to improve Roads 2E, 2W, and 12. Plans are also in place to renovate National Highway No. 9 using service fees collected from trucks. Similar funding strategies are being prepared for repairs to other national highways. The Prime Minister spoke encouragingly about planned expressway construction, namely the Laos-China Expressway from Oudomxay province to the Boten border crossing with China, and the Vientiane-Hanoi Expressway. Efforts are being accelerated to repair damaged highways, especially Road 13 North, using the Road Fund. Significant progress has been made on the Huaykeo-Kontuen bridge across the Mekong River in Bokeo province, which is now 98.85 percent complete. Construction of the 5th Lao-Thai Friendship Bridge (Pakxan-Beung Kan) is 97.37 per cent complete. The final connection was completed on June 6, and the opening ceremony is expected to be held in December. The construction of 12 bridges along Road No. 20 in Champassak and Saravan provinces is now 61.3 per cent complete. Meanwhile, a loan has been requested from NEDA to build the Xiengman-Luang Prabang bridge across the Mekong River. A feasibility study is being prepared for the construction of the 6th Lao-Thai Friendship Bridge (Saravan-Ubon Ratchathani), with plans to secure a loan. The government will also organiseimprovements to international airports, including Wattay, Luang Prabang, and Pakxe. Prime Minister Sonexay noted that freight transporters have carried 3.89 million tons—exceeding the 2025 target by 0.95 per cent. Rail freight accounted for 1.52 million tonnes, surpassing the 2025 plan by 6.27 per cent. The Laos-China railway carried 1.23 million passengers in the first five months of this year, exceeding the 2025 target by 6 per cent. - Vientiane Times/ANN

House Quinta committee urges return of NFA's regulatory, trading mandate
The House Quinta Committee on Wednesday recommended the reinstatement of the National Food Authority's regulatory and trading functions as part of measures to stabilize the price of rice. Quinta Com Co-Chair Rep. Rosanna Vergara recommended that the government also set a minimum purchasing price for palay to protect local farmers. 'When we reinstate the regulatory and trading mandate of the NFA, the Department of Agriculture sets the minimum support price on the purchasing price of the palay from the farmers to reflect the actual cost of production. So traders don't take advantage of the imported rice coming in, saying that they have to sell their palay at a loss,' Vergara said. The committee approved Vergara's recommendation. The Department of Agriculture is also in favor of the reinstatement of NFA's functions. 'Napakaimportante niyan dahil sa ngayon, halos wala kaming kontrol sa industriya. Kahit gusto naming tulungan yung farmers and yung consumers, medyo nakatali ang aming kamay," Agriculture Secretary Francisco Tiu Laurel told reporters. "But with more regulatory powers, distribution and trading powers ng NFA, we should be able to have more control of the situation, the rice prices, pati yung price ng palay na binibili sa farmers. So importante talaga,' he added. But Rafael Mariano of the Kilusang Magbubukid ng Pilipinas said more reforms should be done. 'Bagamat nire-restore ang trading and regulatory functions ng NFA, nananatili pa ring liberalized ang ating local rice industry,' Mariano told the joint congressional committee looking into the price of rice. Mariano pushed for genuine agrarian reform and land distribution. Another measure that the committee recommended is to restore the 35% tariff on rice from the current 15%. 'I strongly urge the Secretary of Agriculture to reconsider reverting the tariff rates to the pre-existing rates of 35% and to review Executive Order No. 62, which lowered the rate to 15% to protect our local farmers from the imported rice coming in,' Vergara said. Laurel replied that it would be best if the increase in tariff rates were done gradually. 'Every four months, we are meeting with NEDA and the stakeholders, with the Tariff Commission and other government agencies. The last review, which was two months ago, the position namin ng NEDA is basically to recommend a gradual increase towards attaining 35%, babalik. From 15% to 35%, that might create a big shock sa market again, even to the world market,' Laurel said. Albay Rep. Joey Salceda lauded the P20-per-kilo rice program as he hoped that it would be sustained, especially in areas where price manipulation is monitored. 'Puwedeng sabihin sustainable yung P20 per kilo. Kailangan lang talaga may government subsidy, both sa ating palay producers at sa ating rice consumers. Kasi kung hindi naman magiging subsidized, hindi naman magiging sustainable yung P20 per kilo,' Mariano said. Improvement of Lao national road to boost east-west corridor connectivity
THAKHAEK, KHAMMUAN PROVINCE: Local communities here are set to benefit from a major infrastructure development under the Improvement of National Road No. 12 project, backed by financial support from Thailand's Neighbouring Countries Economic Development Cooperation Agency (NEDA). An agreement on the project was signed on Thursday (May 22) between a representative from the Department of Roads under Laos' Ministry of Public Works and Transport and two construction joint venture companies. The contract 01 was signed between Vongphet Vongphachan, Project Manager from the Department of Roads, Ministry of Public Works and Transport and Pannee Worakij Construction and Transport Company Limited, in joint venture with Manyxup Development Construction and Trading Import-Export Sole Co., Ltd., represented by Patarachai Banchawattana, Managing Director of Pannee Worakij Construction and Transport Company Limited. In addition, the contract 02 was signed between Santi Phiuvanna, Project Manager from the Department of Road, Ministry