Ringgit rebounds amid improved risk appetite

KUALA LUMPUR : The ringgit rebounded from yesterday's losses to end higher against the US dollar today, as the latest developments on the Iran-Israel war sparked some buying interest in emerging currencies, a dealer said.
Bank Muamalat Malaysia Bhd chief economist Afzanizam Rashid said that the Israel-Iran war continued to take centre stage as the US was still weighing its option to participate in the conflict.
White House spokeswoman Karoline Leavitt indicated that president Donald Trump will make his decision within the next two weeks.
'The US Dollar Index (DXY) fell 0.22% to 98.691 points,' he told Bernama.
At 6pm, the local currency strengthened to 4.2505/4.2565 versus the greenback from yesterday's close of 4.2590/4.2625.
However, the ringgit traded mostly lower against a basket of major currencies at the close.
It slipped versus the British pound to 5.7356/5.7437 from 5.7164/5.7211 at yesterday's close and declined vis-à-vis the euro to 4.9000/4.9069 from 4.8868/4.8908 yesterday, but appreciated against the Japanese yen to 2.9245/2.9289 from 2.9286/2.9312 previously.
The ringgit performed mixed against its Asean peers.
The local currency advanced versus the Indonesian rupiah to 259.2/259.7 from 259.5/259.9 yesterday and rose vis-à-vis the Thai baht to 12.9727/12.9969 from 12.9966/13.0513 previously.
However, it weakened against the Singapore dollar to 3.3088/3.3140 from 3.3072/3.3102 yesterday and slid versus the Philippine peso to 7.43/7.45 from 7.41/7.42 at the previous close.

Senate Majority Leader John Thune, House Speaker Mike Johnson and administration officials are pressing Republican lawmakers to pass the One Big Beautiful Bill Act so Trump can sign it into law before the July 4 US Independence Day holiday. But hardline Republicans have redoubled their push for additional spending cuts after an official forecast that the bill would add at least US$2.8 trillion (RM12 trillion) to the US$36.2 trillion US debt. Other lawmakers, looking to minimise the impact of cuts on social programmes including Medicaid, have also voiced adamant opposition to the bill's language. Republicans control the Senate by a 53-47 majority and the House by 220-212. One Republican from each chamber has opposed the legislation from the beginning due to the debt. Thune aims to begin Senate action by the middle of this week and complete passage by the weekend, sending the bill back to the House for final approval. Trump is expected to turn up the heat on senators this week, according to Republican lawmakers who view him as 'the closer.' 'Great unity in the Republican Party, perhaps unity like we have never seen before. Now let's get the Great, Big, Beautiful Bill done,' Trump said in a social media post on Sunday. Lawmakers are still waiting for the Senate parliamentarian, the chamber's nonpartisan gatekeeper, to decide whether the legislation qualifies for the privileged status needed to circumvent Democrats and the 60-vote Senate filibuster and pass it with only 51 votes. 'The Senate Republican bill is, simply put, bigger cuts, bigger betrayal,' Senate Democratic leader Chuck Schumer said. 'It makes even deeper cuts to healthcare. It destroys American clean energy. It raises costs on working and middle-class families. And it rewards those at the very top,' he said. Pushback Some Republicans are pushing back on Thune's schedule in hopes of gaining more time to negotiate bigger savings. 'There's no way. There's no way,' Senator Ron Johnson, a leading fiscal hawk who wants to cut federal spending back to pre-Covid pandemic levels, said when asked if he could support the bill this week. The Wisconsin Republican said he is coordinating with fellow hardline Senators Mike Lee and Rick Scott, who want to glean additional savings from green tax credits and the Medicaid healthcare programme for lower-income Americans, respectively. 'If we had all the money in the world, why would you make a change? We don't. We're running US$2 trillion deficits,' Scott told reporters. The legislation has yet to pass muster with the Senate parliamentarian, a nonpartisan referee who has said Republican efforts to restrict food assistance, curtail the ability of judges to block government policies, slash funding for financial watchdogs and reverse Biden vehicle policy, violate budgetary rules. The nonpartisan Congressional Budget Office said last week the House version of the bill could lead to a US$2.8 trillion increase in the federal deficit over the next decade. The deficit hike would reach a total of US$3.4 trillion, if the cost of rising interest payments due to increased borrowing needs were included, according to the agency, which took into account the bill's potential impact on economic activity. The report contradicted Republican claims that tax cuts would lead to buoyant economic growth and pay for themselves by generating higher revenues from increased business activity. In a Senate floor speech last week, Thune cited a White House Council of Economic Advisers projection the legislation would increase federal revenue by US$4.1 trillion, saying it would more than offset the CBO's deficit estimate. Medicaid hit A revised Senate version of the legislation would reduce Medicaid provider taxes from 6 per cent to 3.5 per cent by 2031 in states that expanded the programme to able-bodied recipients under the Affordable Care Act. That provision is opposed by several Senate Republicans who say it would undercut funding for rural hospitals. 'They cannot defund rural hospitals,' said Senator Josh Hawley, a Missouri Republican who has positioned himself in the debate as a champion of Medicaid. But Republicans signaled the time for negotiations would soon come to an end and predicted that wavering members would ultimately support the legislation. 'Some people are going to have to settle for a ham and egg sandwich without the ham. That's just the way it is,' said Senator John Kennedy of Louisiana. — Reuters

