Mohali: Civil surgeon directs govt doctors to prescribe only generic medicines
Three days after conducting a surprise inspection at Dera Bassi civil hospital and finding irregularities in the distribution of free medicines, civil surgeon, Dr Sangeeta Jain, convened a meeting on Wednesday with senior medical officers of various government hospitals in the district, and directed all doctors to prescribe only generic medicines. Dr Jain also reviewed the progress of Aam Aadmi Clinics and various national and state health programmes. (HT photo for representation) Dr Jain emphasised that there is no shortage of essential and emergency drugs in any government health facility across the district. She stated that no patient should be compelled to purchase medicines from private chemist shops. During an inspection on July 27 at the Dera Bassi civil hospital, Dr Jain found irregularities in medicine distribution and asked the senior medical officer (SMO) to explain why free medicines are not being provided and why prescriptions are pushing patients toward private pharmacies. 'If there is a requirement for any medicine that is unavailable at the facility, it is the responsibility of the institute's in-charge to procure it for the patient,' Dr Jain said. She reiterated that under the Punjab government's scheme, patients are entitled to receive free medicines, and all drugs listed under the standard formulary must be made available at the hospital pharmacy. The civil surgeon also stressed the importance of ensuring adequate arrangements for medical oxygen and uninterrupted power supply at all healthcare institutions. She directed that regular staff must be deputed to manage these critical systems efficiently. Highlighting maternal health services, Dr Jain said that investigation and treatment for pregnant women are provided free of cost at government facilities. She instructed that ultrasound tests for pregnant women be conducted either at government hospitals or at empanelled private centres. Dr Jain also reviewed the progress of Aam Aadmi Clinics and various national and state health programmes. She urged officials to ensure proper and effective implementation of all health schemes across the district.

Ludhiana: Khanna civil hospital gynaec suspended for ‘negligence' after newborn's death
Punjab health and family welfare minister Dr Balbir Singh today ordered immediate suspension of a gynaecologist at the Khanna civil hospital for 'negligence' in connection with a newborn's death. The minister warned that the doctor's medical licence could be revoked and legal action may follow pending further investigation. (HT Photo) The patient, Manpreet Kaur, a pregnant woman, was brought to the hospital around 8 pm on July 21 by her family. Despite undergoing regular treatment at the facility for nine months, she was referred to another hospital during delivery hours. The attending emergency doctor, Dr Amardeep, allegedly consulted gynecologist Dr Kavita Sharma over phone who suggested referring the patient to Patiala, instead of arriving at the hospital to assess her condition. Senior medical officer (SMO) Dr Maninder Singh Bhasin rushed to the hospital at around 10 pm, called in a pediatrician and anesthetist, and proceeded to conduct an emergency C-section himself. The surgery was successfully performed, stabilising the mother's condition. However, the newborn, who had ingested meconium in the womb, was in a critical state. Despite efforts to resuscitate the infant, she was referred first to Patiala, where a lack of ventilator facilities prompted a second referral to PGIMER in Chandigarh. The family alleged that the ambulance ferrying the newborn ran out of oxygen midway, causing further distress. 'By the time a second ambulance was arranged, her body had turned blue,' said Raj Lakhia, baby's uncle. The infant was declared dead on arrival at PGIMER. 'Any negligence in patient care is unacceptable and will face strict consequences,' said the minister. Following the incident, a three-member committee, comprising an SMO and two specialists, was constituted to investigate. The committee's report found the gynaecologist's failure to address the case with due seriousness. In a message to health staff, Dr Singh urged them to perform their duties with utmost honesty, dedication and diligence, warning of severe repercussions for lapses. He commended the health department's workforce, highlighting that 98% of its doctors risked their lives during the Covid-19 pandemic to save countless lives. 'Plans afoot to hire medics' In response to queries about the shortage of doctors in Doraha and Payal hospitals, Dr Singh noted that the state has recruited approximately 3,000 healthcare workers recently, with plans to onboard 1,000 additional doctors soon. He outlined plans to ensure 24-hour maternal and child care, emergency services and initial treatment for heart attacks and neurological conditions at district-level and highway-adjacent government hospitals. Additionally, he stated that the government would establish 10-12 advanced hospitals across Punjab for specialised treatments, including heart surgeries, organ transplants and orthopedic care. He also highlighted that government hospitals in Khanna, Tarn Taran, Dasuya, Tanda and Chamkaur Sahib were already providing initial care for heart attack patients, with referrals to larger facilities for advanced treatment. He also announced that Punjab is set to become the first state in India to offer free health insurance (worth up to ₹10 lakh) to its entire population of 3 crore. Dr Balbir Singh also conducted house-to-house inspections to check larvae in various parts of Khanna. He urged the community to prevent mosquito breeding by ensuring water does not accumulate in containers, rooftops, or courtyards. He stated that the health department is fully committed to curbing dengue's spread, emphasising that the campaign's primary goal is to protect lives from this potentially fatal disease. He called on residents to maintain cleanliness, prevent water stagnation, and ensure proper drainage in their surroundings.