of Public works and Transport and Vivat Construction Co., Ltd., in joint venture with PA Construction Sole Co..,Ltd represented by Wirat Konglikit, Managing Director of VIVAT Construction Co., Ltd. The signing ceremony was attended by the Minister of Public Works and Transport Ngampasong Muongmany, the Governor of Khammuan province, Vanxay Fongsavanh, the Thai Ambassador to Laos, NEDA representatives and senior officer from the Lao Ministry of Public Works and Transport. The project will upgrade a section of National Road No. 12 from Thakhaek to the Na Phao control facilities, a key segment connecting Laos with Thailand and forming part of a vital east-west economic corridor through northern Laos. The upgrade will enhance regional trade and transport links with Vietnam, China, and Thailand and spans a total length of 143.508 kilometres, including expansion of the Thakhaek bypass road over a distance of 3.964 km. In addition, a parking facility will be built at the Road No. 1E intersection in Yommalath district, border checkpoint facilities at Na Phao will be expanded, including offices, a truck weighing station and public utility systems, along with the upgrade of access roads to tourist attractions along the corridor. According to Vongphet Vongphachan, Project Manager Contract 1, the initiative is a strategic move to improve transport connectivity and promote economic integration in the Greater Mekong Subregion (GMS). Construction is divided into two major contracts: Contract 1: Thakhaek to the Yommalath Junction (61.5 km) and Contract 2: Yommalath junction to Na Phao control facilities (86 km). The National Road No. 12 Improvement Project is part of the Lao government's 2021-2025 five-year development plan and the 2019-2023 Lao-Thai transport cooperation programme, as outlined in a Memorandum of Cooperation signed in December 2018. The initiative is also part of the 2022-2024 strategic assistance plan between Laos and Thailand. While the feasibility studies and detailed designs were funded through grants from the Thai government, construction will be financed through a low-interest loan from NEDA, in accordance with Financial Assistance Agreement No. LFA 022-2024, signed on May 30, 2024. The upgraded road will meet Asean Highway Class 2-3 standards, with a design speed of 80 km/hour, road widths of 9-10 metres in suburban areas and 12 metres in residential zones, as well as enhanced structural capacity to accommodate heavy truck traffic. Traffic studies have shown a dramatic increase in road use, from 21,232 private vehicles per day in 2022 to 43,758 per day in 2024, highlighting the urgent need for infrastructure improvements. The project is expected to significantly benefit local residents through improved access and mobility; farmers and traders via better logistics; and tourism and businesses, due to enhanced infrastructure and connectivity. The regional economy will also benefit by reinforcing Laos' role as a key land link within the GMS. This initiative marks another step forward in strengthening cross-border cooperation and positioning Laos as a transportation hub for mainland South-East Asia. - Vientiane Times/ANN

New Lao-Thai Mekong bridge to open soon, promising economic lift for region
The under-construction Lao-Thai Friendship Bridge across the Mekong River between Borikhamxay province and Beung Kan province in Thailand. - VT VIENTIANE: A 1,350-metre bridge linking Borikhamxay province in Laos and Bueng Kan province in Thailand across the Mekong River is now 98 per cent complete. Construction is ahead of schedule and the bridge is expected to open to traffic at the end of this year. The fifth Lao-Thai Friendship Bridge is set to boost travel between Laos and Thailand and spur trade with other countries in the Greater Mekong Subregion. The project director on the Lao side of the bridge, Laythong Phommavong, last week gave a progress report to the Ambassador of Laos to Thailand, Khamphan Anlavan, when he visted the site. Laythong said that with construction progressing faster than planned, it is hoped that the bridge will be in operation by the end of 2025. He also highlighted the progress made and the challenges encountered. Plans to build the bridge were first drawn up in 2014, when a survey was carried out. The design of the structure was approved by the Lao and Thai governments in 2018 and construction kicked off in January 2021. A loan from Thailand's Neighbouring Countries Economic Development Cooperation Agency (NEDA) was secured by the Lao government to build the Lao side of the bridge, with the total cost to be shared between Laos and Thailand. The Lao component of the project comprises construction of the bridge on the Lao side of the river over a distance of 535 metres, and the construction of access roads, immigration and customs buildings, and other structures on the Lao side. Project officials have paid compensation to people who lost land and other property so the bridge could be built. More than 52 hectares of farmland was lost to free up ground for the construction of the bridge. The fifth Lao-Thai Friendship Bridge, a result of cooperation between the governments of Laos and Thailand, will be part of new infrastructure connecting regions and people on both sides of the Mekong and strengthening regional transport networks. It will help promote cross-border trade, investment and tourism, bolster economic growth in both countries, and strengthen ties between the two neighbours. The bridge will also help turn the border areas of Borikhamxay province and Bueng Kan province in Thailand into a significant economic hub. The first four bridges built across the Mekong River between Laos and Thailand serve the Vientiane-Nong Khai, Savannakhet-Mukdahan, Khammuan-Nakhon Phanom, and Huayxai-Chiang Khong routes. - Vientiane Times/ANN