GENERAL KUALA LUMPUR, June 23 (Bernama) -- A survey by Merdeka Center, an independent organisation focused on public opinion research and socio-economic analysis, found that a majority of Malaysian voters gave Prime Minister Datuk Seri Anwar Ibrahim a positive approval rating of 55 per cent in May this year compared with 43 per cent in June last year. The centre said the survey on 1,208 registered voters showed that Malaysians are beginning to feel that the country is finally on steadier ground with political turbulence easing and Anwar now leading a government with a two-thirds parliamentary majority. 'Institutional reforms like the revived Parliamentary Services Act 2025 also signal a return to principled governance,' it said in a statement today. It said public frustration over the cost of living has also been mitigated by the government's minimum wage increase to RM1,700 combined with festive cash aid for civil servants and ongoing fuel subsidies amid inflation at a three-year low of 1.4 per cent in March 2025 and economic growth hitting 4.4 per cent in the first quarter. 'While the survey continues to show that the public's top concerns remain the economy, the absence of price shocks despite the withdrawal of diesel fuel subsidies in 2024 has helped ease sentiments,' it said. The centre said Anwar has also enhanced Malaysia's global profile by hosting China's President Xi Jinping and chairing ASEAN in 2025 which gave him a diplomatic spotlight. 'New investment deals, trade cooperation and leadership in Global South initiatives have bolstered his image at home,' it said. At the same time, the centre said the federal government's rating also improved to 50 per cent in May 2025 compared with 40 per cent in June 2024. It said dissatisfaction towards the federal government eased to 48 per cent compared with 58 per cent a year ago.

KUALA LUMPUR: Malaysia and the European Free Trade Association (EFTA) member states have signed an economic partnership agreement, opening a new chapter for Malaysia's trade, investment and economic relations with Switzerland, Norway, Iceland and Liechtenstein. The Ministry of Investment, Trade and Industry (MITI) said that besides the Malaysia-EFTA Economic Partnership Agreement (MEEPA), both Putrajaya and the EFTA member states also inked a memorandum of understanding (MOU) on cooperation and capacity building as well as a joint statement on sustainable palm oil. 'As a trading nation, it is important for Malaysia to maintain its neutral and non-aligned stance, particularly in the face of current geopolitical uncertainties that complicate the global trading landscape,' MITI Minister Tengku Datuk Seri Zafrul Aziz said in a statement here today. He said Malaysia's unwavering neutrality and non alignment is also reflected in the signing of MEEPA, which is its 18th free trade agreement (FTA) thus far and is part of the country's enhanced attempt to diversify its markets amid global economic uncertainties. 'As Malaysia's first FTA with several European countries, MEEPA is also expected to pave the way for expedited Malaysia-EU FTA negotiations. 'The trade potential to be realised will provide more business opportunities for local companies, including small and medium enterprises, and offer higher-paying jobs for Malaysians – both key in driving our economic transformation agenda,' he added. MEEPA was signed in Tromsø, Norway, today by Tengku Zafrul, Norway's Minister of Trade and Industry Cecilie Terese Myrseth, Iceland's Minister of Finance and Economic Affairs Daði Már Kristófersson, Liechtenstein's Deputy Prime Minister and Minister of Foreign Affairs, Environment and Culture Sabine Monauni, Switzerland's Vice President and Federal Councillor Guy Parmelin. The pact covers goods, services, investments, intellectual property rights, customs facilitation, competition policy, sanitary and phytosanitary, trade and sustainable development, government procurement and economic cooperation. 'It is expected to bring new export opportunities and enable Malaysia to continue attracting high technology and knowledge-based investments from those four non-EU member countries. 'Upon entry into force, the agreement guarantees long-term duty-free access to more than 90 per cent of Malaysia's exports, including all industrial products, to the four signatory countries, securing benefits that were previously offered under the temporary unilateral scheme of Generalised System of Preferences (GSP),' MITI said. In 2024, Malaysia's trade with the EFTA was valued at RM14.4 billion. Over 85 per cent of Malaysia's exports to these countries were industrial products covering electrical and electronics, optical and scientific instruments, metal products, plastics and rubber-based products. MITI said that of the four member states, Switzerland accounted for over 80 per cent of trade amounting to RM12.2 billion, followed by Norway at RM2.1 billion. Cumulatively, Switzerland, Norway and Liechtenstein have invested RM14.2 billion in Malaysia, resulting in the creation of over 24,000 job opportunities. 'A prime example is the Malaysian Cocoa Board's collaboration with the renowned Swiss company Nestlé to develop KitKat Dark Borneo, a premium single-origin chocolate crafted exclusively from Malaysian cocoa beans,' the ministry said. In the area of services, Malaysian professionals encompassing accountants, auditors, lawyers, physiotherapist, nurses, and teachers are expected to benefit from enhanced access and mobility through transparent rules in the EFTA markets. MITI said the agreement also has a robust built-in agenda for cooperation and capacity building programmes to further strengthen the development of sectoral capabilities in areas such as engineering, science, technology and innovation; green mobility and transportation; digitalisation and automation; pharmaceuticals and medical devices; as well as human capital development through training, internships and expert exchange programmes. During the MEEPA signing, Tengku Zafrul also witnessed the MOU exchange between Universiti Teknologi Petronas and two Norwegian universities, namely the University of South-Eastern Norway and the University of Stavanger. MITI said the initiative seeks to foster academic collaboration and specialised expertise in hydrogen technology, carbon capture and storage, as well as related fields across the oil, gas, marine and shipping, and renewable energy sectors. 'The collaborative ventures are expected to contribute towards the sustainable development of a skilled talent pool and long-term growth of industries by enhancing the quality of Malaysia's higher education and translational research,' it added.