Central team for expanded vision centres, free surgeries
Varanasi: Led by a three-member team from ministry of health and family welfare, a high-level medical team of workers and consultants conducted an in-depth review and inspection of the Institute of Medical Sciences, BHU and other hospitals pertaining to National Blindness Control Programme and medical services provided under non-communicable diseases. Additional chief medical officer Dr Sanjay Rai said that led by Dr R P Maurya of the BHU Eye Bank, 64 corneas had been obtained from 32 people over past three years. Successful cornea transplants were performed on 52 individuals suffering from blindness, restoring their vision and enabling them to see like individuals with normal sight. Following the team's suggested strategy, preparations are being made to open 10 new vision centres in Varanasi with the support of BHU's ophthalmology department to accelerate eye donations and cornea transplants. A comprehensive plan will also be developed to identify all cataract patients and provide free surgeries. Proposals will be sought from all institutions to provide state-of-the-art equipment and special training for support staff to enhance quality of eye surgeries. Emphasis will also be placed on promoting the availability of free cataract surgeries. The state govt team comprised Dr Sunil Verma, state programme officer (NPCB), Dr R S Yadav, general manager (NCD), Abhay Dwivedi (state technical advisor), Manoj Bharti, additional chief medical officer and district nodal officer Dr Sanjay Rai, Dr Y B Pathak. The central health team inspected the ophthalmology and ENT departments at the divisional hospital and reviewed arrangement of outpatient department and operation theatre were also reviewed. A checklist was prepared after discussions with surgeons and optometrists. Instructions were given to further improve all arrangements in the interest of patients. Central health team also visited the rural block community health centres in Cholapur and Misirpur to gather information from medical superintendents about blindness and vision defect prevention programmes. They checked the outpatient department register, availability of medicines, referral process, distribution of spectacles and receipt system. Cataract surgery medications was also evaluated. Ayushman Arogya Mandir (Madhopur) in Kashi Vidyapeeth Block was also inspected. Necessary guidelines were provided after discussions with staff nurses, CHOs, ANMs, paramedical staff and ASHA workers. Suggestions were taken from everyone for improving the quality of health services. Dr R P Maurya from ophthalmology department and Dr. Vishambhar Singh from the ENT Department at IMS BHU facilitated the departmental inspection. The central health team will prepare a report based on checklist and submit it to the administration.

Health dept on toes after Ludh village reports 15 suspected jaundice cases
Ludhiana: Around 15 suspected cases of jaundice have been reported from Kaunke Kalan village near Jagraon over the last few days. The health department has constituted several teams to conduct an extensive survey of the village. Tired of too many ads? go ad free now Health department sources said that on July 2, 11 suspected cases of jaundice were reported. The next day, four such cases were reported. Of these cases, four had more than normal bilirubin levels and were admitted to a health facility for monitoring. Two were discharged on Thursday. Hathur SMO Dr Varun Saggar said that immediately after the suspected cases were reported, seven rapid response teams comprising four members each surveyed 692 houses, covering a population of 3,165 persons. He said that 214 chlorine tablets were distributed and 22 water samples were taken, of which one was found unfit for consumption. A health department officer said that five samples were sent to the IDSP Laboratory in the district hospital, Ludhiana, and all were found to be negative for Hepatitis A and E. He added that four samples were sent to the same laboratory on Thursday, and a report is awaited. The failed sample was from a fast food vendor, whose stall has been closed. The official added that a health camp was organised in the area by a medical officer and paediatrician on Thursday. Area residents were advised to reach the nearest health facility in case of symptoms of fever and jaundice. Schools were instructed to get water tanks cleaned and water sampling done.
